This constitutional and institutional development of the European Community, and federalism in particular, are widely and intensely debated. The issue of federalism has proved to be divisive and misunderstood. This book provides a critical reappraisal of the political, economic, and socio-cultural potential of current federal political-institutional arrangements. It includes both an analysis of their necessary preconditions as well as evaluation of their advantages and disadvantages compared with other forms of state organisation. The authors examine the issue at the level of the Community, the member states, and the states of Central and Eastern Europe reflecting the increasing interdependence and interplay of these three levels; nation states in all parts of Europe influencing only one another and the Community, and being influenced by it. The book concludes with an overall assessment of the federalizing processes at work in Europe, both at the Community and nation state level, and pints out the problems, paradoxes and likely outcomes of these processes.

Bureaucratic Elites in West European States provides valuable information about the structures and composition of the higher civil service and its position in the political structure through a comparative analysis of Britain, France, Germany, Italy, Spain, Belgium, the Netherlands, Austria, Greece, Denmark, and Sweden. The book explores how higher civil service has developed in the light of the massive changes in European societies in the past thirty years. Changes include the size of the top level of the civil service, the growing social diversity of its ranks and well as the tendency to recruit from outside the civil service. The book also examines how wider social changes, such as the democratisation of education, the growth of interest groups, and the increasing importance of the European Union impact on the higher levels of bureaucracy producing similar patterns of change throughout Europe.

This book i sone of two volumes in which leading scholars examine the way in which EU member states co-ordinate their European policies. Eschewing the 'Europeanisation' problematic within which the issue is usually adressed, this book adopts a broader, more inclusive approach. It examines domestic processes and investigates co-ordination in ten member states - Austria, Belgium, Denmark, France, Germany, Greece, Italy, Portugal, Spain and the United Kingdom - looking at co-ordinating ambitions, the actors involved in EU policy making, and the structures and processes by which policy is made. From a comparative perspective, the book identifies and assesses the impact of the influiences that have shaped systems of national co-ordination - the demands exerted by Union membership, the instituional structure of the national polity, the pre-existing balance between domestic institutions, administrative norms and values, and attitudes, both popular and elite, the European integration. It assesses the extent to which there has been a convergent response to the administrative challenges posed by membership on the part of the member states or whether a pattern of divergence emerges. The effectiveness of member states in influencing policy outcomes at the European level is also addressed. The companion volume answers similar questions about national administrations in Brussels. Looking at twelve member states, it is the first systematic examination of the role played by Permanent Representations in national EU policy making.

The relationship between the European Union and its member states is complex and continually evolving. This book seeks to explore not only the nature of this relationship, but the broader implications of European integration for the ways in which politics in Europe is studied. It addresses three major questions. How has European integration affected national politics and public policies? To what extent has the existence of the EU challenged existing approaches to the study of national politics? How appropriate is it to attempt to study the EU using the analytical tools traditionally used to study nation states? The intention is to consider the impact of European integration both on the nature and the study of politics in western Europe. These questions are addressed by a group of distinguished academics from both Europe and North America. Their findings will be of great interest to all those interested in the European Union and in West European politics more generally.

This book is the second of two volumes that examine how EU member states co-ordinate their European policies. In this second volume, the focus is on the European level. The book investigates the strategies deployed by eleven member states -- Austria, Belgium, France, Germany, Greece, Ireland, Italy, the Netherlands, Portugal, Sweden, and the United Kingdom - and examines the role played by the permanent representation, and the structures and processes that link national officials in Brussels and at home. From a comparative perspective, the book identifies and assesses the organisation, functions and effectiveness of the permanent representation, and the part that it plays in the national system of co-ordination. It considers the influences that have shaped systems of national co-ordination -- the demands exerted by Union membership, the institutional structure of the national polity, the pre-existing balance between domestic institutions, administrative norms and values, and attitudes, both popular and elite, to European integration. It assesses the extent to which there has been a convergent response to the administrative challenges posed by membership on the part of the member states or whether a pattern of divergence endures. The question of effectiveness is also addressed. The companion volume explores co-ordination institutions, structures and procedures at the domestic level. Looking at ten member states, it offers a comprehensive comparative analysis of the way in national governments organise European policy making.

Two leading authors challenge the assumption that France has a well coordinated government. The constitutional, political, and policy frameworks of coordination are critically assessed in relation to the central actors and spending ministries, as well as the formal and informal mechanisms of coordination. Four case studies are examined; the European Union, budget, privatization and immigration policy processes. The book concludes with forthright findings on a fragment executive struggling to steer a disparate and partially paralyzed institutional structure. The research findings offer precise cautionary recommendations to policy makers against the dangers of overconfident recourse to 'joined up' government. The findings are relevant, not merely to France, but generally to Western states more generally.

The Government and Politics of France has been the leading textbook on French politics for over a generation, and continues to provide students with a comprehensive and incisive introduction to the intricacies of French politics and government. This edition updates every chapter, with the addition of a new chapter on France and Europe. Recent events necessitate a new edition, particularly the 2002 elections and the growing interpenetration of France and the EU in student programmes, as well as in the real world.Whether covering the shifting balance within France's two-headed executive, the paradoxes of the French party politics, the power and fragmentation of France's administration, the growing assertiveness of French local government, or the newly visible world of the judiciary, The Government and Politics of France has always sought to confront established paradigms with the complex and untidy reality of French politics at the grass roots.

First published in 1984, Continuity and Change in France sets out to explore questions by examining the many features of the Giscard presidency which have endured under Socialist rule. Few people predicted the election victory of Francois Mitterrand over Giscard d’ Estaing in May 1981. It was greeted, by his supporters at least, as the first remarkable event in a chain of far-reaching changes which would transform France. However, it has gradually become clear that political change does not come easily to modern France and that continuity is at least as important. This book is at once a valuable review of the 1974- 81 period as well as a revealing account of what has changed since then and what, despite the rhetoric, has not. The contributors cover a number of areas important to French presidency and demonstrate the existence of a surprising degree of continuity in terms of both policy and personnel. They will be welcomed by all students of French politics as providing the basis for a fuller assessment of the successes and shortcomings of the Mitterrand years.

First published in 1979, in Conflict and Consensus in France a number of authorities on French politics examine some of the basic problems of legitimacy, consensus formation and conflict resolution which the regime continues to face after the elections of March 1978. Early in 1978 the French Fifth Republic, then twenty five years old, appeared to be facing a major political and constitutional crisis. That crisis did not materialize as the result of the totally unexpected defeat of the left in the March 1978 elections.Professor Douglas Johnson analyses the historical debate about the divisions in French society. John Frears raises the question of the validity of President Giscard d’Estaing’s views on legitimacy and consensus. Vincent Wright looks at the conflicts which emerged during the March 1978 election campaign and the extent to which they have been resolved. ‘Dissentient France’ is examined by Professor Jack Hayward while Anne Stevens explores the conflicts which riddle the French administration. Four policy areas are then analyzed by Diana Green, Ezra Suleiman, Dorothy Pickles and Howard Machin in order to determine the extent of conflict and consensus among the French political elites. This is an important historical reference work for students and scholars of French politics.

Tensions in the Territorial Politics of Western Europe (1987) examines the massive postwar increase in European government intervention, a major element being the development of welfare services provided by sub-central units of government. Governments have faced the dilemma of being electorally accountable for services delivered through differentiated, disaggregated policy systems. The territorial distribution of functions has become a major political and policy issue, and government centres have developed strategies for regulating the function-based policy system. The term territorial politics refers to the arena of political activity concerned with the relations between central and sub-central organisations, while recognising the need to return to history. The objectives of this work are to argue for a focus on territorial politics; to demonstrate that the analysis of territorial politics requires an exploration of historical context; and to analyse contemporary problems in territorial politics, focusing on functional allocation, interest articulation, central regulation and the distributional consequence of policy networks.

Privatization is now a universal practice and is the result of a set of interrelated factors, all of which are explored in this collection. Privatization has also become an academic industry, generating a vast outpouring of books and articles. This authoritative two volume collection, which includes a new introduction by the editors, concentrates on the public policy of privatization, and explores its dimensions by presenting key theoretical and empirical articles. The volumes are also clearly interdisciplinary, bringing together for the first time articles informed by political science, economics and sociology. The collection will be invaluable for both practitioners and academics, especially those involved in the study of applied economics, public policy and political science.

Focusing exclusively on the functional rather than the territorial level, this book reveals that the reshaping of the state in western Europe involves different policies across Europe and conflicting tendencies in the impact of the various reform programmes. Whilst the state may be in retreat in some respects, its activity may be increasing in others. And nowhere, not even in Britain, has its key decision-making role been seriously undermined.
