Against this backdrop, we meet Ally Rose, a French immigrant and "Facilitator" (freelance mercenary). She and her associate Portia D''Amico, a corrupt detective, are unwittingly caught in a far-reaching conspiracy that forces them to consider every action and decision.

As the conspiracy unravels, Ally and "Osiris," a fellow Facilitator become involved in a plot to overthrow the increasingly tyrannical Rico dictatorship.
