This book introduces the concept of the ‘autonomous city’- a concept that has been developed from the ‘smart cities’ model that is based on a city’s ability to gather data and taking it one step further. The digital revolution has brought about numerous changes in the urban realm, along with the understanding that technology can aid in increasing the performance and efficiency of urban areas. This technology has given rise to a wealth of data allowing urban leaders to respond better to crisis and craft policies that increase the liveability of urban areas. The ‘autonomous city’ explores the possibility of urban areas evolving from the dimension of data gathering to that of action response – so a city able to collect data and render real time decisions to self-manage a variety of functions based on its interpretation of that data. On 25 September 2015, the United Nations General Assembly unanimously adopted Resolution 70/1, “Transforming our World: the 2030 Agenda for Sustainable Development”. Also known as 2030 Agenda, the document lays out 17 Sustainable Development Goals (SDGs) in the realm of ecology, society and economy. The current book focuses on three of these goals: SDG 16: Peace, Justice and Strong Institutions; SDG 3: Health and Wellbeing; SDG 11: Cities and Sustainable Communities.It is critical that interdisciplinary approaches go one step further and translate more effectively into intersectoral policies. This is particularly vital when it comes to urban planning and health. It shows how over one million hectares in Europe became urbanized between 2000 and 2018, over eight times that which changed back to agriculture or nature. This book seeks to explain this development and offer suggestions on how to control it, drawing on the ESPON Sustainable Urbanization and land-use Practices in European Regions (SUPER) project. It presents up-to-date analyses on urbanization rates (land take) as well as densities and morphology (sprawl). It also discusses the impact of spatial planning instruments and other public-sector interventions. Finally, the book peers into the future by drawing up urbanization scenarios – compact, polycentric, and diffuse – for 2050, and reflects on their sustainability. It concludes with the encouraging message that policy can make a positive difference.

These include a precinct selection matrix, a step-by-step 100-Day Activation Framework, and practical finance and governance canvases. At the heart of this work is a transformative principle: to treat trust as essential infrastructure. The playbook demonstrates how to cultivate this foundational asset through early, visible successes, smart financial instruments, and transparent public dashboards from day one.
