This volume constitutes the proceedings of a workshop devoted to understanding the most recent results of the new electron-proton collider HERA at DESY. The highlights are the search for leptoquarks and excited electrons, determination of the proton structure close to the confinement limit, study of the resolved and direct nature of photon interactions and the photon structure, and discovery of large rapidity gap events believed to be induced by the most elusive and essential object of strong interactions — the Pomeron. In addition, the first measurements of charged current cross sections in this region are presented, leading the way to tests of the electroweak interactions.
