Scientific Essay from the year 2003 in the subject Agrarian Studies, grade: -, , language: English, abstract: This article deals with the consequences of uncertainties about the societal valuation of landscape benefits and environmental costs for multiple policy goal trade-offs that may result when internalising external benefits and costs by abolishing commodity subsidies, introducing land subsidies and intermediate input taxes. Numerical results of an illustrative model of the German agricultural sector are presented and trade-off curves for farm income, environmental cost reduction and landscape benefits are discussed. If the relevant criterion for policy decisions was a simple aggregation of the single policy goal indicators with constant weights, the optimality of policy options would be rather robust to valuation errors. Expected exchange ratios between the different policy goals, however, can be severely distorted if policy-makers have wrong estimations of the true societal valuation of externalities. This may make targeted incentives that aim at a better orientation of agriculture towards societal demands appear too risky for policy-makers and finally leads to the blockage of policy changes. An appropriate policy portfolio should therefore comprise non-distorting compensations for negatively affected policy goals. The EU s commitment in the WTO to multifunctional agriculture has to be underlined by effective domestic policy reforms, if this concept is not to be discredited as an attempt to justify disguised protectionism.

Form-based applications range from simple web shops to complex enterprise resource planning systems. Draheim and Weber adapt well-established basic modeling techniques in a novel way to achieve a modeling framework optimized for this broad application domain. They introduce new modeling artifacts, such as page diagrams and form storyboards, and separate dialogue patterns to allow for reuse. In their implementation they have developed new constructs such as typed server pages, and tools for forward and reverse engineering of presentation layers. The methodology is explained using an online bookshop as a running example in which the user can experience the modeling concepts in action.The combination of theoretical achievements and hands-on practical advice and tools makes this book a reference work for both researchers in the areas of software architectures and submit-response style user interfaces, and professionals designing and developing such applications. Enterprise applicationsare mission criticalfor organizations.Currently there are several initiatives that see enterprise application integration as their natural playground, like Model Driven Architecture and Service Oriented Architecture. Now is the time to investigate how these approaches can provide added value. At TEAA 2005 the contributions identi?ed a problem or issue in enterprise application architecture and proposed and evaluated a solution. The workshop bene?ted from lively discussions among the participants. Applications, operating systems, database systems, hardware architecture and system administration concepts must be orchestrated to yield an optimized systemarchitecturethat tacklesperformance,stability,security,maintainability, andtotalcostofownership.Inpractice,itisalwaysaholisticviewthatisneeded – it is known that system design approaches that overemphasize one of the software or hardware architecture aspects are likely to fail. This book constitutes the thoroughly refereed postproceedings of the 2nd International Conference on Trends in Enterprise Application Architecture, TEAA 2006. It identifies issues in enterprise application architecture and proposes as well as evaluates a solution. Topics of interest include model driven architecture, enterprise development environments, service oriented architecture, data integration, enterprise grid computing, load balancing, and enterprise component platforms.
