Originally published in 1976, this book was the first comprehensive analysis in English of the post-independence developments in the West African Republic of Guinea. It is a scholarly analysis of the different aspects of life in the country: political, economic and social. Among other things, the significance and consequences of the 1958 historic vote for independence are carefully examined: the role of President Touré, the country’s first and only Head of State, is assessed; the role of one of Africa’s earliest single mass parties, the Democratic Party of Guinea is also discussed, and the abortive invasion of November 1970 is situated in its correct historical perspective. This carefully researched book was based on observation and interviews, and on published and unpublished government and party documents, most of which were only available inside Guinea.

Originally published in 1986, this book provides an in-depth study of the relationship between administrators and politicians in Nigeria from the birth of modern Nigeria in 1914 to the late 20th century. The author explores the different types of regimes that the country underwent during the 20th century: colonial and parliamentary government, military rule and presidential government. The book analyses the impact of regime type on the relationship between politicians and administrators and also studies the respective roles of political and administrative actors in the policy process under each regime type. References are made to the experiences of selected countries in Africa, Europe and North America, which provide a comparative perspective to this illuminating analysis of the shifting relationships between politicians and administrators. Originally published in 2006, this book brings together the insights gained from decades of continuous study of, and reflections on, the relationship between politicians and civil servants that are linked, in varying degrees, to the development process. While four of the eight chapters in the book focus on Guinea, Malawi, Nigeria and Senegal, another four treat the central theme of the book in a comparative perspective, drawing on experiences of some sub-Saharan African countries and some international comparisons, especially the experiences of Britain and France.
