What emerges from those discussions is that the practice of policing is deeply controversial. On most issues, group members were divided and strongly, often passionately arguing their case. There was no ''blank cheque'' for the police, neither was there unremitting criticism, even though some of groups comprised young offenders or the homeless. People worried about whether or not the police on the video-clips had justification for their suspicions; how they managed situations to prevent them getting out of hand; and whether any use of force was justified. Allowing the reader to ''hear the voices'' of dissension that were analysed, the authors present implications which are profound for the police and for all those who are policed - suspects, victims, bystanders, and the public at large - as well as practical proposals for police officers and police governance.

In this first major empirical study of its kind, the authors examine the growth of 'private' policing and its relationship with, and implications for, the public police service. Beginning with a critique of the sociology of policing, the authors then provide a detailed analysis of the concepts of public and private, and examine the boundaries between different forms of policing. Using data from the first ever survey of the private security sector in Britain, the authors provide estimates of the numbers of employees and firms in the industry; the range of services and products offered; and the attitudes of those at senior levels in private security organizations. Competiting theoretical explanations for the growth of private policing are then considered. The book then examines policing at the local level. Using a case study of the London Borough of Wandsworth, the authors examine the range of individuals and organizations involved in policing on the ground. They describe and analyse the activities of the full range of 'policing' bodies, including the public police force, investigatory and regulatory agencies attached to national and local government, and private security organizations. Using this analysis, the authors offer a thorough reconceptualization of what is meant by 'policing' in the late modern era, and consider the implications of this for the public police service and for the future of policing generally.

This book reports the result of research carried out in a busy London police station on the role and impact of closed-circuit television (CCTV) in the management and surveillance of suspects - the most thorough example of the use of CCTV by the police in the world. It focuses on the use of CCTV in a very different environment to that in which its impact has previously been studied, and draws upon the analysis of CCTV footage, suspects' backgrounds and extensive interviewing of both police officers and suspects. The research is situated in the context of concerns about the human rights implications of the use of CCTV, and challenges criminological and social theory in its conceptualisation of the role of their police, their governance and the use of CCTV. It raises key questions about both the future of policing and the treatment of suspects in custody. A key theme of this book is the need to move away from a narrow focus on the negative, intrusive face of surveillance: as this study demonstrates, CCTV has another 'face' - one that potentially watches and protects. Both 'faces' need to be examined and analysed simultaneously in order to understand the impact and implications of electronic surveillance.

This is the fifth and final volume in the Official History of Criminal Justice in England and Wales.This volume covers the uneven and often irresolute evolution of policing from the late 1940s to the end of the 1990s, concentrating on the impact of a succession of scandals on the reputation and regulation of the police; and the fluctuating relations between central government, local authorities and police forces in shaping the control of police funding, policy and organisation, particularly in response to a growth in the scale and intensity of social protest, and, above all, on the shifting sands of the policing of public order illustrated in the prolonged miners’ strike and urban unrest of the 1980s.
