This book explores the increasingly significant role of cities as actors in the European Union’s foreign policy, with a particular focus on EU-China relations. Analysing theoretical foundations, empirical data, and a survey of 745 cities, the authors provide unparalleled insights into the practices, challenges, and transformative potential of city diplomacy through its networks, partnerships, and direct engagement with global challenges.Examining approaches across cities such as Amsterdam, Barcelona, Lodz, Linz, Duisburg, Ostrów Wielkopolski, and Dietzenbach, the methodological approach captures the complexity and variety of urban diplomatic practices to explore the factors influencing city diplomacy and address critical questions central to understanding its role in contemporary international relations. Considering how cities shape and influence EU foreign policy, the authors investigate how the size of a city affects its capacity for international cooperation and how collaboration with academia and business can amplify their diplomatic outreach. Finally, the book explores the role of policy coordination between cities and higher levels of government, highlighting its importance in achieving coherent foreign policy goals and overcoming institutional barriers.Bridging the gap between academic research and policy practice, this volume offers valuable insights for scholars, practitioners, and policymakers. By highlighting the growing significance of city diplomacy, it provides a timely contribution to the fields of international relations, European studies, and paradiplomacy.

This book explores how cities, regions, and sub-state actors engage in international politics as illiberalism and authoritarianism reshape the global order. Moving beyond the traditional association between paradiplomacy and democratic decentralization, the book investigates how subnational diplomacy operates under political constraint, centralization, and regime pressure.Drawing on diverse case studies from Turkey, Hungary, Taiwan, Iran, the United States, and Venezuela, the book introduces new conceptual tools—most notably competitive-disharmony—to capture the varied ways subnational actors cooperate with, resist, bypass, or reinforce central authority. It demonstrates that paradiplomacy is neither inherently democratic nor inherently oppositional; rather, it is a politically contingent practice that can serve regime consolidation, ideological projection, survival, or resistance. By combining conceptual refinement with empirically grounded analysis across multiple regions, the book offers a comparative framework for understanding sub-state diplomacy in an era of democratic backsliding and global fragmentation. This volume will be of interest to scholars and students of International Relations, comparative politics, and local governance, as well as to researchers of authoritarianism, illiberalism, multilevel governance, and city diplomacy. It will also appeal to policymakers and practitioners concerned with the evolving role of cities and regions in an increasingly contested international system.

This book offers the first comprehensive English-language analysis of regional paradiplomacy in Poland and engages with the latest research on the phenomenon of paradiplomacy both globally and in Poland. As regions increasingly engage in international cooperation beyond traditional state diplomacy, this study provides essential insights into how voivodeships, the primary administrative-territorial unit in Poland, navigate global partnerships and pursue autonomous foreign policy objectives.Drawing on extensive research across all 16 Polish regions, the author examines both the theoretical foundations and practical manifestations of regional paradiplomacy. The work reveals how voivodeships have developed sophisticated international networks, particularly with Ukraine and China, while operating within Poland's unitary state structure. Through comparative analysis, the study identifies common patterns and unique approaches in regional foreign cooperation, from institutional frameworks to strategic priorities. Particularly timely given current geopolitical tensions and the war in Ukraine, this book demonstrates how regional authorities have become crucial actors in international relations. The author provides a holistic framework applicable to other post-communist states developing similar paradiplomatic activities.Essential reading for scholars of political science, public administration, international relations, and foreign policy, this work also serves practitioners in regional government, think tanks, and NGOs seeking to understand the evolving landscape of sub-state diplomacy in contemporary Europe.
