Famine is an age-old scourge that almost disappeared in our lifetime. Between 2000 and 2011 there were no famines and deaths in humanitarian emergencies were much reduced. The humanitarian agenda was ascendant. Then, in 2017, the United Nations identified four situations that threatened famine or breached that threshold in north-eastern Nigeria, Somalia, South Sudan, and Yemen. Today, this list is longer. Each of these famines is the result of military actions and exclusionary, authoritarian politics conducted without regard to the wellbeing or even the survival of people. Violations of international law including blockading ports, attacks on health facilities, violence against humanitarian workers, and obstruction of relief aid are carried out with renewed impunity. Yet there is an array of legal offenses, ranging from war crimes and crimes against humanity to genocide, available to a prosecutor to hold individuals to account for the deliberate starvation of civilians. However, there has been a dearth of investigations and accountability for those violating international law. The reasons for this neglect and the gaps between the black-letter law and practice are explored in this timely volume. It provides a comprehensive overview of the key themes and cases required to catalyze a new approach to understanding the law as it relates to starvation. It also illustrates the complications of historical and ongoing situations where starvation is used as a weapon of war, and provides expert analysis on defining starvation, early warning systems, gender and mass starvation, the use of sanctions, journalistic reporting, and memorialization of famine.

The American criminal justice system was in flux in 2020, a clash of possibilities for reform, retrenchment, and radical change—nowhere more so than in Massachusetts, which had just passed major criminal justice reform. The COVID-19 pandemic interrupted the moment with life-threatening force, ravaging people held in prisons and jails across the country. However, it did not so much create new deprivations and suffering as it exposed prisons as sites of physical, institutional, and psychological violence that do not make communities safer. At the same time, advocates for people in prisons—including many incarcerated and formerly incarcerated people—seized on the pandemic's disruptions to demand change. Detailing the first year of the pandemic inside the Massachusetts state prison system, this book argues that the history of the pandemic inside prisons exposed both the cruelties of incarceration and the power of change when it is led by directly affected people.

Drawing on Ethiopian history, transitional justice, and scholarly fields concerned with memory, museums and trauma, the author reveals a complex picture of global, transnational, national and local forces as they converge in the story of the creation and continued life of one modest museum in the Ethiopian capital, Addis Ababa—the Red Terror Martyrs Memorial Museum. It is a study from multiple margins: neither the case of Ethiopia nor memorialization is central to transitional justice discourse, and within Ethiopia, the history of the Red Terror is sidelined in contemporary politics. From these nested margins, traumatic memory emerges as an ambiguous social and political force. The contributions, meaning and limitations of memory emerge at the point of discrete interactions between memory advocates, survivor-docents and visitors. Memory from the margins is revealed as powerful for how it disrupts, not builds, new forms of community.
