Sustainable Brownfield Regeneration presents a comprehensive account of UK policies, processes and practices in brownfield regeneration and takes an integrated and theoretically-grounded approach to highlight best practice.
Brownfield regeneration has become a major policy driver in developed countries. It is estimated that there are 64,000 hectares of brownfield land in England, much of which presents severe environmental challenges and lies alongside some of the most deprived communities in the country. Bringing such land back into active use has taken on a new urgency among policymakers, developers and other stakeholders in the development process. Frequently, however, policy thinking and practice has been underpinned by ‘silo’ mentalities, in which integrated and multidisciplinary approaches to problem-solving have been limited.
The book has two principal aims. The first is to examine the ways in which science and social science research disciplines can be brought together to help solve important brownfield regeneration issues, with a focus on the UK. The second is to assess the efficiency and effectiveness of different types of regeneration policy and practice, and to show how ‘liveable spaces’ can be produced from ‘problem places’. The Thames Gateway in the south of England and Greater Manchester in the North of England are shown as examples of how brownfield regeneration projects are developing in an era where sustainability is high on the policy agenda.

For decades now we have been told that we are living through a governance revolution. Gone are the days when government agencies and bureaucrats told us what to do and how to do it. We are no longer clients of the state but empowered citizens who are able to take greater control over our own lives and the activities of those who govern in our name. Across the world the prevailing narrative has become one of Good Governance, devolution, liberation, and freedom of expression. In policy fields as diverse as development planning, healthcare, and public transport a neo-pluralist rhetoric has emerged based on the principles of ’co-production’ and partnership working. And yet at the same time a curious paradox is emerging. Whilst the prevailing zeitgeist is one of openness and citizen empowerment, this book will show that in reality new modes of governance are emerging in which state controls have actually been expanded into many spheres of life that were previously left unregulated. For some a new political economy of ’regulatory capitalism’ has emerged and this, in turn, has ushered in unprecedented forms of state-led privatisation under which democratically-elected politicians have voluntarily handed over their powers, responsibilities, and resources to new corporate elites who promise to deliver services in more efficient and equitable ways. As the discussion will show, in reality the rhetoric of Good Governance has, therefore, been used to legitimate the wholesale transfer of welfare assets and services beyond the democratic control of state actors and the citizens that they represent. Privatisation has become a new utopianism that involves a revolution in ways of thinking about democracy, governance, and urban management, the implications of which will be felt by current and future generations.

European cities have for decades found themselves in a phase of important changes. Concomitantly multi-level and multi-actor policy processes have unfolded in the EU. Sub-national governments are facing new challenges as their manufacturing industry withers away, still more responsibility for matching the globalisation ch- lenges such as welfare, employment and general social improvements are tra- ferred from national to sub-national levels. This raises speci?c governance problems for city regions in their attempt to meet the demand from the emerging knowled- based society. Yet, no city or city region exists in a vacuum; they are all embedded in national settings with speci?c structures and traditions as well as different p- ceptions of challenges, needs and solutions. It appears that a general, neoliberal discourse has conquered the political agenda during the last one or two decades: That economic regeneration requires increasing competitiveness achieved by - forced stress on knowledge intensive industries, which itself needs more and better education. However, the implementation of such a strategy has many forms and the realities are often quite a step from the intended outcome. During the last three years, a group of about forty people has met regularly across Europe to develop the ideas as originally presented in the Memorandum of Und- standing, setting the agenda for the analysis of preconditions, strategies and o- comes among different cities in their effort to reconcile welfare and growth.

In 2003 the Labour Government published its ambitious Sustainable Communities Plan. It promised to bring about a ''step change'' in the English planning system and a new emphasis on the construction of more balanced, cohesive, and competitive places.
This book uses historical and contemporary materials to document the ways in which policy-makers, in different eras, have sought to use state powers and regulations to create better, more balanced, and sustainable communities and citizens. It charts the changes that have take place in community-building policy frameworks, place imaginations, and core spatial policy initiatives in the UK since 1945. In so doing, it examines the tensions that have emerged within spatial policy over the types of places that should be created and the forms of mobility and fixity required to create them. It also shows that there are significant lessons that can be learnt from the experiences of the past.
