What they offer, however, is an opportunity for the enhancement of assistance with the aim of making a difference to the lives of people affected The Humanitarian Charter and Minimum Standards in Disaster Response (The Sphere Handbook) is one of the most widely known and internationally recognized sets of common principles and universal minimum standards for the delivery of quality humanitarian response and puts the right of disaster-affected populations to life with dignity, and to protection and assistance at the centre of humanitarian action. The Humanitarian Charter and Minimum Standards in Humanitarian Response and The Sphere Project promotes the active participation of affected populations as well as of local and national authorities, and is used to negotiate humanitarian space and resources with authorities in disaster-preparedness work. The minimum standards cover four primary life-saving areas of humanitarian aid: water supply, sanitation and hygiene promotion; food security and nutrition; shelter, settlement and non-food items; and health action. It cautions against using aspirational ideals as operational guidance. Chapters are organized around challenges arising in humanitarian research, disaster relief, post-conflict recovery, fieldwork, and refugee resettlement and are designed to equip readers with strategies for resolving professional dilemmas and negotiating conflicting priorities. Also included is a sample training curriculum as well as case studies and exercises that help professionals address countertransference and burnout, and recognize ethically questionable practices such as trauma tourism, rescuer fantasy, or savior complex.

With close attention to the interrelation between social and political divisions, it shows that an integrated Europe promotes consensus but also propagates growing dissent among its citizens, with both objective inequalities and the subjective perception of these inequalities fuelling political dissent. Based on original data sets developed from two EU-funded projects across eight and nine European countries, the volume demonstrates the important role played by the social structure of European social space in conditioning political attitudes and preferences. It shows, in particular, that Europeans are highly sensitive to unequal living conditions between European countries, thus affecting their political support of national politics and the European Union. As such, it will appeal to scholars of sociology and politics with interests in Europe and the European Union, European integration and political sociology.

Borders dominate the security agenda in South-east Europe. Political and ethnic discontents focus on disputed borders, while traffickers in migrants and drugs ignore them.The EU argues that the Balkan countries should develop models of border management using its policing standards, but the region is rife with corruption and its border guards are both under-resourced and ineffective. This Paper asks how and why border management in South-east Europe is developing as it is, and what this might mean for the future of Europe. Drawing on recent experience in Bosnia, Herzegovina, Slovenia, Macedonia and Albania, it looks at the ways in which the regions' borders are managed, and gauges the development of a consensual European approach to border security. It shows how governments and guards understand the predicament of regional insecurity, and how they respond with strategies that accommodate, evade or subvert unavoidable political pressures.
