This book focuses on the relationship between private and public education in a comparative context. The contributors emphasize the relationship between private choices and public policy as they affect the division of labor between public and private non-profit schools, colleges, and universities. Their essays examine the kinds of choices offered by each sector, as well as the effects of present and proposed public policies on the intersectoral division of labor. Written from neither a pro-private nor a pro-public point of view, the contributors point to the ways in which they believe one sector or the other may be preferable for certain goals or groups.

A World of Private Higher Education is the definitive treatment of a sector accounting for a third of the world's 200 million higher education enrolment--yet remaining largely unknown even to scholars of higher education and widely mis-characterized when it is considered by stakeholders or the general public.Beyond the eye-popping numbers, several inter-related thematic findings regarding the Private and the Public underscore the subject matter's importance. First, private-public differences are significant-it matters that so many students are in a sector that not long ago was only marginal in much of the world. Second, private higher education (PHE) itself is increasingly diverse, with significant and private-private differences. Third, the overlaying of the first two realities yields increasing diversity in private-public higher education distinctions. Especially for its pioneering mapping of PHE globally, regionally, and nationally, the book draws on the pioneering dataset of the pioneering scholarly program for research on PHE (Program for Research on Private Higher Education). Unprecedented in geographical scope, the dataset is unprecedented in longitudinal coverage too, dating back to 2000. Empirical methods allow for extensive analysis, and theoretical analysis draws on key private-public concepts embedded in literatures on privatization, nonprofit studies, and policy models. For the major challenge of penetrating inside the increasingly diverse private sector of higher education, Levy revises his heralded and widely employed PHE typology.

This engaging book provides a broad and accessible analysis of Mexico's contemporary struggle for democratic development. The purpose of this series is to bring together the main currents in today's higher education and examine such crucial issues as the changing nature of education in the U.S., the considerable adjustment demanded of institutions, administrators, the faculty; the role of Catholic education; the remarkable growth of higher education in Latin America, contemporary educational concerns in Europe, and more. Among the many specific questions examined in individual articles are: Is it true that women are subtly changing the academic profession? How is power concentrated in academic organizations? As Asia alone holds the majority of the world’s fast-expanding private higher education (PHE), this volume probes the character, diversity, and significance of Asian PHE.Across seven national case studies, astride both developing and developed countries, older and newer HE systems, in entrenched democracies to creakier ones, to Communist rule, the volume systematically addresses a common PHE typology. This fosters volume coherence and cross-national comparison.The two most central comparisons within each country are private vs public and private versus private. Authors all identify significant differences between PHE and its longer standing public counterparts, though with variation in the degree and contours of blurring across sectors. Even more novel for scholarship on this subject matter, authors dig into patterns of differences and similarities across the now quite varied manifestations of PHE: religious, gender, nationally elite, increasingly business and job-oriented, international, nonprofit, for-profit etc. However rigorous the comparative frameworks contributing to volume coherence, authors integrate particulars of national historical and contemporary context wherever their national expertise leads them. This helps make the book appropriate for those generally interested in Asian affairs, especially in East and Southeast Asia. At the same, the private-public and private-private comparisons engage most key issues of top concern to those keenly interested in higher education generally: institutional autonomy versus government control, regulation, competition across institutions, management, effectiveness and innovation, faculty composition and roles, student composition and roles, accountability measures, challenges of quality assurance amid rapid expansion, the partial privatization of public institutions, tuition, internationalization, and so forth.The volume will be valuable for all concerned with global PHE and HE overall. This edited collection takes a structured and systematic approach to exploring the policymaking and policy impacts that shape private higher education (PHE) across the globe.Although the rapid PHE expansion to a third of total global enrollment has owed much to a lack of initial government regulation, continued expansion (along with occasional stagnation or decline) results from complex interplays between private initiatives and public policy. Each affects the other in demonstrable but also subtle and sometimes elusive ways. This volume features six empirical cases rich with historical, political-economic, and socio-cultural context: the United States, Mexico, Argentina, the Philippines, Vietnam, and China.
