From the end of WWII to the end of the Obama administration, development assistance in Africa has been viewed as an essential instrument of US foreign policy. Although many would characterise it as a form of aid aimed at enhancing the lives of those in the developing world, it can also be viewed as a tool for advancing US national security objectives. Using a theoretical framework based on 'power', United States Assistance Policy in Africa examines the American assistance discourse, its formation and justification in relation to historical contexts, and its operation on the African continent. Beginning with a problematisation of development as a concept that structures hierarchies between groups of people, the book highlights how cultural, political and economic conceptions influence the American assistance discourse. The book further highlights the relationship between American national security and its assistance policy in Africa during the Cold War, the post-Cold War, and the post-9/11 contexts. This book will be of great interest to students and scholars of Development Studies, Political Science and International Relations with particular interest in US foreign policy, USAID and/or African Studies.

Zimbabwe has cast a powerful regional and international shadow since it became independent in 1980 and more recently, through the crises of the first decade of the twenty-first century. The 2000s were a decade of combined political, economic and social crises in Zimbabwe following what had been a relatively successful twenty years of independence since 1980. The scale, depth and severity of the crises evolving since 2000 have been as dramatic as they have been unexpected. While there has been substantial coverage of the internal consequences of Zimbabwe's crises less attention has been paid to its regional and cross-border consequences. In explaining the ongoing processes stemming from the crises, this book looks at three neighboring countries - Mozambique, South Africa and Zambia - to depict how, over time, they have experienced and interpreted events in Zimbabwe, how they have dealt with Zimbabweans entering their territories, and how they have or have not formulated policies and developed practices to cope with the arrival of new and mainly undocumented Zimbabwean immigrants.

For the past two decades, Integrated Water Resources Management (IWRM) has been the dominant paradigm in water resources. This book explores how ideas of IWRM are being translated and adapted in Mozambique, South Africa, Tanzania, Uganda and Zimbabwe. Grounded in social science theory and research, it highlights the importance of politics, history and culture in shaping water management practices and reform, and demonstrates how Africa has clearly been a laboratory for IWRM. While a new cadre of professionals made IWRM their mission, we show that poor women and men may not have always benefitted. In some cases IWRM has also offered a distraction from more critical issues such as water and land grabs, privatisation, the negative impacts of water permits, and a range of institutional ambiguities that prevent water allocations to small and poor water users. By critically examining the interpretations and challenges of IWRM, the book contributes to improving water policies and practices and making them more locally appropriate in Africa and beyond.

This book engages with contemporary African human rights struggles including land, property, gender equality and legal identity. Through ethnographic field studies it situates claims-making by groups and individuals that have been subject to injustices and abuses, often due to different forms of displacement, in specific geographical, historical and political contexts. Exploring local communities’ complexities and divided interests it addresses the ambiguities and tensions surrounding the processes whereby human rights have been incorporated into legislation, social and economic programs, legal advocacy, land reform, and humanitarian assistance. It shows how existing relations of inequality, domination and control are affected by the opportunities offered by emerging law and governance structures as a plurality of non-state actors enter what previously was considered the sole regulatory domain of the nation state.
