This 2006 book is a controversial reappraisal of the Italian occupation of the Mediterranean during the Second World War, which Davide Rodogno examines within the framework of fascist imperial ambitions. He focuses on the European territories annexed and occupied by Italy between 1940 and 1943: metropolitan France, Corsica, Slovenia, Croatia, Dalmatia, Montenegro, Albania, Kosovo, Western Macedonia, and mainland and insular Greece. He explores Italy's plans for Mediterranean expansion, its relationship with Germany, economic exploitation, the forced 'Italianisation' of the annexed territories, collaboration, repression, and Italian policies towards refugees and Jews. He also compares Fascist Italy and Nazi Germany through their dreams of imperial conquest, the role of racism and anti-Semitism, and the 'fascistization' of the Italian Army. Based on previously unpublished sources, this is a groundbreaking contribution to genocide, resistance, war crimes and occupation studies as well as to the history of the Second World War more generally.

Against Massacre looks at the rise of humanitarian intervention in the nineteenth century, from the fall of Napoleon to the First World War. Examining the concept from a historical perspective, Davide Rodogno explores the understudied cases of European interventions and noninterventions in the Ottoman Empire and brings a new view to this international practice for the contemporary era. While it is commonly believed that humanitarian interventions are a fairly recent development, Rodogno demonstrates that almost two centuries ago an international community, under the aegis of certain European powers, claimed a moral and political right to intervene in other states' affairs to save strangers from massacre, atrocity, or extermination. On some occasions, these powers acted to protect fellow Christians when allegedly "uncivilized" states, like the Ottoman Empire, violated a "right to life." Exploring the political, legal, and moral status, as well as European perceptions, of the Ottoman Empire, Rodogno investigates the reasons that were put forward to exclude the Ottomans from the so-called Family of Nations.He considers the claims and mixed motives of intervening states for aiding humanity, the relationship between public outcry and state action or inaction, and the bias and selectiveness of governments and campaigners. This volume examines the historical evolution of what we today call 'humanitarian photography' - the mobilization of photography in the service of humanitarian initiatives across state boundaries - and asks how we can account for the shift from the fitful and debated use of photography for humanitarian purposes in the late nineteenth century to our current situation in which photographers market themselves as 'humanitarian photographers'. This book investigates how humanitarian photography emerged and how it operated in diverse political, institutional, and social contexts, bringing together more than a dozen scholars working on the history of humanitarianism, international organizations and nongovernmental organizations, and visual culture in Africa, Asia, the Middle East, Europe, and the United States.

This open access book challenges that geographical emphasis by examining both Eastern and Western European experiences. It thus lays the foundation for a new comparative international history of the relations between national majorities and minorities in Europe after the Great War. In the second half of the nineteenth century a new kind of social and cultural actor came to the fore: the expert. During this period complex processes of modernization, industrialization, urbanization, and nation-building gained pace, particularly in Western Europe and North America. These processes created new forms of specialized expertise that grew in demand and became indispensible in fields like sanitation, incarceration, urban planning, and education. Often the expertise needed stemmed from problems at a local or regional level, but many transcended nation-state borders. Experts helped shape a new transnational sphere by creating communities that crossed borders and languages, sharing knowledge and resources through those new communities, and by participating in special events such as congresses and world fairs.

This volume gathers contributions at the intersection of history and politics. The essays, covering such topics as diverse as Italian identity in the Tientsin concession, international refugee policies in the interwar period and after, and the myths and realities of the Ukrainian-Russian encounter in independent Ukraine, show that history provides better grounding as well as a more suitable paradigm for the study of politics than economics or other hard sciences. All of the contributors have a common link – doctoral work supervised and shaped by Professor Andre Liebich – but have since expanded widely in the world. Hence, the authors of this work at once share a common base and yet benefit from diverse viewpoints.
