After more than three decades of on-off negotiations, a CTB treaty was signed in 1996. This book describes how the CTB will affect nuclear programmes and decision-making in the nuclear weapon states, the threshold states and the non-nuclear weapon states of proliferation concern. While some states will maintain their nuclear weapon arsenals and options under the CTB - and some weapon modernization may be undertaken - the CTB will foreclose a number of technologies and will probably be signed and ratified.Further the CTB will codify a norm against nuclear modernization and strengthen the norm against nuclear proliferation in a way that reinforces other efforts to restrict nuclear activities. The book examines the significance of treaty provisions that may be intended to accommodate existing nuclear weapon stockpiles or options and how these provisions may function as modernization or proliferation loopholes. It concludes with a review of practical steps that can be taken - both unilaterally and multilaterally - to further strengthen these norms and reinforce the CTB regime.

When does the legitimate application of military technology to the problem of national defence become needlessly provocative? What obstacles must developing countries overcome if they hope to use military technology effectively? And when might military technology itself become a cause of conflict? Eric Arnett addresses these questions in the context of four particularly important Asian states from the perspectives of regional specialists and experts in technology and military affairs. The resulting analyses demonstrate the link between military technology and conflict, which is more palpable in southern Asia than elsewhere, while suggesting that it must be approached in a more nuanced way than has been the case so far in discussions of the region. The author identifies specific technologies and perceptions that raise the risk of war in credible scenarios of conflict. The implications are germane to export control and arms transfer policies as well as arms control, confidence-building measures and other regional security arrangements.

This book examines an area of the world where nuclear arms control is almost non-existent - China, India and Pakistan - and takes the unusual approach of considering the implications of conventional arms transfers, and in particular India's strategic defences, for nuclear stability. Building on an analysis of their internal politics and attitudes to nuclear policies, it concludes that certain apparently defensive systems and in particular counter-air systems have considerable implications for the retention of nuclear capabilities in the region.
