Sexual and gender-based violence (SGBV) has always been a part of warfare. In Asia, testimonies of egregious rape and sexual violence extend back to the Rape of Nanjing, to the experience of the Korean comfort women in World War II, and to forced marriages and sexual slavery during the Cambodian genocide. The past two decades have yielded crucial new insights about SGBV, but scholars and researchers still struggle to explain why and when this violence occurs. A major problem is that incidences of SGBV are vastly underreported; reliable data is especially scarce in Asia, where demographic and health surveys are infrequent and national reporting systems are underdeveloped relative to other parts of the globe. Asia also has some of the most protracted conflicts in the world but the complexity of subnational conflicts in Asia often masks the gendered dimensions of violence. In Hidden Wars, Sara E. Davies and Jacqui True examine the relationship between reports of SGBV and structural gender inequality in three conflict-affected societies in Asia--Burma, the Philippines, and Sri Lanka. Based on extensive field research and an original dataset on conflict-related SGBV, Davies and True show how reporting is significantly constrained by a variety of factors, including normalized gendered violence as well as political dynamics affecting local civil society, humanitarian, and international organizations. They address the real-world limitations of data collection and argue that these constraints reinforce a culture of silence and impunity that perpetuates SGBV and permits governments to abrogate their responsibility for this violence. Hidden Wars breaks new methodological ground in showing that what we know about SGBV can be understood fully only if the politicized context of reporting SGBV and data collection is taken into consideration.

Violence against women is a major problem in all countries, affecting women in every socio-economic group and at every life stage. Nowhere in the world do women share equal social and economic rights with men or the same access as men to productive resources. Economic globalization and development are creating new challenges for women''s rights as well as some new opportunities for advancing women''s economic independence and gender equality. Yet, when women have access to productive resources and they enjoy social and economic rights they are less vulnerable to violence across all societies. The Political Economy of Violence against Women develops a feminist political economy approach to identify the linkages between different forms of violence against women and macro structural processes in strategic local and global sites - from the household to the transnational level. In doing so, it seeks to account for the globally increasing scale and brutality of violence against women. These sites include economic restructuring and men''s reaction to the loss of secure employment, the abusive exploitation associated with the transnational migration of women workers, the growth of a sex trade around the creation of free trade zones, the spike in violence against women in financial liberalization and crises, the scourge of sexual violence in armed conflict and post-crisis peacebuilding or reconstruction efforts and the deleterious gendered impacts of natural disasters. Of all of the lies, fragile alliances, and predatory financial dealings that have been revealed in the wake of the Global Financial Crisis of 2008, we have yet to come to terms with the ways in which structural inequalities around gender and race factor into (and indeed make possible) the current economic order. Scandalous Economics is about "silences" - the astonishing neglect of gender and race in explanations of the Global Financial Crisis. But, it is also about "noises" - the sexual scandals and gendered austerity policies that have relegated public debate, and the crisis itself, into political oblivion. While feminist economists and movements such as Occupy Wall Street have pointed to the distributional inequalities that are an effect of financial deregulation, scholars haven't really grappled with the representational inequalities inherent in the way we view the politics of the market. For example, capitalism won't be made more equitable simply by appointing women to leadership positions within financial firms or corporations. And the next crisis will not be averted if our understandings of gendered inequalities are framed by sexual scandals in media and popular culture. We need to look at the activities and the privileges of the advantaged - the "TED women" of the crisis -- as much as the victimization of the disadvantaged - to fully grasp the interplay between gender and economy in this fragile age of restoration. Scandalous Economics breaks new ground by doing precisely this. It argues that normalization of the post-GFC economic order in the face of its obvious breakdown(s) has been facilitated by co-optation of feminist and queer perspectives into national and international responses to the crisis. Scandalous Economics builds upon the Occupy movement and other critical analysis of the GFC to comprehensively examine gendered material, ideational and representational dimensions that have served to make the crisis and its effects, 'the new normal' in Europe and America as well as Latin America and Asia.

This agenda is a significant international normative and policy framework addressing the gender-specific impacts of conflict on women and girls, including protection against sexual and gender-based violence, promotion of women's participation in peace and security processes, and support for women's roles as peace builders in the prevention of conflict and rebuilding of societies after conflict. Implementation within and across states and international organizations - and within peace and security operations - has been slow despite significant transnational advocacy in support of the WPS agenda. The Oxford Handbook of Women, Peace, and Security brings together scholars, advocates, and policymakers to provide an overview of what we know concerning what works to promote women's participation in peace and security, what works to protect women and girls from sexual and gender-based violence and other human rights violations, and what works to prevent conflict drawing on women's experiences and knowledge of building peace from local to global levels. Just as importantly, it addresses the gaps in knowledge on and the future direction of scholarship on WPS. In the intervening years, a wealth of feminist scholarship has responded to her question, but in doing so, has looked past the nation state to consider the gendered dimensions of issues such as human rights, nationalist movements, development, and economic globalization. Moreover, since 2001, feminist international relations has also focused on international security, forging a new subfield of feminist security studies that revisits more traditional IR topics such as war and national security, albeit from very different perspectives. Passed in 2000, the United Nations Security Council Resolution 1325 and subsequent seven Resolutions make up the Women, Peace, and Security (WPS) agenda. This agenda is a significant international normative and policy framework addressing the gender-specific impacts of conflict on women and girls, including protection against sexual and gender-based violence, promotion of women's participation in peace and security processes, and support for women's roles as peace builders in the prevention of conflict and rebuilding of societies after conflict. Violence against women is a major problem in all countries, affecting women in every socio-economic group and at every life stage. Nowhere in the world do women share equal social and economic rights with men or the same access as men to productive resources. Economic globalization and development are creating new challenges for women's rights as well as some new opportunities for advancing women's economic independence and gender equality. Yet, when women have access to productive resources and they enjoy social and economic rights they are less vulnerable to violence across all societies. The Political Economy of Violence against Women develops a feminist political economy approach to identify the linkages between different forms of violence against women and macro structural processes in strategic local and global sites - from the household to the transnational level. In doing so, it seeks to account for the globally increasing scale and brutality of violence against women. Fifteen years after the adoption of UN Security Council Resolution 1325 which establishes the Women, Peace and Security agenda, there is now a need to assess the impacts of gender equality efforts, and to understand why and how gender equality reforms have advanced to the extent that they have. This book examines how international peace and security is re-envisioned from a gender perspective by mostly focusing on the nuances presented by the Asia Pacific region. It argues that despite the diversity of political, socio-cultural and economic systems in the Asia Pacific, women and girls in the region continue to experience similar forms of insecurities. Several countries in the Asia Pacific have demonstrated relative peace and stability. In addition, women’s leadership and participation in peacebuilding are and continue to be increasingly recognized in the region too. However, as the chapters in this book demonstrate, applying a critical gender analysis allows for the interrogation of ‘veneers’ of political order which can then mask or normalise everyday gendered insecurities.
