This book presents a theory that accounts for the different strategies pursued by rebel groups in civil war, explaining why patterns of insurgent violence vary so much across conflicts. It does so by examining the membership, structure, and behavior of four insurgent movements in Uganda, Mozambique, and Peru. Drawing on interviews with nearly two hundred combatants and civilians who experienced violence firsthand, it shows that rebels' strategies depend in important ways on how difficult it is to launch a rebellion. The book thus demonstrates how characteristics of the environment in which rebellions emerge constrain rebel organization and shape the patterns of violence that civilians experience.

Despite the widespread adoption of community policing in the United States and increasingly in the developing world, there is still limited credible evidence about whether it realistically increases trust in the police or reduces crime. Through simultaneously coordinated field experiments in a diversity of political contexts, this book presents the outcome of a major research initiative into the efficacy of community policing. Scholars from around the world uncover whether, and under what conditions, this highly influential strategy for tackling crime and insecurity is effective. With its highly innovative approach to cumulative learning, this project represents a new frontier in the study of police reform.
