This book revisits many aspects of current social science theories, such as actor-network theory and the French school of science and technology studies, to test how the theories apply in a specific situation, in this case after 1991 in the city of Cherepovets in Russia, home of Russia’s second biggest steel producer, Severstal. Using political philosophy to analyse the down-to-earth details of the real techno-scientific problems facing the world, the book examines the role of things - and urban infrastructure in particular - in political change. It considers how the city’s infrastructure, including housing, ICT networks, the provision of public utilities of all kinds, has been transformed in recent years; examines the roles of different actors including the municipal authorities, and explores citizens’ differing and sometimes contradictory images of their city. It includes a great deal of new thinking on how communities are built, how common action is initiated to provide public goods, and how the goods themselves - physical things – are a crucial driver of community action and community building, arguably more so than more abstract social and human forces.

Oleg Kharkhordin has constructed a compelling, subtle, and complex genealogy of the Soviet individual that is as much about Michel Foucault as it is about Russia. Examining the period from the Russian Revolution to the fall of Gorbachev, Kharkhordin demonstrates that Party rituals--which forced each Communist to reflect intensely and repeatedly on his or her "self," an entirely novel experience for many of them--had their antecedents in the Orthodox Christian practices of doing penance in the public gaze. Individualization in Soviet Russia occurred through the intensification of these public penitential practices rather than the private confessional practices that are characteristic of Western Christianity. He also finds that objectification of the individual in Russia relied on practices of mutual surveillance among peers, rather than on the hierarchical surveillance of subordinates by superiors that characterized the West. The implications of this book expand well beyond its brilliant analysis of the connection between Bolshevism and Eastern Orthodoxy to shed light on many questions about the nature of Russian society and culture.

If Marxism was the apparent loser in the Cold War, it cannot be said that liberalism was the winner, at least not in Russia. Oleg Kharkhordin is not surprised that institutions of liberal democracy failed to take root following the dissolution of the Soviet Union. In Republicanism in Russia, he suggests that Russians can find a path to freedom by looking instead to the classical tradition of republican self-government and civic engagement already familiar from their history.Republicanism has had a steadfast presence in Russia, in spite of tsarist and communist hostility. Originating in the ancient world, especially with Cicero, it continued by way of Machiavelli, Montesquieu, Tocqueville, and more recently Arendt. While it has not always been easy for Russians to read or write classical republican philosophy, much less implement it, republican ideas have long flowered in Russian literature and are part of a common understanding of freedom, dignity, and what constitutes a worthy life. Contemporary Russian republicanism can be seen in movements defending architectural and cultural heritage, municipal participatory budgeting experiments, and shared governance in academic institutions. Drawing on recent empirical research, Kharkhordin elaborates a theory of res publica different from the communal life inherited from the communist period, one that opens up the possibility for a genuine public life in Russia.By embracing the indigenous Russian reception of the classical republican tradition, Kharkhordin argues, today’s Russians can sever their country’s dependence on the residual mechanisms of the communist past and realize a new vision for freedom.
