US democracy today is in crisis because of a profound ideological and affective polarization. The chapters in this volume show that Donald Trump's grip on the Republican Party is a symptom and a catalyst, but not the cause, of the contemporary contestations of the liberal script in the US. To discern their major drivers from a longue durée perspective, each chapter takes a step back and asks three main questions: (1) How can we best describe the current contestations of the liberal script in the US, exploring the extent to which the US is unique in comparison to other liberal democracies facing similar contestations? (2) What are the main drivers and root causes that explain the current contestations and the crisis of American democracy they may precipitate? (3) What are the likely consequences for the future of American democracy?The conclusions do not lead us to expect a return to "the norm" of internal contestations of the liberal script that are common in liberal democracies and have characterized the US throughout its history. Political, economic, and cultural polarization is by now deeply entrenched in American society and is eroding "mutual toleration" as the basis of American democracy. In other words, the resilience of US liberal democracy is at stake. It is unlikely that we will see the US liberal script bounce back in the near future.This volume has emerged from research carried out as part of the Cluster of Excellence "Contestations of the Liberal Script - SCRIPTS", which analyzes the contemporary controversies about liberal ideas, institutions, and practices on the national and international level from a historical, global, and comparative perspective. It connects academic expertise in the social sciences and area studies and collaborates with research institutions in all world regions. Operating since 2019 and funded by the German Research Foundation (DFG), SCRIPTS unites eight major Berlin-based research institutions: Freie Universität Berlin, the Humboldt-Universität zu Berlin, the Berlin Social Science Center (WZB), the Hertie School, the German Institute for Economic Research (DIW), the Berlin branch of the German Institute of Global and Area Studies (GIGA), the Centre for East European and International Studies (ZOiS), and the Leibniz-Zentrum Moderner Orient (ZMO).

This book provides a comprehensive account of the extent to which policies and institutions of the European Union (EU) spread across different contexts. Are the EU’s attempts to transfer its policies and institutions to accession and neighbourhood countries sustainable and effective? To what degree do other regions of the world emulate the EU’s institutional features, what are the mechanisms of, and conditions for, their diffusion? Chapters deal with Europeanization in the new EU member states, particularly in Romania and Bulgaria, in current accession candidates, i.e. the Western Balkans and Turkey, as well the Eastern (Southern Caucasus) and Southern Neighbourhood (Israel and the Maghreb). In addition, authors investigate the diffusion of EU policies and institutions in Sub-Saharan Africa, Asia, and Latin America. The authors place Europeanization studies in the wider context of research on transnational diffusion, and examine the relevant mechanisms and processes, including incentives and capacity-building, socialization and learning as well as functional and normative emulation. Finally, the book discusses what conditions lead to the successful diffusion of European institutions and policies, such as domestic incentives, degrees of (limited) statehood, regime type, and power (a)symmetries. This book was originally published as a special issue of West European Politics.

This original work explores the increasingly important phenomenon of the formation of transnational identity. Considering the ongoing relevance of the European Union, the contributors ask a series of intriguing questions: Is a European identity possible? How are the various types of European identity formed and maintained? How are these identities linked to the process of European integration? Examining the psychological, institutional, and political mechanisms that encourage or impede identification with transnational groups, the book considers these theoretical questions in light of new evidence drawn from a rich body of primary research, including field experiments, in-depth interviews with elites, and public opinion surveys. Brought together for the first time, social psychologists, sociologists, political scientists, and ethnographers share their theoretical and methodological perspectives in tackling the common issues surrounding the emergence of 'European' as a political identity. Paying special attention to the role of the institutions of the EU, the authors investigate the impact of neo-functionalist strategies and find that the processes of identity formation are far more complicated than can be explained by material and institutional factors alone. The authors engage in a fruitful dialogue about how much a European identity exists and how much it matters as they delve into the sources of disagreement and their implications.

In A Community of Europeans? a thoughtful observer of the ongoing project of European integration evaluates the state of the art about European identity and European public spheres. Thomas Risse argues that integration has had profound and long-term effects on the citizens of EU countries, most of whom now have at least a secondary "European identity" to complement their national identities. Risse also claims that we can see the gradual emergence of transnational European communities of communication. Exploring the outlines of this European identity and of the communicative spaces, Risse sheds light on some pressing questions: What do "Europe" and "the EU" mean in the various public debates? How do European identities and transnational public spheres affect policymaking in the EU? And how do they matter in discussions about enlargement, particularly Turkish accession to the EU? What will be the consequences of the growing contestation and politicization of European affairs for European democracy? This focus on identity allows Risse to address the "democratic deficit" of the EU, the disparity between the level of decision making over increasingly relevant issues for peoples' lives (at the EU) and the level where politics plays itself out—in the member states. He argues that the EU's democratic deficit can only be tackled through politicization and that "debating Europe" might prove the only way to defend modern and cosmopolitan Europe against the increasingly forceful voices of Euroskepticism.

In A Community of Europeans? a thoughtful observer of the ongoing project of European integration evaluates the state of the art about European identity and European public spheres. Thomas Risse argues that integration has had profound and long-term effects on the citizens of EU countries, most of whom now have at least a secondary "European identity" to complement their national identities. Risse also claims that we can see the gradual emergence of transnational European communities of communication. Exploring the outlines of this European identity and of the communicative spaces, Risse sheds light on some pressing questions: What do "Europe" and "the EU" mean in the various public debates? How do European identities and transnational public spheres affect policymaking in the EU? And how do they matter in discussions about enlargement, particularly Turkish accession to the EU? What will be the consequences of the growing contestation and politicization of European affairs for European democracy? This focus on identity allows Risse to address the "democratic deficit" of the EU, the disparity between the level of decision making over increasingly relevant issues for peoples' lives (at the EU) and the level where politics plays itself out—in the member states. He argues that the EU's democratic deficit can only be tackled through politicization and that "debating Europe" might prove the only way to defend modern and cosmopolitan Europe against the increasingly forceful voices of Euroskepticism.

To what degree do other regions of the world emulate the EU’s institutional features, what are the mechanisms of, and conditions for, their diffusion? Chapters deal with Europeanization in the new EU member states, particularly in Romania and Bulgaria, in current accession candidates, i.e. the Western Balkans and Turkey, as well the Eastern (Southern Caucasus) and Southern Neighbourhood (Israel and the Maghreb). In addition, authors investigate the diffusion of EU policies and institutions in Sub-Saharan Africa, Asia, and Latin America. Policy makers and academics alike have mistakenly promoted an agenda which takes well-governed democratic and consolidated 'Weberian' states as the model for the world and the goal of development programs. Whilst Western industrial democracies are the exception, areas of limited statehood where state institutions are weak and ineffective, are everywhere, and, this books argues, can still be well-governed. Three factors explain effective governance in areas of limited statehood: Fair and transparent institutions 'fit for purpose,' legitimate governors accepted by the people, and social trust among the citizens. Effective and legitimate governance in the absence of a functioning state is not only provided by international organizations, foreign aid agencies, and non-governmental organizations but also by multi-national companies, rebel groups and other violent non-state actors, 'traditional' as well as religious leaders, and community-based organizations. Börzel and Risse base their argument on empirical findings from over a decade of research covering Latin America, the Middle East, Sub-Saharan Africa, and Asia.
