FRANCES G. BURWELL is executive director of the Center for International and Security Studies at Maryland (CISSM) at the University of Maryland's School for Public Affairs. Previously, she was executive director of Women in International Security. Her research focuses on U.S.- EU relations. IVO H. DAALDER is a Visiting Fellow at the Brookings Institution on leave from the University of Maryland, where he is Associate Professor at the School of Public Affairs and Director of Research at the Center for International and Security Studies. He is the author of numerous previous works, including Getting to Dayton: The Making of America's Bosnia Policy in 1995, Rethinking the Unthinkable: New Directions for Nuclear Arms Control, and The Nature and Practice of Flexible Response: NATO Strategy and Theater Nuclear Forces since 1967.
