Under the direction of the U.S. Army''s Chemical Materials Agency (CMA) and mandated by Congress, the nation is destroying its chemical weapons stockpile. Large quantities of secondary waste are being generated in the process, and managing these wastes safely and effectively is a critical part of CMA''s weapons disposal program. To assist, the CMA asked the NRC to examine the environmental and regulatory requirements that secondary waste treatment is subject to, and to assess best practices by industry in meeting such requirements for similar facilities. This book presents an overview of secondary wastes from chemical agent disposal facilities (CDF), a comparison of CDF and industry experience, site-specific analysis of major secondary waste issues, an examination of closure wastes, and findings and recommendations.

The U.S. military has committed to a strategy of network-centric warfare. As a result, the Army has become increasingly interested in the critical role of network science. To a significant extent, this interest was stimulated by an earlier NRC report, Network Science. To build on that book, the Army asked the NRC to conduct a study to define advanced operating models and architectures for future Army laboratories and centers focused on network science, technologies, and experimentation (NSTE). The challenges resulting from base realignment and closure (BRAC) relocations of Army research, development, and engineering resources—as they affected the NSTE program—were also to be a focus of the study. This book provides a discussion of what NSTE is needed by the Army; an examination of the NSTE currently carried out by the Army; an assessment of needed infrastructure resources for Army NSTE; and an analysis of goals, models, and alternatives for an NSTE center.

The United States Army is looking for ways to defend against missile and mortar attacks. In this book, the National Research Council assesses a plan to create a 100 kW mobile, solid-state, laser weapon that could defend an area several kilometers in diameter.
The NRC provides several recommendations:
A 100 kW Laser is of limited value, so the program''s goal should be a 400 kW weapon. The Army should proceed with the program in stages, focusing first on a rugged transportable platform for the weapon using existing 25 kW laser technology, then directing resources toward 100kW and 400 kW weapons. The Army should perform a detailed, quantitative study of the effectiveness of a high energy, solid-state laser weapon against future threats. The Army should continue to participate in U.S.-based and international research on high-energy lasers and related equipment. The committee found substantial benefits for the Army''s solid-state laser program from other programs outside the Army. The Army should conduct risk-assessments that investigate the effects that a high energy laser may have on other airborne platforms in the vicinity of the target. The Army should study eye safety for both the operators of the laser and for civilians. The results of these studies should be integrated into the development of the weapon.268 kr

The U.S. Army Program Manager for Assembled Chemical Weapons Alternatives (PMACWA) is charged with disposing of chemical weapons as stored at two sites: Pueblo, Colorado, and Blue Grass, Kentucky. In accordance with congressional mandates, technologies other than incineration are to be used if they are as safe and as cost effective. The weapons are to be disposed of in compliance with the Chemical Weapons Convention. Although an element of the U.S. Army, the PMACWA is responsible to the Assistant Secretary of Defense for Acquisitions, Technology, and Logistics for completing this mission.This book deals with the expected significant quantities of secondary wastes that will be generated during operations of the facilities and their closure. While there are only estimates for the waste quantities that will be generated, they provide a good basis for planning and developing alternatives for waste disposal while the plants are still in the design phase. Establishing efficient disposal options for the secondary wastes can enable more timely and cost-effective operation and closure of the facilities.

Advances and major investments in the field of neuroscience can enhance traditional behavioral science approaches to training, learning, and other applications of value to the Army. Neural-behavioral indicators offer new ways to evaluate how well an individual trainee has assimilated mission critical knowledge and skills, and can also be used to provide feedback on the readiness of soldiers for combat. The destruction program has proceeded without serious exposure of any worker or member of the public to chemical agents, and risk to the public from a storage incident involving the aging stockpile has been reduced by more than 90 percent from what it was at the time destruction began on Johnston Island and in the continental United States.At this time, safety at chemical agent disposal facilities is far better than the national average for all industries. Even so, the Army and its contractors are desirous of further improvement. To this end, the Chemical Materials Agency (CMA) asked the NRC to assist by reviewing CMA''s existing safety and environmental metrics and making recommendations on which additional metrics might be developed to further improve its safety and environmental programs.

At the facilities where these agents are being destroyed, effluent gas streams pass through large activated carbon filters before venting to ensure that any residual trace vapors of chemical agents and other pollutants do not escape into the atmosphere in exceedance of regulatory limits. All the carbon will have to be disposed of for final closure of these facilities to take place. In March 2008, the Chemical Materials Agency asked the National Research Council to study, evaluate, and recommend the best methods for proper and safe disposal of the used carbon from the operational disposal facilities.
This volume examines various approaches to handling carbon waste streams from the four operating chemical agent disposal facilities. The approaches that will be used at each facility will ultimately be chosen bearing in mind local regulatory practices, facility design and operations, and the characteristics of agent inventories, along with other factors such as public involvement regarding facility operations.

This book responds to a request by the director of the U.S. Army Chemical Materials Agency (CMA) for the National Research Council to examine and evaluate the ongoing planning for closure of the four currently operational baseline incineration chemical agent disposal facilities and the closure of a related testing facility. The book evaluates the closure planning process as well as some aspects of closure operations that are taking place while the facilities are still disposing of agent. These facilities are located in Anniston, Alabama; Pine Bluff, Arkansas; Tooele, Utah; and Umatilla, Oregon. They are designated by the acronyms ANCDF, PBCDF, TOCDF, and UMCDF, respectively. Although the facilities all use the same technology and are in many ways identical, each has a particular set of challenges.

The Department of Defense, through the Assembled Chemical Weapons Alternatives program, is currently in the process of constructing two full-scale pilot plants at the Pueblo Chemical Depot in Colorado and the Blue Grass Army Depot in Kentucky to destroy the last two remaining inventories of chemical weapons in the U.S. stockpile. These two storage sites together account for about 10 percent of the original U.S. chemical agent stockpile that is in the process of being destroyed in accordance with the international Chemical Weapons Convention treaty. Unlike their predecessors, these facilities will use neutralization technologies to destroy agents contained within rockets, projectiles, and mortar rounds, requiring the use of specially designed equipment. As part of its focus on safe operation of the planned facilities, the Program Manager for Assembled Chemical Weapons Alternatives asked the National Research Council (NRC) to conduct a study to offer guidance on the application of process safety metrics at the Pueblo Chemical Depot and Blue Grass Army Depot. Process safety is a disciplined framework for managing the integrity of operating systems, processes and personnel handling hazardous substances, and operations by applying good design principles, engineering, and operating practices. Process Safety Metrics at the Blue Grass and Pueblo Chemical Agent Destruction Pilot Plants discusses the use of leading and lagging process safety metrics that could provide feedback on the effectiveness of controls to mitigate risks and minimize consequences of potential incidents. The book makes several recommendations that will facilitate the development and application of process safety metrics at both sites.

In 1985, Congress mandated the destruction of the stockpile of M55 rockets stored at several chemical weapons storage sites in the United States and its possessions because of the risk that the rockets may self-ignite. Risk assessments performed by the Army indicate the risk to the public is dominated by M55 rockets containing the nerve agent sarin (GB). During the disposal of these GB M55 rockets at a site in Tooele, Utah, it was discovered that the agent had gelled in a significant percentage of the rockets. In these cases, the standard destruction method would not work. The Army devised an alternate mechanism for incinerating the gelled rockets, but the State of Utah limited their disposal rate using this process. The Army, however, has since developed plans for increasing the destruction rate of gelled rockets and proposes that this method be used at Anniston Chemical Agent Disposal Facility (ANCDF) in Anniston, Alabama. To assist in this effort, the Army asked the National Research Council (NRC) to evaluate the Army''s plan for higher destruction rates. Former Congressman Robert Riley (now Alabama''s governor) also requested an NRC assessment. This study was carried out by the NRC ad hoc Committee on Review of Army Planning for the Disposal of M55 Rockets at the Anniston Chemical Agent Disposal Facility.

The confluence of the September 11, 2001 terrorist attack and the U.S. Army''s historic role to support civil authorities has resulted in substantial new challenges for the Army. To help meet these challenges, the Assistant Secretary of the Army for Research and Technology requested the National Research Council (NRC) carry out a series of studies on how science and technology could assist the Army prepare for its role in homeland security (HLS). The NRC''s Board on Army Science and Technology formed the Committee on Army Science and Technology for Homeland Security to accomplish that assignment. The Committee was asked to review relevant literature and activities, determine areas of emphasis for Army S&T in support of counter terrorism and anti-terrorism, and recommend high-payoff technologies to help the Army fulfill its mission.
The Department of Defense Counter-Terrorism Technology Task Force identified four operational areas in reviewing technical proposals for HLS operations: indications and warning; denial and survivability; recovery and consequence management; and attribution and retaliation. The study sponsor asked the Committee to use these four areas as the basis for its assessment of the science and technology (S&T) that will be important for the Army''s HLS role.
Overall, the Committee found that:
There is potential for substantial synergy between S&T work carried out by the Army for its HLS responsibilities and the development of the next generation Army, the Objective Force. The Army National Guard (ARNG) is critical to the success of the Army''s HLS efforts.730 kr

For over a decade the Army has been carrying out a program aimed at the destruction of accumulated chemical weapons stored at several sites. While destruction by incineration has been successful, several incidents—called chemical events—occurred during the disposal process or decontamination activities that raised some public concerns about the safety of operations of three third generation incineration facilities. As a result, the Congress asked the NRC to investigate whether the incidents provide information useful to help ensure safe operation of the future sites. This book presents an analysis of causes of and responses to past chemical events, implications of such events for ongoing and future demilitarization activities, and recommendations for preparing for future events.

The U.S. Army is in the process of destroying the nation''s stockpile of aging chemical weapons stored at eight locations in the continental United States and on Johnston Atoll in the Pacific. Originally, incineration was chosen for the destruction of these stores, but this method has met with public opposition, and Congress directed the Army to develop alternative technologies for destroying the stockpiles in Pueblo, CO and Richmond, KY. The main approach adopted by the U.S. Army for destruction of all declared chemical weapon materiel (CWM) is incineration. There has been considerable public opposition to this approach, however, and the Army is developing a mix of fixed site and mobile treatment technologies to dispose of non-stockpile CWM. To assist in this effort, the Army requested NRC to review and evaluate these technologies, and to assess its plans for obtaining regulatory approval for and to involve the public in decisions about the application of those technologies. This book presents an assessment of non-stockpile treatment options and the application of these systems to the non-stockpile inventory, of regulatory and permitting issues, and of the role of the public.

Johnston Atoll Chemical Agent Disposal System (JACADS), the first fully integrated chemical agent disposal facility, is located on Johnston Island some 800 miles southwest of Hawaii. JACADS completed ten years of operations in November 2000, which resulted in the disposal of more than 2000 tons of nerve and mustard agents. In 1998, the Army began planning for closure and dismantling of the facility. In 1999, the NRC was asked to review the Army''s planning. This book presents an assessment of planned and ongoing closure activities on Johnston Island in some detail. It also provides an analysis of the likely implications for closure of disposal facilities at eight continental U.S. storage sites.

By direction of Congress, the U.S. Department of Defense''s (DoD''s) program manager for the Assembled Chemical Weapons Assessment (PMACWA) asked the National Research Council (NRC) Committee on Review and Evaluation of Alternative Technologies for Demilitarization of Assembled Chemical Weapons: Phase II (the ACW II committee) to conduct an independent scientific and technical assessment of three alternative technologies (referred to as Demo II) under consideration for the destruction of assembled chemical weapons at U.S. chemical weapons storage sites. The three technologies are AEA Technologies Corporation''s (AEA''s) electrochemical oxidation process; the transpiring-wall supercritical water oxidation and gasphase chemical reduction processes of Foster Wheeler/Eco Logic/Kvaerner (FW/EL/K); and Teledyne-Commodore''s solvated electron process. Each of these technologies represents an alternative to incineration for the complete destruction of chemical agents and associated energetic materials. The demonstration tests were approved by the PMACWA after an initial assessment of each technology. The results of that initial assessment were reviewed by an earlier NRC committee, the Committee on Review and Evaluation of Alternative Technologies for Demilitarization of Assembled Chemical Weapons (the ACW I committee).
For the present review, the committee conducted an indepth examination of each technology provider''s data, analyses, and demonstration test results for the critical components tested. This review report supplements the ACW I report and considers the demonstration performance of the Demo II candidate technologies and their readiness for advancement to pilot-scale implementation. Because testing in these areas is ongoing, the committee decided to cut short its fact-finding efforts for input to this report as of March 30, 2001.
