On November 13, 1985, catastrophic mudflows swept down the slopes of the erupting Nevado del Ruiz volcano, destroying structures in their paths. Various estimates of deaths ranged as high as 24,000 residents. Though the nature and extent of risk posed by the mudflows to local communities were well documented before the event and extensive efforts had been made to communicate this information to those at risk, the affected communities were caught largely unaware. This volume analyzes the disaster's many aspects: the extent, constitution, and behavior of the mudflows; the nature of damage to structures; the status of the area's disaster warning system; and the extent of the area's disaster preparedness, emergency response actions, and disaster relief efforts--both at the time of the disaster and in the first few months following the event.

The U.S. Army Chemical Stockpile Disposal Program was established with the goal of destroying the nation's stockpile of lethal unitary chemical weapons. Since 1990 the U.S. Army has been testing a baseline incineration technology on Johnston Island in the southern Pacific Ocean. Under the planned disposal program, this baseline technology will be imported in the mid to late 1990s to continental United States disposal facilities; construction will include eight stockpile storage sites. In early 1992 the Committee on Alternative Chemical Demilitarization Technologies was formed by the National Research Council to investigate potential alternatives to the baseline technology. This book, the result of its investigation, addresses the use of alternative destruction technologies to replace, partly or wholly, or to be used in addition to the baseline technology. The book considers principal technologies that might be applied to the disposal program, strategies that might be used to manage the stockpile, and combinations of technologies that might be employed.

A number of trends and forces are converging to require change in the National Oceanic and Atmospheric Administration's (NOAA) nautical charting mission. Yucca Mountain, located on the Nevada Test Site, is being considered as a potential repository site for spent nuclear fuel and high-level radioactive waste. Floods are by far the most devastating of all weather-related hazards in the United States. The National Weather Service (NWS) is charged by Congress to provide river and flood forecasts and warnings to the public to protect life and property and to promote the nation's economic and environmental well-being (such as through support for water resources management). As part of a modernization of its technologies and organizational structure, the NWS is undertaking a thorough updating of its hydrologic products and services and the activities that produce them. The National Weather Service Modernization Committee of the National Research Council undertook a comprehensive assessment of the NWS' plans and progress for the modernization of hydrologic and hydrometeorological operations and services. The committee's conclusions and recommendations and their related analysis and rationale are presented in this report.

Deterrence as a strategic concept evolved during the Cold War. During that period, deterrence strategy was aimed mainly at preventing aggression against the United States and its close allies by the hostile Communist power centers--the Union of Soviet Socialist Republics (USSR) and its allies, Communist China and North Korea. In particular, the strategy was devised to prevent aggression involving nuclear attack by the USSR or China. Since the end of the Cold War, the risk of war among the major powers has subsided to the lowest point in modern history. Still, the changing nature of the threats to American and allied security interests has stimulated a considerable broadening of the deterrence concept. Post-Cold War Conflict Deterrence examines the meaning of deterrence in this new environment and identifies key elements of a post-Cold War deterrence strategy and the critical issues in devising such a strategy. It further examines the significance of these findings for the U.S. Navy and Marine Corps. Quantitative and qualitative measures to support judgments about the potential success or failure of deterrence are identified.Such measures will bear on the suitability of the naval forces to meet the deterrence objectives. The capabilities of U.S. naval forces that especially bear on the deterrence objectives also are examined. Finally, the book examines the utility of models, games, and simulations as decision aids in improving the naval forces' understanding of situations in which deterrence must be used and in improving the potential success of deterrence actions.

The Space Studies Board of the National Research Council (NRC) serves as the primary adviser to the National Aeronautics and Space Administration (NASA) on planetary protection policy, the purpose of which is to preserve conditions for future biological and organic exploration of planets and other solar system objects and to protect Earth and its biosphere from potential extraterrestrial sources of contamination. In October 1995 the NRC received a letter from NASA requesting that the Space Studies Board examine and provide advice on planetary protection issues related to possible sample-return missions to near-Earth solar system bodies.

This study was undertaken in response to a request by the U.S. Air Force that the National Research Council (NRC) examine whether the technologies that underlie the concept of a hypersonic, air-launched, air-breathing, hydrocarbon-fueled missile with speeds up to Mach 81 can be demonstrated in time to be initially operational by 2015. The future safety of maritime transportation in the United States-a major factor in the nation's international trade and economic well-being-will depend heavily on the quality of port and waterways information systems. Many U.S. ports and waterways lack adequate information services, although certain elements of advanced systems are now available in some locations. Barriers to improvements in information systems include the division of responsibilities for waterways management among multiple agencies at all levels of government, a lack of coordination among the federal agencies responsible for waterways management, inadequate budgets for some critical maritime programs, the high costs of some specialized technologies, stakeholder opposition to user fees, limited access to certain key data, the incompatibility of many independently developed systems, and the absence of standards for some attractive technologies.In this report, the second phase of a three-year study by the Committee on Maritime Advanced Information Systems of the National Research Council, a strategy is presented for overcoming the major barriers and deficiencies and providing a minimum level of maritime safety information nationwide. In this phase of the study, the committee concentrated on maritime information systems that promote safety, which is the area of greatest need. The committee did not examine in detail the relationship between navigation safety and maritime transportation efficiency or evaluate information systems that promote efficiency; the committee believes, however, that these issues deserve further attention.

In 1993, the U.S. Department of Energy (DOE) Office of Industrial Technology (OIT) established a group of seven industries designated as Industries of the Future (IOF). These industries were selected for their high energy use and large waste generation. The original IOF included the aluminum, chemicals, forest products, glass, metalcasting, petroleum refining, and steel industries. Each industry was asked to provide a future vision and a road map detailing the research required to realize its vision. In November 1994, the forest products industry was the first of the IOF industries to enter into an agreement with DOE. OIT asked the National Research Council's National Materials Advisory Board (NMAB) to provide guidance for OIT's transition to the new IOF strategy. The Committee on Industrial Technology Assessment (CITA) was formed for this purpose with the specific tasks of reviewing and evaluating the overall OIT program, reviewing selected OIT-sponsored research projects, and identifying crosscutting technologies (i.e., technologies applicable to more than one industry).CITA was asked to focus on three specific areas: intermetallic alloys, manufacturing process controls, and separations. A separate panel was formed to study each area and publish the results in separate reports.

In response to a mandate from Congress in conjunction with the Protection of Children from Sexual Predators Act of 1998, the Computer Science and Telecommunications Board and the Board on Children, Youth, and Families of the National Research Council and the Institute of Medicine established a committee of experts to explore options to protect children from pornography and other inappropriate Internet content. In June 2000, the Committee to Study Tools and Strategies for Protecting Kids from Pornography on the Internet and Their Applicability to Other Inappropriate Internet Content was established. Support for the committee's work came from the U.S. Department of Education, the U.S. Department of Justice, Microsoft Corporation, IBM, the W.K. Kellogg Foundation, and the National Research Council. The committee has been charged with exploring the pros and cons of different technology options and operational policies as well as nontechnical strategies that can help to provide young people with positive and safe online experiences.On December 13, 2000, the committee convened a workshop to provide public input to its work and focus on nontechnical strategies that could be effective in a broad range of settings (e.g., home, school, libraries) in which young people might be online. The overarching goal of this activity was to provide a forum for discussing the implications of this research with regard to policy and practice and identifying research needed to advance and inform policy and practice.

Since the mid-1940s, when Vannevar Bush and Theodore von Karman wrote Science, the Endless Frontier and Toward New Horizons, respectively, there has been a consensus that strong Department of Defense support of science and technology (S&T) is important to the security of the United States. During the Cold War, as it faced technologically capable adversaries whose forces potentially outnumbered U.S. forces, the United States relied on a strong defense S&T program to support the development of technologically superior weapons and systems that would enable it to prevail in the event of conflict. Since the end of the Cold War, the United States has relied on its technological superiority to maintain a military advantage while at the same time reducing the size of its forces. Over the past half-century, creating and maintaining a technologically superior military capability have become fundamental to U.S. national security strategy, and investment in S&T has become a basic component of the defense budget. In late 1998, Congress asked the Secretary of Defense to conduct a study, in cooperation with the National Research Council (NRC), on the S&T base of the U.S.Department of Defense (DoD). Congress was particularly concerned about areas of the S&T program related to air systems, space systems, and supporting information systems. Its concern was based on the Air Force's reduction of its S&T program from the largest of the three military service programs to the smallest. Congress also wanted to ensure that the Air Force maintained an appropriately sized S&T workforce. In late 1999, the Deputy Under Secretary of Defense for Science and Technology asked the NRC to conduct a study to explore these issues.

Concerned with the vulnerability of U.S. civilian and military personnel to terrorist bombing attacks, the U.S. Congress directed the Department of Defense to undertake a comprehensive research and testing program aimed at protecting people in buildings from such attacks. The Blast Mitigation for Structures Program (BMSP) was initiated in 1997 and has produced a large volume of experimental and analytical data that will permit the design of new, more robust buildings as well as the development of methods to retrofit a large number of vulnerable existing structures. This report reviews the BMSP program and investigates a process that would use existing institutional infrastructures (i.e., building code and standards-writing organizations, professional and technical organizations, universities, and research centers) to disseminate knowledge.

Advances in materials science and engineering play a crucial role in supporting the U.S. economy and national security. To maintain its leading edge in the field, the United States relies on a rich and diverse innovation ecosystem encompassing industry, academic institutions, and government laboratories. While this ecosystem has generated numerous gains for defense agencies, the technology sector, consumers, and the country as a whole over many decades, recent years have brought new challenges and a shifting global dynamic in the field. The United States, long a global magnet for science, technology, engineering, and mathematics education and expertise, has seen its competitive edge slip as other countries in Europe and Asia have increased their investments in cultivating science and engineering talent and innovation. In 2020, the emergence of the COVID-19 pandemic caused far-reaching disruptions for both education and supply chains across the world, compounding many of the dynamics that were already affecting materials science and engineering in the United States.
To explore these issues, the Workshop on Materials Science and Engineering in a Post-Pandemic World was organized as part of a workshop series on Defense Materials Manufacturing and Its Infrastructure. Hosted by the National Academies of Sciences, Engineering, and Medicine, the virtual event brought together approximately 30 speakers and attendees representing materials science, engineering, and manufacturing experts from industry, academia, and government agencies. The 3-day workshop explored education and workforce trends across the nation and the globe, with particular focus on the U.S. Department of Defense and university-government collaborations. Participants discussed how the COVID-19 pandemic has affected science and engineering education, opportunities to reimagine traditional education for the field, and the imperative to develop a more diverse workforce. Several speakers presented their views on what the post-pandemic future may hold, and many offered perspectives on key concerns and priorities for the field moving forward. This publication summarizes the presentations and discussion of the workshop.

The U.S. Army is in the process of destroying its entire stock of chemical weapons. To help with stockpile disposal, the Armya (TM)s Chemical Stockpile Disposal Program (CSDP), in 1987, asked the National Research Council (NRC) for scientific and technical advice. This report is one in a series of such prepared by the NRC over the last 16 years in response to that request. It presents an examination of the effect of leaking munitions (leakers) and other anomalies in the stored stockpile on the operation of the chemical agent disposal facilities. The report presents a discussion of potential causes of these anomalies, leaker tracking and analysis issues, risk implications of anomalies, and recommendations for monitoring and containing these anomalies during the remaining life of the stockpile.

Digital health encompasses a broad array of tools and strategies with the goals of advancing research, increasing health care access and quality, and making care more personalized. It encompasses health content, digital health interventions, and digital applications, such as communication tools connecting patients and clinicians (e.g., secure email in the patient portal, text, chat, video visit), remote monitoring tools, clinical decision support tools, and systems for exchanging health information. Patient-facing tools, tools for clinicians, and systems to facilitate research and care improvement are all part of this diverse landscape, and each raises unique opportunities and potential challenges.
To examine key policy issues for the effective and safe development, implementation, and use of digital health technologies in oncology research and care, the National Cancer Policy Forum of the National Academies of Sciences, Engineering, and Medicine held a virtual workshop in collaboration with the Forum on Cyber Resilience. The workshop, Opportunities and Challenges for Using Digital Health Applications in Oncology, held on July 13-14, 2020, convened a broad group of experts, including clinicians and researchers; patient advocates; and representatives of federal agencies, health professional societies, health care organizations, insurers, and the pharmaceutical and health technology industries. Many workshop speakers found the opportunities presented by digital health tools to be particularly compelling for oncology; however, capitalizing on these opportunities necessitates careful attention to the design, implementation, and use of digital health technologies. This publication summarizes the presentations and discussions from the workshop.

Progress in information technology (IT) has been remarkable, but the best truly is yet to come: the power of IT as a human enabler is just beginning to be realized. Whether the nation builds on this momentum or plateaus prematurely depends on today's decisions about fundamental research in computer science (CS) and the related fields behind IT.The Computer Science and Telecommunications Board (CSTB) has often been asked to examine how innovation occurs in IT, what the most promising research directions are, and what impacts such innovation might have on society. Consistent themes emerge from CSTB studies, notwithstanding changes in information technology itself, in the IT-producing sector, and in the U.S. university system, a key player in IT research.In this synthesis report, based largely on the eight CSTB reports enumerated below, CSTB highlights these themes and updates some of the data that support them.
