On November 13, 1985, catastrophic mudflows swept down the slopes of the erupting Nevado del Ruiz volcano, destroying structures in their paths. Various estimates of deaths ranged as high as 24,000 residents. Though the nature and extent of risk posed by the mudflows to local communities were well documented before the event and extensive efforts had been made to communicate this information to those at risk, the affected communities were caught largely unaware. This volume analyzes the disaster's many aspects: the extent, constitution, and behavior of the mudflows; the nature of damage to structures; the status of the area's disaster warning system; and the extent of the area's disaster preparedness, emergency response actions, and disaster relief efforts--both at the time of the disaster and in the first few months following the event.

The U.S. Army Chemical Stockpile Disposal Program was established with the goal of destroying the nation's stockpile of lethal unitary chemical weapons. Since 1990 the U.S. Army has been testing a baseline incineration technology on Johnston Island in the southern Pacific Ocean. Under the planned disposal program, this baseline technology will be imported in the mid to late 1990s to continental United States disposal facilities; construction will include eight stockpile storage sites. In early 1992 the Committee on Alternative Chemical Demilitarization Technologies was formed by the National Research Council to investigate potential alternatives to the baseline technology. This book, the result of its investigation, addresses the use of alternative destruction technologies to replace, partly or wholly, or to be used in addition to the baseline technology. The book considers principal technologies that might be applied to the disposal program, strategies that might be used to manage the stockpile, and combinations of technologies that might be employed.

Deterrence as a strategic concept evolved during the Cold War. During that period, deterrence strategy was aimed mainly at preventing aggression against the United States and its close allies by the hostile Communist power centers--the Union of Soviet Socialist Republics (USSR) and its allies, Communist China and North Korea. In particular, the strategy was devised to prevent aggression involving nuclear attack by the USSR or China. Since the end of the Cold War, the risk of war among the major powers has subsided to the lowest point in modern history. Still, the changing nature of the threats to American and allied security interests has stimulated a considerable broadening of the deterrence concept. Post-Cold War Conflict Deterrence examines the meaning of deterrence in this new environment and identifies key elements of a post-Cold War deterrence strategy and the critical issues in devising such a strategy. It further examines the significance of these findings for the U.S. Navy and Marine Corps. Quantitative and qualitative measures to support judgments about the potential success or failure of deterrence are identified.Such measures will bear on the suitability of the naval forces to meet the deterrence objectives. The capabilities of U.S. naval forces that especially bear on the deterrence objectives also are examined. Finally, the book examines the utility of models, games, and simulations as decision aids in improving the naval forces' understanding of situations in which deterrence must be used and in improving the potential success of deterrence actions.

Since the mid-1940s, when Vannevar Bush and Theodore von Karman wrote Science, the Endless Frontier and Toward New Horizons, respectively, there has been a consensus that strong Department of Defense support of science and technology (S&T) is important to the security of the United States. During the Cold War, as it faced technologically capable adversaries whose forces potentially outnumbered U.S. forces, the United States relied on a strong defense S&T program to support the development of technologically superior weapons and systems that would enable it to prevail in the event of conflict. Since the end of the Cold War, the United States has relied on its technological superiority to maintain a military advantage while at the same time reducing the size of its forces. Over the past half-century, creating and maintaining a technologically superior military capability have become fundamental to U.S. national security strategy, and investment in S&T has become a basic component of the defense budget. In late 1998, Congress asked the Secretary of Defense to conduct a study, in cooperation with the National Research Council (NRC), on the S&T base of the U.S.Department of Defense (DoD). Congress was particularly concerned about areas of the S&T program related to air systems, space systems, and supporting information systems. Its concern was based on the Air Force's reduction of its S&T program from the largest of the three military service programs to the smallest. Congress also wanted to ensure that the Air Force maintained an appropriately sized S&T workforce. In late 1999, the Deputy Under Secretary of Defense for Science and Technology asked the NRC to conduct a study to explore these issues.

Concerned with the vulnerability of U.S. civilian and military personnel to terrorist bombing attacks, the U.S. Congress directed the Department of Defense to undertake a comprehensive research and testing program aimed at protecting people in buildings from such attacks. The Blast Mitigation for Structures Program (BMSP) was initiated in 1997 and has produced a large volume of experimental and analytical data that will permit the design of new, more robust buildings as well as the development of methods to retrofit a large number of vulnerable existing structures. This report reviews the BMSP program and investigates a process that would use existing institutional infrastructures (i.e., building code and standards-writing organizations, professional and technical organizations, universities, and research centers) to disseminate knowledge.

Progress in information technology (IT) has been remarkable, but the best truly is yet to come: the power of IT as a human enabler is just beginning to be realized. The U.S. Army's Non-Stockpile Chemical Materiel program is responsible for dismantling former chemical agent production facilities and destroying recovered chemical materiel. In response to congressional requirements, the Center for Disease Control (CDC), in 2003, recommended new airborne exposure limits (AELs) to protect workforce and public health during operations to destroy this materiel. To assist in meeting these recommended limits, the U.S. Army asked the NRC for a review of its implementation plans for destruction of production facilities at the Newport Chemical Depot and the operation of two types of mobile destruction systems. This report presents the results of that review. It provides recommendations on analytical methods, on airborne containment monitoring, on operational procedures, on the applicability of the Resource Conservation and Recovery Act, and on involvement of workers and the public in implementation of the new AELs.

NASAa (TM)s Human Exploration and Development of Space (HEDS) program within the Office of Space Flight has proposed a new framework for space technology and systems developmenta "Advanced Systems, Technology, Research, and Analysis (ASTRA) for future space flight capabilities. To assist in the development of this framework, NASA asked the National Research Council to convene a series of workshops on technology policy issues concerning the relationship of the various stakeholders in advancing human and robotic exploration and development of space. The second workshop, which is the summarized in this report, focused on the interrelationship between government, industry, and academia in the development of technology. Examples from Defense Advanced Research Projects Agency, the Department of Defense, and the National Science Foundation were covered in order to discuss best practices of such cooperative efforts as possible lessons for NASAa (TM)s space exploration activities.

Over the last ten years, there has been growing concern about potential biological attacks on the nationa (TM)s population and its military facilities. It is now possible to detect such attacks quickly enough to permit treatment of potential victims prior to the onset of symptoms. The capability to a /detect to warna , that is in time to take action to minimize human exposure, however, is still lacking. To help achieve such a capability, the Defense Threat Reduction Agency (DTRA) asked the National Research Council (NRC) to assess the development path for a /detect to warna sensors systems. This report presents the results of this assessment including analysis of scenarios for protecting facilities, sensor requirements, and detection technologies and systems. Findings and recommendations are provided for the most probable path to achieve a detect-to-warn capability and potential technological breakthroughs that could accelerate its attainment.

In 1997, the National Aeronautics and Space Administration (NASA) formed the National Astrobiology Institute to coordinate and fund research into the origins, distribution, and fate of life in the universe. A 2002 NRC study of that program, Life in the Universe: An Assessment of U.S. and International Programs in Astrobiology, raised a number of concerns about the Astrobiology program. In particular, it concluded that areas of astrophysics related to the astronomical environment in which life arose on earth were not well represented in the program. In response to that finding, the Space Studies Board requested the original study committee, the Committee on the Origins and Evolution of Life, to examine ways to augment and integrate astronomy and astrophysics into the Astrobiology program. This report presents the results of that study. It provides a review of the earlier report and related efforts, a detailed examination of the elements of the astrobiology program that would benefit from greater integration and augmentation of astronomy and astrophysics, and an assessment of ways to facilitate the integration of astronomy with other astrobiology disciplines.

Most of the instruments now used for materials research are too complex and expensive for individual investigators to own, operate, and maintain them. Consequently, they have become increasingly consolidated into multi-user, small to midsized research facilities, located at many sites around the country. The proliferation of these facilities, however, has drawn calls for a careful assessment of best principles for their operation. With support from the Department of Energy and the National Science Foundation, the NRC carried out a study to characterize and discuss ways to optimize investments in materials research facility infrastructure with attention to midsize facilities. This report provides an assessment of the nature and importance of mid-sized facilities, their capabilities, challenges they face, current investment, and optimizing their effectiveness.

The FreedomCAR and Fuel Partnership is a collaborative effort among the Department of Energy (DOE), the U.S. Council for Automotive Research (USCAR), and five major energy companies to manage research that will enable the vision of "a clean and sustainable transportation energy future." Many election officials look to electronic voting systems as a means for improving their ability to more effectively conduct and administer elections. At the same time, many information technologists and activists have raised important concerns regarding the security of such systems. Policy makers are caught in the midst of a controversy with both political and technological overtones. The public debate about electronic voting is characterized by a great deal of emotion and rhetoric. Asking the Right Questions About Electronic Voting describes the important questions and issues that election officials, policy makers, and informed citizens should ask about the use of computers and information technology in the electoral process--focusing the debate on technical and policy issues that need resolving. The report finds that while electronic voting systems have improved, federal and state governments have not made the commitment necessary for e-voting to be widely used in future elections. A key mission of the Bureau of Engraving and Printing of the Department of the Treasury is the design and printing of U.S. banknotes. The BEP is responsible for producing easily recognizable currency that is difficult to counterfeit. In recent years, the bureau has recognized the modern information technology could lead to entirely new types of counterfeiting threats, and it has requested a number of studies by the NRC to assess these evolving threats. In this new request, the BEP asked the NRC to identify and evaluate significant emerging counterfeiting threats and to assess technologically feasible counterfeit-deterrent features for potential use in new designs. This first report provides an assessment of emerging threats including a wide range of digital imaging and printing techniques. It also presents an analysis of a systems approach to the counterfeiting threat. The second report will offer an evaluation of new banknote features to address these threats.

In 2003, the Defense Intelligence Agency asked the NRC to form a standing committee to help develop study topics about technology warning. One issue that was identified was the growing dependence on foreign suppliers of critical technology as a result of the increase in globalization of economic activity. Two important questions emerged for study: what is the risk of denial of critical products from foreign sources and what must the United States do to assure access to future critical products and technologies? This report presents an assessment addressing those two questions. It also provides an analysis of a strategic approach to manage the consequences of this trend towards increased globalization. Finally, the report offers a set of recommendations to implement this strategy and to increase assurance of access to critical technologies.

The security of the U.S. commercial aviation system has been a growing concern since the 1970's when the hijacking of aircraft became a serious problem. Over that period, federal aviation officials have been searching for more effective ways for non-invasive screening of passengers, luggage, and cargo to detect concealed explosives and weapons. To assist in this effort, the Transportation Security Administration (TSA) asked the NRC for a study of emerging screening technologies. This report--the third of four--focuses on currently maturing millimeter-wavelength/terahertz imaging and spectroscopy technologies that offer promise in meeting aviation security requirements. The report provides a description of the basic operation of these imaging systems, an assessment of their component technologies, an analysis of various system concepts, and an implementation strategy for deployment of millimeter-wavelength/terahertz technology screening systems.

The search for life in the solar system and beyond has to date been governed by a model based on what we know about life on Earth (terran life). Most of NASA's mission planning is focused on locations where liquid water is possible and emphasizes searches for structures that resemble cells in terran organisms. It is possible, however, that life exists that is based on chemical reactions that do not involve carbon compounds, that occurs in solvents other than water, or that involves oxidation-reduction reactions without oxygen gas. To assist NASA incorporate this possibility in its efforts to search for life, the NRC was asked to carry out a study to evaluate whether nonstandard biochemistry might support life in solar system and conceivable extrasolar environments, and to define areas to guide research in this area. This book presents an exploration of a limited set of hypothetical chemistries of life, a review of current knowledge concerning key questions or hypotheses about nonterran life, and suggestions for future research.

Attacks in London, Madrid, Bali, Oklahoma City and other places indicate that improvised explosive devices (IEDs) are among the weapons of choice of terrorists throughout the world. Scientists and engineers have developed various technologies that have been used to counter individual IED attacks, but events in Iraq and elsewhere indicate that the effectiveness of IEDs as weapons of asymmetric warfare remains. The Office of Naval Research has asked The National Research Council to examine the current state of knowledge and practice in the prevention, detection, and mitigation of the effects of IEDs and make recommendations for avenues of research toward the goal of making these devices an ineffective tool of asymmetric warfare.The book includes recommendations such as identifying the most important and most vulnerable elements in the chain of events leading up to an IED attack, determining how resources can be controlled in order to prevent the construction of IEDs, new analytical methods and data modeling to predict the ever-changing behavior of insurgents/terrorists, a deeper understanding of social divisions in societies, enhanced capabilities for persistent surveillance, and improved IED detection capabilities.
