Alternative Technologies to Replace Antipersonnel Landmines emphasizes the role that technology can play to allow certain weapons to be used more selectively, reducing the danger to uninvolved civilians while improving the effectiveness of the U.S. military. Landmines are an important weapon in the U.S. military''s arsenal but the persistent variety can cause unintended casualties, to both civilians and friendly forces. New technologies could replace some, but not all, of the U.S. military''s antipersonnel landmines by 2006. In the period following 2006, emerging technologies might eliminate the landmine totally, while retaining the necessary functionalities that today''s mines provide to the military.

In this study outsourcing is defined as the organizational practice of contracting for services from an external entity while retaining control over assets and oversight of the services being outsourced. In the 1980s, a number of factors led to a renewed interest in outsourcing. For private sector organizations, outsourcing was identified as a strategic component of business process reengineering—an effort to streamline an organization and increase its profitability. In the public sector, growing concern about the federal budget deficit, the continuing long-term fiscal crisis of some large cities, and other factors accelerated the use of privatization measures (including outsourcing for services) as a means of increasing the efficiency of government.

U.S. Air Force (USAF) planners have envisioned that uninhabited air vehicles (UAVs), working in concert with inhabited vehicles, will become an integral part of the future force structure. Current plans are based on the premise that UAVs have the potential to augment, or even replace, inhabited aircraft in a variety of missions. However, UAV technologies must be better understood before they will be accepted as an alternative to inhabited aircraft on the battlefield. The U.S. Air Force Office of Scientific Research (AFOSR) requested that the National Research Council, through the National Materials Advisory Board and the Aeronautics and Space Engineering Board, identify long-term research opportunities for supporting the development of technologies for UAVs. The objectives of the study were to identify technological developments that would improve the performance and reliability of "generation-after-next" UAVs at lower cost and to recommend areas of fundamental research in materials, structures, and aeronautical technologies. The study focused on innovations in technology that would "leapfrog" current technology development and would be ready for scaling-up in the post-2010 time frame (i.e., ready for use on aircraft by 2025).

America is changing. Many of the most noticeable changes in day-to-day life are associated with the advancing capabilities of computer systems, the growing variety of tasks they can accomplish, and the accelerating rate of change. Advanced engineering environments (AEEs) combine advanced, networked computer systems with advanced modeling and simulation technologies. When more fully developed, AEEs will enable teams of researchers, technologists, designers, manufacturers, suppliers, customers, and other users scattered across a continent or the globe to develop new products and carry out new missions with unprecedented effectiveness. Business as usual, however, will not achieve this vision. Government, industry, and academic organizations need to make the organizational and process changes that will enable their staffs to use current and future AEE technologies and systems.
Design in the New Millennium: Advanced Engineering Environments: Phase 2 is the second part of a two-part study of advanced engineering environments. The Phase 1 report, issued in 1999, identified steps the federal government, industry, and academia could take in the near term to enhance the development of AEE technologies and systems with broad application in the U.S. engineering enterprise. Design in the New Millennium focuses on the long-term potential of AEE technologies and systems over the next 15 years. This report calls on government, industry, and academia to make major changes to current organizational cultures and practices to achieve a long-term vision that goes far beyond what current capabilities allow.

The Helium Privatization Act of 1996 (P.L. 104-273) directs the Department of the Interior to begin liquidating the U.S. Federal Helium Reserve by 2005 in a manner consistent with "minimum market disruption" and at a price given by a formula specified in the act. It also mandates that the Department of the Interior "enter into appropriate arrangements with the National Academy of Sciences to study and report on whether such disposal of helium reserves will have a substantial adverse effect on U.S. scientific, technical, biomedical, or national security interests."
This report is the product of that mandate. To provide context, the committee has examined the helium market and the helium industry as a whole to determine how helium users would be affected under various scenarios for selling the reserve within the act''s constraints.
The Federal Helium Reserve, the Bush Dome reservoir, and the Cliffside facility are mentioned throughout this report. It is important to recognize that they are distinct entities. The Federal Helium Reserve is federally owned crude helium gas that currently resides in the Bush Dome reservoir. The Cliffside facility includes the storage facility on the Bush Dome reservoir and the associated buildings pipeline.

The U.S. Army is pilot testing chemical hydrolysis as a method for destroying the chemical agents stockpiled at Aberdeen, Maryland (HD mustard agent), and Newport, Indiana (VX nerve agent). The chemical agents at both locations, which are stored only in bulk ton containers, will be hydrolyzed (using aqueous sodium hydroxide for VX and water for HD) at slightly below the boiling temperature of the solution. The resulting hydrolysate at Aberdeen, which will contain thiodiglycol as the primary reaction product, will be treated by activated sludge biodegradation in sequencing batch reactors to oxidize organic constituents prior to discharge to an on-site federally owned wastewater treatment facility. The hydrolysate at Newport, which will contain a thiol amine and methyl phosphonic acid as the major reaction products, is not readily amenable to treatment by biodegradation. Therefore, organic constituents will be treated using supercritical water oxidation (SCWO).
Integrated Design of Alternative Technologies for Bulk-Only Chemical Agent Disposal Facilities focuses on the overarching issues in the process designs integrating individual processing steps, including potential alternative configurations and process safety and reliability. This report reviews the acquisition design packages (ADPs) for the ABCDF and NECDF prepared by Stone and Webster Engineering Company for the U.S. Army.

Renewable Power Pathways is the result of a study by the National Research Council (NRC) Committee for the Programmatic Review of the Office of Power Technologies (OPT) review of the U.S. Department of Energy''s (DOE) Office of Power Technologies and its research and development (R&D) programs. The OPT, which is part of the Office of Energy Efficiency and Renewable Energy, conducts R&D programs for the production of electricity from renewable energy sources. Some of these programs are focused on photovoltaic, wind, solar, thermal, geothermal, biopower, and hydroelectric energy technologies; others are focused on energy storage, electric transmission (including superconductivity), and hydrogen technologies. A recent modest initiative is focused on distributed power-generation technologies. This report reviews the activities of each of OPT''s programs and makes recommendations for OPT as a whole and major recommendations for individual OPT programs.

The U.S. space program is rapidly changing from an activity driven by federal government launches to one driven by commercial launches. In 1997, for the first time commercial launches outnumbered government launches at the Eastern Range (ER), located at Cape Canaveral Air Station, Florida. Commercial activity is also increasing at the Western Range (WR), located at Vandenberg Air Force Base, California. The government itself is emulating commercial customers, shifting from direct management of launch programs to the purchase of space launch services from U.S. commercial launch companies in an open, competitive market.
The fundamental goal of the U.S. space program is to ensure safe, reliable, and affordable access to space. Despite the inherent danger of space launches, the U.S. space program has demonstrated its ability to protect the public. No launch site worker or member of the general public has been killed or seriously injured in any of the 4,600 launches conducted at the ER and WR during the entire 50-year history of the space age.
Streamlining Space Launch Range Safety discusses whether range safety processes can be made more efficient and less costly without compromising public safety. This report presents six primary recommendations, which address risk management, Africa gates, roles and responsibilities, range safety documentation [EWR 127-1]), global positioning system (GPS) receiver tracking systems, and risk standards for aircraft and ships.

In 1996, the U.S. Congress enacted two laws, Public Law 104-201 (authorization legislation) and Public Law 104-208 (appropriation legislation), mandating that the U.S. Department of Defense (DOD) conduct an assessment of alternative technologies to the baseline incineration process for the demilitarization of assembled chemical munitions.
The PMACWA had previously requested that the National Research Council (NRC) perform and publish an independent evaluation of the seven technologies packages that had been selected during earlier phases of the Assembled Chemical Weapons Assessment (ACWA) program and deliver a report by September 1, 1999. However, to meet that deadline, the NRC Committee on Review and Evaluation of Alternative Technologies for Demilitarization of Assembled Chemical Weapons (ACW Committee) had to terminate its data-gathering activities on March 15, 1999, prior to the completion of demonstration tests. In September 1999, the PMACWA requested that the ACW Committee examine the reports of the demonstration tests and determine if the results changed the committee''s original findings, recommendations, and comments. Evaluation of Demonstration Test Results of Alternative Technologies for Demilitarization of Assembled Chemical Weapons documents the committee''s reassessment of the findings and recommendations in the original report, Review and Evaluation of Alternative Technologies for Demilitarization of Assembled Chemical Weapons.

Since Operation Desert Shield/Desert Storm, Gulf War veterans have expressed concerns about health effects that could be associated with their deployment and service during the war. Although similar concerns were raised after other military operations, the Gulf War deployment focused national attention on the potential, but uncertain, relationship between the presence of chemical and biological (CB) agents and other harmful agents in theater and health symptoms reported by military personnel.
Strategies to Protect the Health of Deployed U.S. Forces which is one of the four two-year studies, examines the detection and tracking of exposures of deployed personnel to multiple harmful agents.
