This study was undertaken in recognition of the critical role played by the Energy Resources Program (ERP) of the U.S. Geological Survey (USGS) in the energy future of the United States. The ERP performs fundamental research to understand the origin and recoverability of fossil energy resources and conducts assessments of their future availability. The ERP also provides information and expertise on environmental effects.

The Office of Industrial Technologies (OIT) of the U. S. Department of Energy commissioned the National Research Council (NRC) to undertake a study on required technologies for the Mining Industries of the Future Program to complement information provided to the program by the National Mining Association. Subsequently, the National Institute for Occupational Safety and Health also became a sponsor of this study, and the Statement of Task was expanded to include health and safety. The overall objectives of this study are: (a) to review available information on the U.S. mining industry; (b) to identify critical research and development needs related to the exploration, mining, and processing of coal, minerals, and metals; and (c) to examine the federal contribution to research and development in mining processes.

On October 11, 2000, a breakthrough of Martin County Coal Corporationa (TM)s coal waste impoundment released 250 million gallons of slurry in near Inez, Kentucky. The 72-acre surface impoundment for coal processing waste materials broke through into a nearby underground coal mine. Although the spill caused no loss of human life, environmental damage was significant, and local water supplies were disrupted. This incident prompted Congress to request the National Research Council to examine ways to reduce the potential for similar accidents in the future. This book covers the engineering practices and standards for coal waste impoundments and ways to evaluate, improve, and monitor them; the accuracy of mine maps and ways to improve surveying and mapping of mines; and alternative technologies for coal slurry disposal and utilization. The book contains advice for multiple audiences, including the Mine Safety and Health Administration, the Office of Surface Mining, and other federal agencies; state and local policymakers and regulators; the coal industry and its consultants; and scientists and engineers.

Geoscience data and collections (such as, rock and sediment cores, geophysical data, engineering records, and fossils) are necessary for industries to discover and develop domestic natural resources to fulfill the nationa (TM)s energy and mineral requirements and to improve the prediction of immediate and long term hazards, such as land slides, volcanic eruptions and global climate change. While the nation has assembled a wealth of geoscience data and collections, their utility remains incompletely tapped. Many could act as invaluable resources in the future but immediate action is needed if they are to remain available. Housing of and access to geoscience data and collections have become critical issues for industry, federal and state agencies, museums, and universities. Many resources are in imminent danger of being lost through mismanagement, neglect, or disposal. A striking 46 percent of the state geological surveys polled by the committee reported that there is no space available or they have refused to accept new material.In order to address these challenges, Geoscience Data and Collections offers a comprehensive strategy for managing geoscience data and collections in the United States.

Approximately 32.8 million persons of Hispanic descent live in the United States, half of whom were born outside the United States (Therrien and Ramirez, 2000). By the year 2050, it is expected that Hispanics will constitute more than 25 percent of the total U.S. population and approximately 15 percent of the U.S. labor force. These estimates and the fact that 90 percent of Hispanic American men and 60 percent of Hispanic American women participate in the U.S. workforce strongly suggest a need for occupational safety and health information in Spanish. The growing presence of Spanish-speaking workers and employers in the United States and the unprecedented 12-percent increase in the overall rate of workplace fatalities among Hispanic workers in 2000 highlights the need to better communicate occupational safety and health information in Spanish to both employees and employers. To address this need the National Institute for Occupational Safety and Health (NIOSH) is preparing a strategy for developing and disseminating Spanish-language occupational safety and health educational and technical material.To gather information necessary to create this strategic plan the National Research Council (NRC) was asked to host a workshop. The committee commissioned five white papers (see Appendices D-H) and organized a workshop on May 29-30, in San Diego, California. Safety is Seguridad: A Workshop Summary is a synopsis of the presentations and discussions at the workshop. It does not contain any conclusions and recommendations. The conclusions and recommendations in the white papers represent the views of the authors and not necessarily those of the committee or the NRC. It is intended as input to the NIOSH strategic planning in this area. Chapter 2 discusses the available information and identifies information gaps regarding risks and adverse events for Latino workers. Chapter 3 examines the available health and safety training resource materials for Latino workers, especially for those with little or no English capabilities; in particular, it discusses issues of the linguistic and cultural appropriateness of materials. Chapter 4 considers issues surrounding the assessment of existing materials and the development of new materials.Chapter 5 discusses the various means of conveying information to Spanish-speaking workers, again focusing on cultural appropriateness and ways of maximizing understanding. Chapter 6 summarizes the discussion in the prior chapters and presents some overarching issues raised by the workshop attendees.

The rising population and industrial growth place increasing strains on a variety of material and energy resources. Understanding how to make the most economically and environmentally efficient use of materials will require an understanding of the flow of materials from the time a material is extracted through processing, manufacturing, use, and its ultimate destination as a waste or reusable resource. Materials Count examines the usefulness of creating and maintaining material flow accounts for developing sound public policy, evaluates the technical basis for material flows analysis, assesses the current state of material flows information, and discusses who should have institutional responsibility for collecting, maintaining, and providing access to additional data for material flow accounts.

The workshop examined the following three questions: (1) What projections have been made by government agencies for the U.S. supply of and demand for natural gas over the next 10 to 20 years? (2) Where are the current natural gas reserves and resources? (3) By what means and by how much can future reserves, resources, and production be increased?

The committee assesses the USGS's responses to a 1996 program review, evaluates the minerals information team, and examines how the program's mission and vision might evolve to meet the nation's future needs over the next decade.

Burning coal in electric utility plants produces, in addition to power, residues that contain constituents which may be harmful to the environment. The management of large volumes of coal combustion residues (CCRs) is a challenge for utilities, because they must either place the CCRs in landfills, surface impoundments, or mines, or find alternative uses for the material. This study focuses on the placement of CCRs in active and abandoned coal mines. The committee believes that placement of CCRs in mines as part of the reclamation process may be a viable option for the disposal of this material as long as the placement is properly planned and carried out in a manner that avoids significant adverse environmental and health impacts. This report discusses a variety of steps that are involved in planning and managing the use of CCRs as minefills, including an integrated process of CCR characterization and site characterization, management and engineering design of placement activities, and design and implementation of monitoring to reduce the risk of contamination moving from the mine site to the ambient environment.Enforceable federal standards are needed for the disposal of CCRs in minefills to ensure that states have adequate, explicit authority and that they implement minimum safeguards.

The U.S. mining sector has the highest fatality rate of any industry in the country. Fortunately, advances made over the past three decades in mining technology, equipment, processes, procedures, and workforce education and training have significantly improved safety and health. The National Institute for Occupational Safety and Health (NIOSH) Mining Safety and Health Research Program (Mining Program) has played a large role in these improvements. An assessment of the relevance and impact of NIOSH Mining Program research by a National Research Council committee reveals that the program makes essential contributions to the enhancement of health and safety in the mining industry. To further increase its effectiveness, the Mining Program should proactively identify workplace hazards and establish more challenging and innovative goals toward hazard reduction. The ability of the program to successfully expand its activities, however, depends on available funding.

Minerals are part of virtually every product we use. Common examples include copper used in electrical wiring and titanium used to make airplane frames and paint pigments. The Information Age has ushered in a number of new mineral uses in a number of products including cell phones (e.g., tantalum) and liquid crystal displays (e.g., indium). For some minerals, such as the platinum group metals used to make cataytic converters in cars, there is no substitute. If the supply of any given mineral were to become restricted, consumers and sectors of the U.S. economy could be significantly affected. Risks to minerals supplies can include a sudden increase in demand or the possibility that natural ores can be exhausted or become too difficult to extract. Minerals are more vulnerable to supply restrictions if they come from a limited number of mines, mining companies, or nations. Baseline information on minerals is currently collected at the federal level, but no established methodology has existed to identify potentially critical minerals.This book develops such a methodology and suggests an enhanced federal initiative to collect and analyze the additional data needed to support this type of tool.

Natural gas, composed mostly of methane, is the cleanest of all the fossil fuels, emitting 25-50% less carbon dioxide than either oil or coal for each unit of energy produced. In recent years, natural gas supplied approximately 20-25% of all energy consumed in the United States. Methane hydrate is a potentially enormous and as yet untapped source of methane. The Department of Energy's Methane Hydrate Research and Development Program has been tasked since 2000 to implement and coordinate a national methane hydrate research effort to stimulate the development of knowledge and technology necessary for commercial production of methane from methane hydrate in a safe and environmentally responsible way. Realizing the Energy Potential of Methane Hydrate for the United States evaluates the program's research projects and management processes since its congressional re-authorization in 2005, and presents recommendations for its future research and development initiatives.

In some coalbeds, naturally occurring water pressure holds methane--the main component of natural gas--fixed to coal surfaces and within the coal. In a coalbed methane (CBM) well, pumping water from the coalbeds lowers this pressure, facilitating the release of methane from the coal for extraction and use as an energy source. Water pumped from coalbeds during this process--CBM 'produced water'--is managed through some combination of treatment, disposal, storage, or use, subject to compliance with federal and state regulations. CBM produced water management can be challenging for regulatory agencies, CBM well operators, water treatment companies, policy makers, landowners, and the public because of differences in the quality and quantity of produced water; available infrastructure; costs to treat, store, and transport produced water; and states' legal consideration of water and produced water. Some states consider produced water as waste, whereas others consider it a beneficial byproduct of methane production.Thus, although current technologies allow CBM produced water to be treated to any desired water quality, the majority of CBM produced water is presently being disposed of at least cost rather than put to beneficial use. This book specifically examines the Powder River, San Juan, Raton, Piceance, and Uinta CBM basins in the states of Montana, Wyoming, Colorado, New Mexico, and Utah. The conclusions and recommendations identify gaps in data and information, potential beneficial uses of CBM produced water and associated costs, and challenges in the existing regulatory framework.

Uranium mining in the Commonwealth of Virginia has been prohibited since 1982 by a state moratorium, although approval for restricted uranium exploration in the state was granted in 2007. Uranium Mining in Virginia examines the scientific, technical, environmental, human health and safety, and regulatory aspects of uranium mining, milling, and processing as they relate to the Commonwealth of Virginia for the purpose of assisting the Commonwealth to determine whether uranium mining, milling, and processing can be undertaken in a manner that safeguards the environment, natural and historic resources, agricultural lands, and the health and well-being of its citizens. According to this report, if Virginia lifts its moratorium, there are "steep hurdles to be surmounted" before mining and processing could take place within a regulatory setting that appropriately protects workers, the public, and the environment, especially given that the state has no experience regulating mining and processing of the radioactive element.The authoring committee was not asked to recommend whether uranium mining should be permitted, or to consider the potential benefits to the state were uranium mining to be pursued. It also was not asked to compare the relative risks of uranium mining to the mining of other fuels such as coal. This book will be of interest to decision makers at the state and local level, the energy industry, and concerned citizens.

In the past several years, some energy technologies that inject or extract fluid from the Earth, such as oil and gas development and geothermal energy development, have been found or suspected to cause seismic events, drawing heightened public attention. Although only a very small fraction of injection and extraction activities among the hundreds of thousands of energy development sites in the United States have induced seismicity at levels noticeable to the public, understanding the potential for inducing felt seismic events and for limiting their occurrence and impacts is desirable for state and federal agencies, industry, and the public at large. To better understand, limit, and respond to induced seismic events, work is needed to build robust prediction models, to assess potential hazards, and to help relevant agencies coordinate to address them.Induced Seismicity Potential in Energy Technologies identifies gaps in knowledge and research needed to advance the understanding of induced seismicity; identify gaps in induced seismic hazard assessment methodologies and the research to close those gaps; and assess options for steps toward best practices with regard to energy development and induced seismicity potential.

Energy and mineral resources are essential for the nation's fundamental functions, its economy, and security. Nonfuel minerals are essential for the existence and operations of products that are used by people every day and are provided by various sectors of the mining industry. Energy in the United States is provided from a variety of resources including fossil fuels, and renewable and nuclear energy, all with established commercial industry bases. The United States is the largest electric power producer in the world. The overall value added to the U.S. gross domestic product (GDP) in 2011 by major industries that consumed processed nonfuel mineral materials was $2.2 trillion. Recognizing the importance of understanding the state of the energy and mining workforce in the United States to assure a trained and skilled workforce of sufficient size for the future, the Department of Energy's (DOE's) National Energy technology Laboratory (NETL) contracted with the National Research Council (NRC) to perform a study of the emerging workforce trends in the U.S. energy and mining industries. Emerging Workforce Trends in the U.S.Energy and Mining Industries: A Call to Action summarizes the findings of this study.

Development of Unconventional Hydrocarbon Resources in the Appalachian Basin is the summary of a workshop convened by the National Research Council to examine the geology and unconventional hydrocarbon resources of the Appalachian Basin; technical methods for producing unconventional hydrocarbons and disposing of wastewater; the potential effects of production on the environment; relevant policies and regulations; and priorities for future scientific and engineering research. Workshop presentations by experts in the fields of geosciences and engineering examined the numerous geoscientific aspects of hydrocarbon development from unconventional resources, including natural gas, oil, and natural gas liquids. Shale gas is the fastest growing source of U.S. natural gas. Most of the oil and gas produced in the United States comes from conventional reservoirs in which hydrocarbons have accumulated in discrete structural or stratigraphic traps below relatively impermeable rock and above a well-defined hydrocarbon-water interface.However, a growing fraction comes from unconventional reservoirs - geographically extensive accumulations of hydrocarbons held in low-permeability rock with diffuse boundaries and no obvious traps or hydrocarbon-water contacts. In the Appalachian Basin, shale gas development is proceeding in Ohio, Pennsylvania, and West Virginia, while New York and Maryland have commissioned studies to assess potential impacts. Development of Unconventional Hydrocarbon Resources in the Appalachian Basin focuses on the main hydrocarbon-bearing geologic formations in and around the Appalachian Basin, including the Marcellus, Utica, and Devonian shales, and their estimated resources, current production levels, and projected output. This report examines the potential effects on surface water and groundwater quality and quantity; potential effects on landscapes, including soil and living organisms, and other environmental systems; and technical and engineering processes for exploration and production.

Reliable, affordable, and technically recoverable energy is central to the nation's economic and social vitality. The United States is both a major consumer of geologically based energy resources from around the world and - increasingly of late - a developer of its own energy resources. Understanding the national and global availability of those resources as well as the environmental impacts of their development is essential for strategic decision making related to the nation's energy mix. The U.S. Geological Survey Energy Resources Program is charged with providing unbiased and publicly available national- and regional-scale assessments of the location, quantity, and quality of geologically based energy resources and with undertaking research related to their development.At the request of the Energy Resources Program (ERP), this publication considers the nation's geologically based energy resource challenges in the context of current national and international energy outlooks. Future Directions for the U.S. Geological Survey's Energy Resources Program examines how ERP activities and products address those challenges and align with the needs federal and nonfederal consumers of ERP products. This study contains recommendations to develop ERP products over the next 10-15 years that will most effectively inform both USGS energy research priorities and the energy needs and priorities of the U.S. government.
