Why is it that Catholics and Protestants in Northern Ireland have been in perpetual conflict for thirty years when they can live and prosper together elsewhere? Civil wars remain the most frequent form of political violence worldwide. They are becoming deadlier and more contagious, often spilling over state borders and drawing in regional and global powers. Despite sustained efforts to end them through negotiations, civil wars are also becoming more intractable: Frequently peace agreements break down and widespread conflict-related violence resumes. This book explores whether and how civil war recurrence can be prevented. It examines the full course of peace processes that experienced conflict recurrence - often multiple times - before ultimately achieving the end of large-scale conflict-related violence. The authors use their innovative research design, the Multi-Stage Mixed Method Framework, which sequences machine learning, inferential statistical analysis, and congruence analysis, to transparently identify the factors that may help break the cycle of recurring civil war in 14 protracted peace processes, test them on a global dataset of the political agreements concluded between 1989 and 2016, and examine their impact on the protracted peace processes in Bangsamoro, Burundi, CA'te d'Ivoire, Liberia, and Sierra Leone. Through a complexity-informed theoretical lens, the book argues that the impact of peace accords is highly context-specific, but the careful crafting and implementation of peace agreements can help prevent civil war recurrence by fostering the emergence of coalitions for peace, i.e. multiple flexible and cooperative relationships between actors invested in building peace. The book demonstrates that the context-sensitive crafting of peace agreements, the committed international leadership of peace processes, and the adaptive implementation of the components of peace settlements in cooperation with grassroots actors, can mitigate the risk of civil war recurrence. In particular, the authors find robust evidence that UN leadership of peace processes and the incorporation of provisions to include women in post-conflict society substantially increase the probability of a stable end to conflict-related violence.

Wolff examines the domestic and international dynamics of the German question, one of the 20th century's most interesting and complex phenomena since its 1919 inception. The German question is best described as the incompatibility of the territory of any German state with the extent of German cultural space and the different ways in which Germany and the relevant European and world powers have responded to the various problems arising from this incompatibility. The German question cannot be reduced merely to the issue of German reunification and sovereignty, as was often the case between 1945 and 1990. Rather, it has always involved other aspects, including the situation of German minorities in Europe, migration, the definition of a German national identity, and so on.From this perspective, unification in 1990 only resolved one aspect of the German question, while others continue to exist and remain, with varying prominence, on the political agenda, at least in Europe. Still, contrary to previous decades, none of the remaining aspects of the German question today poses a serous threat to European and international security and stability. Wolff goes beyond the usual focus on this question and includes the postwar expulsions and migration of ethnic Germans from Central and Eastern Europe and their integration in the two German states, as well as the legacy of the complex German-Polish and German-Czech relations as they play out in the current negotiations of the two countries' accession to the European Union.

The European Union has increasingly taken on a role as international security provider that extends beyond the geographical scope of its membership. This is clear from the wide range of military and civilian crisis management missions that the Union has undertaken, but also identifiable through its other policies, such as the European Neighbourhood Policy and development assistance, which have also to some extent become security focused. Yet, the role of the EU as an international security provider remains under-theorized and weakly understood. The proposed book analyses the Union’s role as an international security provider in a comprehensive way developing theoretical as well as empirical grounding for the understanding of the making and implementation of EU security policy. The contributions in this book cover actors involved in the policy making process, the dynamics of this process itself, its outcomes (strategies and policies) and their impact on the ground. They examine the relevance of, and apply, existing theories of international relations, international security and foreign policy analysis to the specific case of the EU, investigate empirically how particular policies are formulated and implemented, and study the impact and effectiveness of the Union as an international security provider in a variety of cases compared. The conflict between Israel and the Palestinians is one of the longest unresolved conflicts of modern times. Previously published as a special issue of Ethnopolitics, this volume analyzes various dimensions of the internationalized state-building process in Bosnia and Herzegovina since 1995. In December 1995, the Dayton Agreements ended the war in Bosnia and Herzegovina and established a fragile peace between the former conflict parties. The settlement seemed morally wrong and politically impracticable, but still necessary in order to end violence of a scale and intensity not seen in Europe since the end of the Second World War. The leading contributors conclude that internationalized state-building can only serve well in the stabilization of states emerging from conflict if it draws on a well-balanced approach of consociational techniques, moderated by integrative policies, tempered by a wider regional outlook and sustained by resourceful and skilled international involvement. The experience of Bosnia and Herzegovina may not have scored full marks in all of these categories, but important lessons can be gleaned for other similar contemporary and future challenges that the international community no doubt will have to face.This book will be of interest to students and scholars of international organizations, civil wars and ethnic conflicts, international law and peace studies.

This volume brings together expert case studies on a range of experiences of third-party interventions in civil wars. The chapters consider the role of a variety of organisations, including the United Nations, NATO, the European Union, the Shanghai Cooperation Organisation, the Organisation of the Islamic Conference, the African Union, and the Organization of American States. Each case study features a presentation and analysis of empirical data in two dimensions: the organisation’s general capabilities to carry out intervention in civil wars and, specific to one particular intervention, the conflict context in which it happened. This serves two purposes. First, to offer insights into the dynamics of each individual case and helping us understand the specific outcome of an intervention effort, i.e., why did a mission (partially) succeed or fail. Tracing the emergence of two new de-facto state entities in the post-Soviet space—the self-declared Donetsk and Luhansk People’s Republics—from the chaos of the early days after Russia’s annexation of Crimea in Spring 2014 to the second Minsk Agreement in February 2015, and focusing on the actions of the immediate conflict parties and their external backers, the authors investigate the feasibility and viability of several prominent ‘scenarios’ for a possible future settlement of the conflict.As an in-depth case study of the complex dynamics of the conflict at local, national, regional, and global levels of analysis, the book complements and advances existing scholarship on civil war and international crisis management and also provides insights for the policy community and the wider interested public.

This volume brings together expert case studies on a range of experiences of third-party interventions in civil wars. The chapters consider the role of a variety of organisations, including the United Nations, NATO, the European Union, the Shanghai Cooperation Organisation, the Organisation of the Islamic Conference, the African Union, and the Organization of American States. Each case study features a presentation and analysis of empirical data in two dimensions: the organisation’s general capabilities to carry out intervention in civil wars and, specific to one particular intervention, the conflict context in which it happened. This serves two purposes. First, to offer insights into the dynamics of each individual case and helping us understand the specific outcome of an intervention effort, i.e., why did a mission (partially) succeed or fail. Many experts agree that autonomy regimes are a useful framework within which competing claims to self-determination can be accommodated. This volume explores and analyses the different options available. The contributors assess the current state of the theory and practice of institutional design for the settlement of self-determination conflicts, and also compare and contrast detailed case studies on autonomous regimes in the former Yugoslavia, the Crimea, Åland, Northern Ireland, Latin America, Indonesia and Vietnam.
