Because of Germany's strong reputation in naval construction, the Allies slated the shipbuilding industry for dismantling after 1945; however, by 1955, West German shipbuilders had regained their place among the world leaders in this industry. This study traces the reconstruction through the labyrinth of Cold War diplomacy, foreign aid programs, and West German politics. By linking the histories of U.S. foreign policy, German business, and postwar Americanization, Wend demonstrates not just the impact of U.S. policy on West German reconstruction, but also the influence of local actors on the direction, implementation, and success of U.S. policies.The recovery of German shipbuilding meshed well with most of the Truman administration's critical foreign policy initiatives, including the Marshall Plan. As American commitments became globalized, the U.S. relied heavily on West German actors and their institutions for the successful implementation of its policies. In shipbuilding, this reliance strengthened the role of the industrial association, the vertical integration of shipyards with Ruhr industries, and awakened opposition of British and American interest groups. Although U.S. policies failed to alter this industry's structure, West Germans did accept the American production model in the reconfiguration of individual shipyards in the 1950s.

The first comprehensive account of China policy during the Kennedy years, this study profiles John F. Kennedy as a man whose inner struggles and disparate characteristics made for an unpredictable foreign policy. While he was often a hostage to the Cold War, to constrictive perceptions of the domestic climate, and to the image of a predatory China, Kennedy recognized Washington's finite capacity to shape events on the China Mainland. With the possible exception of a preventive strike against China's nuclear installations, he was also reluctant to run the risk of a military confrontation with Beijing. On the eve of his assassination, Kennedy may have even contemplated a China policy departure during his second term.A calm appraisal of China's capabilities and intentions constituted the distinguishing feature of revisionist thinking during the Kennedy years. The disjointed revisionist effort settled, in late 1963, on a pedagogic course, which still implied a search for American primacy. The revisionist approach did ultimately facilitate the transformation of bilateral relations in the early 1970s. From a shorter-range perspective, however, the Kennedy era only added fuel to the fire of Sino-American confrontation. The Limited Test Ban Treaty accentuated the sense of encirclement and vulnerability in Beijing's psyche, and clouds gathered ominously over Vietnam. Kennedy does bear some responsibility for the bilateral impasse, as he personified a decisionmaker so obsessed with the objective of deterrence as to overlook the security dilemma: nonetheless, Mao's preference for a radical course, independent of Kennedy's conduct, contributed as well. Neither side was yet ready for a breakthrough.

Isolated by much of the world for its conduct of the war in Vietnam, the United States saw British support as a key component of its efforts to sway public opinion. This is the first serious examination of the impact of the Vietnam War on the Anglo-American special relationship during the years of the Johnson presidency. Using recently released government papers, oral interviews, and transcripts of presidential phone conversations, Ellis discusses the discord between the United Kingdom and the United States over the war in Southeast Asia. She focuses on the pressures placed on Prime Minister Harold Wilson's Labor Government to provide material aid to the war and to remain squarely behind the U.S. war effort in public.Britain's refusal to send troops to Vietnam and Wilson's insistence on trying to mediate the conflict were both sources of tension between the allies. This study explores the extent to which the United Kingdom was pressured to send troops to the combat zone, the part that the personal relationship between Wilson and Johnson played in the tensions, and the evidence that a deal was done to link the maintenance of British defenses East of Suez with U.S. support for the pound sterling. It concludes that Wilson managed to walk a political tightrope on Vietnam, providing just enough diplomatic support for the Americans to keep Washington satisfied and putting just enough limits on that support to keep an increasingly vociferous domestic anti-war movement at bay.

By the 1930s fascist dictator Benito Mussolini reached the conclusion that Italy faced a clear choice: expand its power at the expense of the British and French Empires or face stagnation and decline. He believed that the regimes in the democratic West would not be able to contain their inherent hostility toward fascist dynamism, while their demographic and political weaknesses provided the opportunity for the younger, demographically virile fascist Italy to carve a new empire in the Mediterranean status quo.Through his intervention in the Spanish Civil War and his attempts to challenge French Power in Europe and British imperial domination of the Middle East and East Africa, Mussolini sought to decisively change Italy's long-standing position as the least of the Great Powers. Although the Pact of Steel did not always function smoothly, Mussolini remained loyal to its principles, eventually throwing Italy into the Second World War, where he would belatedly discover that his regime had signally failed to prepare his legions for fighting in a modern war.

Although events in East Asia were a sideshow in the great drama of World War I, what happened there shattered the accord between Japan and the United States. This book pursues the two-fold question of how and why U.S.-Japanese tensions developed into antagonism during the war by inquiring into the historical sources of both sides. Kawamura explains this complex phenomenon by looking at various factors: conflicts of national interests—geopolitical and economic; perceptual problems such as miscommunication, miscalculation, and mistrust; and, most important of all, incompatible approaches to foreign policy. America's universalism and the unilateralism inherent in Wilsonian idealistic internationalism clashed with Japan's particularistic regionalism and the pluralism that derived from its strong sense of racial identity and anti-Western nationalistic sentiments.By looking at the motives and circumstances behind Japan's expansionist policy in East Asia, Kawamura suggests some of the centrifugal forces that divided the nations and challenged the premise of Wilsonian internationalism. At the same time, through critical examination of the Wilson administration's universalist and unilateral response to Japan's actions, she raises serious questions about the effectiveness of American foreign policy. At the close of the 20th century, after 50 years of Cold War, those in search of a new world order tend to resort to Wilsonian rhetoric. This book suggests that it can be unwise to apply a universalistic and idealistic approach to international conflicts that often result from extreme nationalism, regionalism, and racial rivalry.

Promoted as a means for rectifying the problems of a region in extreme need, the Anglo-American Caribbean Commission (AACC) only exposed and exacerbated the underlying antagonisms between Britain and the United States over the economic and political structure of the post-war world. This study places the AACC, formed in 1942, within the context of the Anglo-American wartime special relationship, and examines the political, economic, and security motives at the heart of this unique and little-known collaboration. It exposes the determination of the United States to use exigencies of war to impose its post-war plans upon Britain, and the tenacity of the British to defend even the smallest and least regarded of its possessions regardless of local and international opposition.The AACC was a battleground of conflicting British and American visions of a new West Indies, and it would thus serve as a rehearsal for key debates that would emerge at the end of the war. For the United States, the AACC was a vehicle for promoting America's broad postwar ambitions in the West Indies; for Britain, it was simply part of the price that had to be paid for American assistance in the war effort. Debates within the AACC over the future of West Indian sugar, the regulation of tariffs and trade, constitutional reform and the expansion of civil aviation mirrored wider British and American differences.
