The history of human rights suggests that individuals should be empowered in their natural, political, political, social and economic vulnerabilities. States within the international arena hold each other responsible for doing just that and support or interfere where necessary. States are to protect these essential human vulnerabilities, even when this is not a matter of self-interest. This function of human rights is recognized in contexts of intervention, genocide, humanitarian aid and development. This book develops the idea of environmental obligations as long-term responsibilities in the context of human rights. It proposes that human rights require recognition that, in the face of unsustainable conduct, future human persons are exposed and vulnerable. It explores the obstacles for long-term responsibilities that human rights law provides at the level of international and national law and challenges the question of whether lifestyle restrictions are enforceable in view of liberties and levels of wellbeing typically seen as protected by human rights. Rights-based ethics offer a conceptual framework to address the complex ethical issues of our time. This volume combines systematic and historical perspectives on rights-based ethics with discussions of a broad range of topics in applied ethics to assess the achievements and limits of rights-based approaches.The normative concepts of fundamental human rights and human dignity play an essential role in considerations about global justice and international politics. CHRISTOPH REHMANN-SUTTER, MARCUS DÜWELL, DIETMAR MIETH When we placed “finitude”, “limits of human existence” as a motto over a round of discussion on biomedicine and bioethics (which led to this collection of essays) we did not know how far this would lead us into methodological quandaries. However, we felt intuitively that an interdisciplinary approach including social and cultural sciences would have an advantage over a solely disciplinary (philosophical or theological) analysis. Bioethics, if it is to have adequate discriminatory power, should include sensitivity to the cultural contexts of biomedicine, and also to the cultural contexts of bioethics itself. Context awareness, of course, is not foreign to philosophical or theological bioethics, for the simple reason that the issues tackled in the debates (as in other fields of ethics) could not be adequately understood outside their contexts. Moral issues are always accompanied by contexts. When we try to unpack them – which is necessary to make them accessible to ethical discussion – we are regularly confronted with the fact that in removing too much of the context we do not clarify an issue, but make it less comprehensible. The context – at least some essential parts of it – is intrinsic to the issue. Unpacking in ethics is therefore a different procedure. It does not mean peeling the context off, but rather identifying which contextual elements are essential for an understanding of the key moral aspects of the issue, and explaining how they establish its particular character.

Bioethicists were initially c- cerned about questions of reproduction, end of life, organ transplantation, and a broad range of moral problems raised by the forward march of the life sciences. Meanwhile these sciences grew to be a major in?uence in nearly all areas of our lives. Biotechnology has brought about considerable changes in agriculture, plant breeding, pharmacy, veterinary medicine and medicine in general. These scienti?c and technological changes in turn are having a profound in?uence on economy, law, politics and culture. The life sciences are now certain to change our world in important ways. Because of their potentially all-pervasive and highly diverse impact, bioethical discussions concerning the life sciences are no longer simply about ethical gui- lines or legal regulation of concrete technologies. Certainly, the on-going debates concerning rules and regulations are complicated – and becoming more so. Nev- theless, bioethics cannot be restricted to these topics – they cover but a fraction of the social and personal consequences of bio-technological change. The life sciences drive us to rethink long-time-honoured concepts of humanness, of personhood, of nature. Bioethics therefore needs to develop an understanding of the impact those changes have on the conceptualization of the ethical dimension of the life sciences.

Technology is in- uential on society; technological innovations act upon the perception of ourselves, the world, and our relation with fellow humans and other objects. Technology is changing everything we do by creating new entities (such as software, nanop- ticles, or Internet), by changing the scale of activities (e. g. vast amounts of data about people can be stored and analysed, and not infrequently without people - ing aware of this), by generating new kinds of knowledge (for instance about i- nesses, the human genome and so on). Technologies, as a consequence, impinge upon our morality and for this reason an ethics of technology should not wait passively until moral problems arise and not only focus on identi ed and exi- ing moral problems, but contemplate technology developments and possible - pacts proactively. However, this is easier said than done, because a prospective and proactive evaluation of technology developments is complicated by complexity and uncertainty. The uncertainty of technology development is closely related to one of the str- ing features of technology, namely what Jim Moor has coined logical malleability. (1985, 269) Technological devices are logically malleable in that they can be shaped to do any activity that can be characterised in terms of logical operations.
