The Court of Justice of the European Union (CJEU) has become famed - and often shamed - for its political power. In scholarly literature, this supranational court has been regarded as a 'master of integration' for its capacity to strengthen integration, sometimes against the will of member states. In the public debate, the CJEU has been severely criticized for extending EU competences at the expense of the member states. In An Ever More Powerful Court? The Political Constraints of Legal Integration in the European Union, Dorte Sindbjerg Martinsen challenges these views with her careful examination of how judicial-legislative interactions determine the scope and limits of European integration in the daily EU decision-making process. Methodologically, the book takes a step forward in the examination of judicial influence, suggesting a 'law attainment' approach as a novel method, combined with a large set of interviews with the current decision-makers of social Europe. Through a study of social policy developments from 1957 to 2014, as well as a critical analysis of three case studies - EU regulation of working time; patients' rights in cross-border healthcare; and EU posting of worker regulations - Martinsen reveals the dynamics behind legal and political integration and the CJEU's ability to foster political change for a European Union social policy.

Addressing the relationship between masculinity, war, and violence, this book covers these themes broadly and across different disciplines. This volume examines the relationship between hope, mobility, and immobility in African migration. Through case studies set within and beyond the continent, it demonstrates that hope offers a unique prism for analyzing the social imaginaries and aspirations which underpin migration in situations of uncertainty, deepening inequality, and delimited access to global circuits of legal mobility.The volume takes departure in a mobility paradox that characterizes contemporary migration. Whereas people all over the world are exposed to widening sets of meaning of the good life elsewhere, an increasing number of people in the Global South have little or no access to authorized modes of international migration. This book examines how African migrants respond to this situation. Focusing on hope, it explores migrants’ temporal and spatial horizons of expectation and possibility and how these horizons link to mobility practices. Such analysis is pertinent as precarious life conditions and increasingly restrictive regimes of mobility characterize the lives of many Africans, while migration continues to constitute important livelihood strategies and to be seen as pathways of improvement. Whereas involuntary immobility is one consequence, another is the emergence and consolidation of new destinations emerging in the Global South. The volume examines this development through empirically grounded and theoretically rich case studies in migrants’ countries of origin, zones of transit, and in new and established destinations in Europe, North America, the Middle East, Latin America and China. It thereby offers an original perspective on linkages between migration, hope, and immobility, ranging from migration aspirations to return.

Welfare-to-work or activation policies refer to programmes aimed at promoting the employability, labour-market and social participation of benefit recipients of working age. Frontline workers delivering these policies are conceived of as policy implementers, as policy makers, and as actors mediating politics in an arena where conflicting interests are at stake. Frontline work plays a crucial role in determining what welfare-to-work practically means and how it affects the lives of the people it targets. The European Union’s (EU) fundamental principles on free movement of persons and non-discrimination have long challenged the traditional closure of the welfare state. Although EU-wide free movement and national welfare appeared largely unproblematic before Eastern enlargement, the increased differences among EU member states in economic development and welfare provision have resulted in fears about potential welfare migration. Because rights of EU citizens were shaped to an important extent by jurisprudence of the European Court of Justice, these are often not very clearly delineated, and easily politicised. This comprehensive volume shows the normative limits of a strict non-discriminatory approach to EU citizens’ access to national welfare and analyses how the Court developed its jurisprudence, partly reacting to politicisation. Although, empirically, free movement negatively impacts national welfare only under extreme conditions, it is notable that member states have adjusted their social policies in reaction to EU jurisprudence and migration pressure alike. Their heterogeneous institutions of national welfare, administration and labour markets imply for member states that they face very different opportunities and challenges in view of intra-EU migration.This book was originally published as a special issue of the Journal of European Public Policy.

In the last decade, graphical models have become increasingly popular as a statistical tool. This book is the first which provides an account of graphical models for multivariate complex normal distributions. Beginning with an introduction to the multivariate complex normal distribution, the authors develop the marginal and conditional distributions of random vectors and matrices. Then they introduce complex MANOVA models and parameter estimation and hypothesis testing for these models. After introducing undirected graphs, they then develop the theory of complex normal graphical models including the maximum likelihood estimation of the concentration matrix and hypothesis testing of conditional independence.
