Drawing on original research, Kristin A. Goss examines how women's civic place has changed over the span of more than 120 years, how public policy has driven these changes, and why these changes matter for women and American democracy. Suffrage, which granted women the right to vote and invited their democratic participation, provided a dual platform for the expansion of women's policy agendas. As measured by women's groups' appearances before the U.S. Congress, women's collective political engagement continued to grow between 1920 and 1960—when many conventional accounts claim it declined—and declined after 1980, when it might have been expected to grow. This waxing and waning was accompanied by major shifts in issue agendas, from broad public interests to narrow feminist interests.Goss suggests that ascriptive differences are not necessarily barriers to disadvantaged groups' capacity to be heard; that enhanced political inclusion does not necessarily lead to greater collective engagement; and that rights movements do not necessarily constitute the best way to understand the political participation of marginalized groups. She asks what women have gained — and perhaps lost — through expanded incorporation as well as whether single-sex organizations continue to matter in 21st-century America.

As the number of women in the U.S. Senate grows, so does the number of citizens represented by women senators. At the same time, gender remains a key factor in senators’ communications to constituents as well as in news media portrayals of senators. Focusing on 32 male and female senators during the 2006 congressional election year, Kim L. Fridkin and Patrick J. Kenney examine in detail senators’ official websites, several thousand press releases and local news stories, and surveys of 18,000 citizens to discern constituents’ attitudes about their senators. The authors conclude that gender role expectations and stereotypes do indeed constrain representational and campaign messages and influence news coverage of both candidates and elected senators. Further, while citizens appear to be less influenced by entrenched stereotypes, they pay more attention to female senators’ messages and become more knowledgeable about them, in comparison to male senators.

Politicized motherhood persists, and motherhood continues to inspire women’s participation and direct their concerns.In The Political Consequences of Motherhood, Jill S. Greenlee investigates the complex relationship between motherhood and women’s political attitudes. Combining a historical overview of the ways motherhood has been used for political purposes with recent political opinion surveys and individual-level analysis, she explains how and when motherhood shapes women’s thoughts and preferences. Greenlee argues that two mechanisms account for the durability of motherhood politics. First, women experience attitudinal shifts when they become mothers. Second, “mother” is a broad-based identity, widely shared and ideologically unconstrained, that lends itself to appeals across the political spectrum to build support for candidates and policy issues.

Barbara Burrell presents a comprehensive comparative examination of men's and women’s candidacies for the U.S. House of Representatives in elections from 1994 through 2012. Analyzing extensive data sets on all major party candidates for 10 elections—covering candidate status, party affiliation, fund-raising, candidate background variables, votes obtained, and success rates for both primary and general elections—Burrell finds little evidence of categorical discrimination against women candidates. Women compete equally with men and often outpace them in raising money, gaining interest group and political party support, and winning elections. Yet the number of women elected to the U.S. House has expanded only incrementally. The electoral structure limits opportunities for newcomers to win congressional seats and there remains a lower presence of women in winnable contests despite growing recruitment efforts. Burrell suggests that congressional dysfunction discourages potential candidates from pursuing legislative careers and that ambitious women are finding alternative paths to influence and affect public policy.

Even at their highest positions, and while completing their greatest achievements, both May and Pelosi faced gendered critiques and intraparty challenges to their leadership. To explain women’s underrepresentation in American politics, researchers have directed their attention to differences between men and women, especially during the candidate emergence process, which includes recruitment, perception of qualifications, and political ambition. Although these previous analyses have shown that consistent dissimilarities likely explain why men outnumber women in government, they have overlooked a more explicit role for gender (masculinity and femininity) in explanations of candidate emergence variation.Meredith Conroy and Sarah Oliver focus on the candidate emergence process (recruitment, perceived qualifications, and ambition), and investigate the affects of individuals’ gender personality on these variables to improve theories of women’s underrepresentation in government. They argue that since politics and masculinity are congruent, we should observe more precise variation in the candidate emergence process along gender differences, than along sex differences in isolation. Individuals who are more masculine will be more likely to be recruited, perceive of themselves as qualified, and express political ambition, than less masculine individuals. This differs from studies that look at sex differences, because it accepts that some women defy gender norms and break into politics. By including a measure of gender personality we can more fully grapple with women’s progress in American politics, and consider whether this progress rests on masculine behaviors and attributes.
