Until recently, few gender scholars took notice of the impact of state architecture on women's representation, political opportunities, and policy achievements. Likewise scholars of federalism, devolution and multilevel governance have largely ignored their gender impact. For the first time, this book explores how women's politics is affected by and affects federalism, whether in Australia, Canada, India, Mexico, Nigeria, Russia or the US. Equally, it assesses the gender implications of devolution and multilevel governance in the European Union, including case studies of the UK and Germany. Globally, multilevel governance is providing new arenas for women's politics. For example, CEDAW (the UN Convention for the Elimination of All Forms of Discrimination against Women) has led most governments to adopt gender-equality norms while other UN instruments have supported Aboriginal self-government. Walking the Gendered Tightrope analyzes the gendered expectations for women in high offices through the examples of British Prime Minister Theresa May and U.S. Speaker of the House Nancy Pelosi. Even at their highest positions, and while completing their greatest achievements, both May and Pelosi faced gendered critiques and intraparty challenges to their leadership. While other books have analyzed the barriers to higher office that women face, this book reveals how women in positions of power are still forced to balance feminine stereotypes with the perception of power as masculine in order to prove their legitimacy. By examining intraparty dynamics, this book offers a unique comparison between a majoritarian presidential and Westminster parliamentary system. Gendering the State is a ground-breaking collection of studies that examines the efforts of women in countries all over the world to frame public policy debates on nationally critical issues in gendered terms. This is the latest volume in the Research Network on Gender and the State (RNGS) collaborative studies. Using the RNGS model of women's movement and women's policy actor strategies to influence public policy debates and state response, the book looks at data gathered from ten European countries (including Finland and Sweden), plus Japan, Australia, Canada, and the United States from the 1990s to today.The overall study is grouped into three distinct patterns of state change: state downsizing—particularly in social policy areas (Canada, Finland, the Netherlands, the United States, and Spain); expansion of state activities into previously less-regulated areas (Austria, France, Germany, and Sweden); and transformation—often constitutionally based—of representative structures (Australia, Belgium, Italy, Japan, and the United Kingdom). Examination of these patterns reveals the impact of the changes in state structures and national priorities on the effectiveness and ability of women's movement actors in achieving their goals.
