In the next several decades, a significant percentage of the country's transportation, communications, environmental, and power system infrastructures, as well as public buildings and facilities, will have to be renewed or replaced. Next-generation infrastructure will have to meet very high expectations in terms of durability, constructability, performance, and life-cycle cost. One way of meeting future expectations will be through improved, high-performance materials, but before new materials can be confidently deployed in the field, a thorough and comprehensive understanding must be developed of their long-term performance in a variety of applications and physical environments. The National Science Foundation (NSF) has launched an initiative to promote the development of innovative short-term laboratory or in-situ tests for making accurate, reliable predictions of the long-term performance of materials and requested that the National Research Council (NRC) conduct a workshop as a reconnaissance-level assessment of models and methods that are being used, or potentially could be used, to determine the long-term performance of infrastructure materials and components.

Public agencies, private corporations, nonprofit institutions, and other organizations regularly invest millions of dollars in acquiring buildings and other constructed facilities to support their lines of business. For this investment, the owner receives a complex structure composed of hundreds of separate but interrelated components, including roofs, walls, foundations, electrical, plumbing, heating, air conditioning, ventilation, fire, communication, safety, and architectural systems. These components and systems must all be maintained and repaired to optimize the facility's performance throughout its service life and to provide a safe, healthy, and productive environment for its users and occupants. Linking the Construction Industry: Electronic Operation and Maintenance Manuals is a summary of a workshop that was held at the National Academy of Sciences in Washington, D.C., on October 13, 1999.The workshop, planned and organized by the Federal Facilities Council and the National Institute of Building Sciences, brought together an invited audience of building industry stakeholders, including owners and operators from federal agencies and other organizations, building component and system manufacturers, publishers of building product data and maintenance manuals, and CMMS software developers to revisit the issue of electronic operation and maintenance manuals.

In this study outsourcing is defined as the organizational practice of contracting for services from an external entity while retaining control over assets and oversight of the services being outsourced. In the 1980s, a number of factors led to a renewed interest in outsourcing. For private sector organizations, outsourcing was identified as a strategic component of business process reengineering-an effort to streamline an organization and increase its profitability. In the public sector, growing concern about the federal budget deficit, the continuing long-term fiscal crisis of some large cities, and other factors accelerated the use of privatization measures (including outsourcing for services) as a means of increasing the efficiency of government.

In 1986, the FFC requested that the NRC appoint a committee to examine the field and propose ways by which the POE process could be improved to better serve public and private sector organizations. The resulting report, Post-Occupancy Evaluation Practices in the Building Process: Opportunities for Improvement, proposed a broader view of POEs-from being simply the end phase of a building project to being an integral part of the entire building process. The authoring committee recommended a series of actions related to policy, procedures, and innovative technologies and techniques to achieve that broader view. In 2000, the FFC funded a second study to look at the state of the practice of POEs and lessons-learned programs among federal agencies and in private, public, and academic organizations both here and abroad. The sponsor agencies specifically wanted to determine whether and how information gathered during POE processes could be used to help inform decisions made in the programming, budgeting, design, construction, and operation phases of facility acquisition in a useful and timely way.To complete this study, the FFC commissioned a set of papers by recognized experts in this field, conducted a survey of selected federal agencies with POE programs, and held a forum at the National Academy of Sciences on March 13, 2001, to address these issues. This report is the result of those efforts.

Concerned with the vulnerability of U.S. civilian and military personnel to terrorist bombing attacks, the U.S. Congress directed the Department of Defense to undertake a comprehensive research and testing program aimed at protecting people in buildings from such attacks. The Blast Mitigation for Structures Program (BMSP) was initiated in 1997 and has produced a large volume of experimental and analytical data that will permit the design of new, more robust buildings as well as the development of methods to retrofit a large number of vulnerable existing structures. This report reviews the BMSP program and investigates a process that would use existing institutional infrastructures (i.e., building code and standards-writing organizations, professional and technical organizations, universities, and research centers) to disseminate knowledge.

Recurrent problems with project performance in the U.S. Department of Energy (DOE) in the 1990s raised questions in Congress about the practices and processes used by the department to manage projects. The 105th Committee of Conference on Energy and Water Resources directed DOE to investigate establishing a project review process. Many of the findings and recommendations in this series of reports identified the need for improved planning in the early project stages (front-end planning) to get the project off to the right start, and the continuous monitoring of projects by senior management to make sure the project stays on course. These reports also stressed the need for DOE to act as an owner, not a contractor, and to train its personnel to function not as traditional project managers but as knowledgeable owner's representatives in dealing with projects and contractors.The NRC Committee for Oversight and Assessment of Department of Energy Project Management determined that it would be helpful for DOE to sponsor a forum in which representatives from DOE and from leading corporations with large, successful construction programs would discuss how the owner's role is conducted in government and in industry. In so doing, the committee does not claim that all industrial firms are better at project management than the DOE. Far from it-the case studies represented at this forum were selected specifically because these firms were perceived by the committee to be exemplars of the very best practices in project management. Nor is it implied that reaching this level is easy; the industry speakers themselves show that excellence in project management is difficult to achieve and perhaps even more difficult to maintain. Nevertheless, they have been successful in doing so, through constant attention by senior management.

In November 1999, GSA and the U.S. Department of State convened a symposium to discuss the apparently conflicting objectives of security from terrorist attack and the design of public buildings in an open society. The symposium sponsors rejected the notion of rigid, prescriptive design approaches. The symposium concluded with a challenge to the design and security professions to craft aesthetically appealing architectural solutions that achieve balanced, performance-based approaches to both openness and security. In response to a request from the Office of the Chief Architect of the Public Buildings Service, the National Research Council (NRC) assembled a panel of independent experts, the Committee to Review the Security Design Criteria of the Interagency Security Committee. This committee was tasked to evaluate the ISC Security Design Criteria to determine whether particular provisions might be too prescriptive to allow a design professional "reasonable flexibility" in achieving desired security and physical protection objectives.

Boston's Central Artery/Tunnel Project, a 7.8 mile system of bridges and underground highways and ramps, is the most expensive public works project ever undertaken in the United States. The original cost estimate of $2.6 billion has already been exceeded by $12 billion, and the project will not be completed until 2005, seven years late. The Massachusetts Turnpike Authority (MTA), the public steward of the project, requested that the National Research Council carry out an independent assessment of the project's management and contract administration practices, with a focus on the present situation and measures that should be taken to bring the project to a successful conclusion. This report presents the committee's findings and recommendations pertaining to cost, scheduling, and transitioning from the current organization dominated by consultants to an operations organization composed largely of full-time MTA staff.The report recommends that MTA establish an external, independent, peer-review program to address technical and management issues until the transition to operations and maintenance is complete; begin a media campaign now to teach drivers how to use the new system safely; and develop, immediately implement, and maintain a comprehensive security program.

The application of technology to housing design, construction, and operation offers opportunities for improving affordability, energy efficiency, comfort, safety, and convenience for consumers. New technologies and production processes could help resolve serious problems facing housing producers, including labor shortages, interruptions due to inclement weather, quality control, and theft and vandalism losses. However, it is generally believed that realizing these benefits on a broad scale is considerably hindered by characteristics of the housing industry that inhibit the development and diffusion of innovations. The Partnership for Advancing Technology in Housing (PATH) supports activities to address issues that are perceived by the industry to be the primary causes of the problems, i.e., barriers to innovation, lack of accessible information, and insufficient research and development (R&D) (NAHBRC, 1998). PATH was initiated in 1998 when Congress appropriated funds for the U.S. Department of Housing and Urban Development (HUD) to begin implementing the concept, which was created by the National Science and Technology Council Construction and Building Subcommittee (NSTC C&B).At the request of HUD, the National Research Council (NRC) assembled a panel of experts as the Committee for Review and Assessment of the Partnership for Advancing Technology in Housing under the NRC Board on Infrastructure and the Constructed Environment. The committee was asked to assess how well PATH is achieving its many program objectives to expand the development and utilization of new technologies in the U.S. housing industry. The committee has approached evaluation of the program as an exercise that also provides direction for PATH's future improvement.

Although most federal facilities projects are successfully completed (i.e., they reasonably meet the agency's requirements and expectations), the perception is that development of the scope of work for design for these projects is challenging and in some cases poorly performed. Based on this perception, a study was commissioned by the Federal Facilities Council (FFC) of the National Research Council to identify the elements that should be included in a scope of work for design to help ensure that the resulting facility is one that supports the fulfillment of a federal agency's program or mission. Its objectives also included identifying key practices for developing effective scopes of work for design involving new construction or major renovation projects and identifying key practices for matching the scope of work with the acquisition strategy, given a range of project delivery systems and contract methods.

This report highlights markers along a pathway to the future, discusses the nation's fire research needs and the resources that will be required, and suggests a role for NSF and other key agencies and institutions. Review and Assessment of the Health and Productivity Benefits of Green Schools

Some educational professionals have suggested that so-called green schools would result in superior performance and increased health for students and teachers. While there is no commonly accepted definition of a green school, there are a number of attributes that such schools appear to have: low cost operations, security, healthy and comfortable, and an environment that enhances learning are among them. To determine the health and productivity benefits of green schools, the Massachusetts Technology Collaborative, the Barr and Kendall Foundations, the Connecticut Clean Energy Fund, and the U.S. Green Building Council asked the NRC to examine available studies about the effects of green schools on student learning and teacher productivity. This interim report presents an evaluation of evidence for relationships between various health, learning, and productivity outcomes and five characteristics of green schools: the building envelope, ventilation, lighting, acoustics, and condition. The final report will present evaluations for additional characteristics, a synthesis of the results of all assessments, and promising areas of research.

The National Research Council's (NRC's) involvement with the Partnership for Advancing Technology in Housing (PATH) started in 2000 with a three-year review and assessment of the PATH program. The resulting report, Promoting Innovation: 2002 Assessment of the Partnership for Advancing Technology in Housing, included a series of recommendations regarding the focus of the PATH program's goals and the performance measures used to manage the program and assess progress in its formative years. Subsequently, the Department of Housing and Urban Development (HUD) asked the NRC to convene a workshop to assess PATH's most recent draft strategy, operating plan, and performance measures to determine their responsiveness to the recommendations in the 2002 Assessment and their suitability for guiding PATH into the future. This report outlines the workshop discussions, which focused on the three major PATH goals. Workshop participants discussed possible strategies for improving communication among all the players in housing and housing innovation, and commented on a number of questions: Do the goals of the PATH program convey a clear idea of what PATH is trying to achieve?Are the performance measures effective in assessing progress toward the goals? Do the goals and measures provide an adequate indication of innovation in the housing industry? This report concludes with a discussion that focuses on the path forward and how the goals and performance measures could be improved to increase the probability of the success and growth of PATH.

Evidence has accumulated that shows that the quality of indoor environments can affect the health and productivity of adults and children. One consequence is that a movement has emerged to promote the design of schools that have fewer adverse environmental effects. To examine the potential of such design for improving education, several private organizations asked the NRC to review and assess the health and productivity benefits of green schools. This report provides an analysis of the complexity of making such a determination; and an assessment of the potential human health and performance benefits of improvements in the building envelope, indoor air quality, lighting, and acoustical quality. The report also presents an assessment of the overall building condition and student achievement, and offers an analysis of and recommendations for planning and maintaining green schools including research considerations.

The National Academy of Construction (NAC) has determined that disputes, and their accompanying inefficiencies and costs, constitute a significant problem for the industry. In 2002, the NAC assessed the industry's progress in attacking this problem and determined that although the tools, techniques, and processes for preventing and efficiently resolving disputes are already in place, they are not being widely used. In 2003, the NAC helped to persuade the Center for Construction Industry Studies (CCIS) at the University of Texas and the Alfred P. Sloan Foundation to finance and conduct empirical research to develop accurate information about the relative transaction costs of various forms of dispute resolution. In 2004 the NAC teamed with the Federal Facilities Council (FFC) of the National Research Council to sponsor the "Government/Industry Forum on Reducing Construction Costs: Uses of Best Dispute Resolution Practices by Project Owners." The forum was held on September 23, 2004, at the National Academy of Sciences in Washington, D.C. Speakers and panelists at the forum addressed several topics.Reducing Construction Costs addresses topics such as the root causes of disputes and the impact of disputes on project costs and the economics of the construction industry. A second topic addressed was dispute resolution tools and techniques for preventing, managing, and resolving construction- related disputes. This report documents examples of successful uses of dispute resolution tools and techniques on some high-profile projects, and also provides ways to encourage greater use of dispute resolution tools throughout the industry. This report addresses steps that owners of construction projects (who have the greatest ability to influence how their projects are conducted) should take in order to make their projects more successful.

Peer review is an essential component of engineering practice and other scientific and technical undertakings. Peer reviews are conducted to ensure that activities are technically adequate, competently performed, and properly documented; to validate assumptions, calculations, and extrapolations; and to assess alternative interpretations, methodologies, acceptance criteria, and other aspects of the work products and the documentation that support them. Effective peer reviews are conducted in an environment of mutual respect, recognizing the contributions of all participants. Their primary objective is to help the project team achieve its goals. Reviews also contribute to quality assurance, risk management, and overall improvement of the management process. The U.S. Department of Energy (DOE) conducts different types of peer reviews at the different stages of a project, including reviews to assess risks and other factors related to design, safety, cost estimates, value engineering, and project management. Independent project reviews (IPRs) are conducted by federal staff not directly affiliated with the project or program and management and operations (M&O) contractors.External independent reviews (EIRs) are overseen by the Office of Engineering and Construction Management and conducted by contractors external to the department. EIRs are the primary focus of this report. However, the committee found that, in many cases, IPRs are explicitly used as preparation for or as preliminary reviews prior to EIRs. Thus, because IPRs are integral to the review process in DOE, they are also discussed because they might have an effect on EIRs. In October 2000, DOE issued Order 413.3, Program and Project Management for the Acquisition of Capital Assets (DOE, 2000). The U.S. government is faced with growing challenges to managing its facilities and infrastructure. A number of factors such as shrinking budgets, an aging workforce, and increasing costs demand new approaches to federal facilities management. The Federal Facilities Council of the NRC has sponsored a number of studies looking at ways to meet these challenges. This fourth study focuses on the people and skills that will needed to manage federal facilities in the next decade and beyond. The book presents a discussion of the current context of facilities management; an analysis of the forces affecting federal facilities asset management; an assessment of core competencies for federal facilities management; a comprehensive strategy for workforce development; and recommendations for implementing that strategy.
