Hazardous Waste Site Management addresses current methods used in the regulatory process with respect to water quality cleanup levels. Information and perspectives on the adequacy of these methods are provided by representatives from water utilities, industry, and environmental groups. Setting environmental standards, establishing and meeting ground-water protection goals, and specific approaches to setting goals are also fully examined.

This book contains 11 papers that review the extant information about the Colorado River from an ecosystem perspective and serve as the basis for discussion of the use of ecosystem/earth science information for river management and dam operations. It also contains a synopsis of the committee's findings and recommendations to the Bureau of Reclamation as the agency seeks to change its direction to the management of natural resources.

How can high-growth areas such as Africa, Asia, and Latin America sustain agricultural production for current and future generations? Toward Sustainability explores research priorities to support sustainable agriculture. The book identifies six areas that could offer great rewards: addressing institutional constraints on resource conservation, enhancing soil biological processes, managing soil properties, improving water resource management, matching crops to environments, and effectively incorporating social and cultural dimensions into research. Also highlighted is the importance of developing collaborative, integrated research strategies and flexible mechanisms to periodically evaluate and reassess research priorities.

This volume, a collection of seven essays by individuals prominent in the water resources field, commemorates the tenth anniversary of the Water Science and Technology Board. The essays cover a variety of current issues in the field, including intergenerational fairness and water resources, the relationship between policy and science for American rivers, changing values and perceptions in the hydrologic sciences, challenges to water resources decision making, and changing concepts of systems management. An overview of institutions in the field is also given.

This book addresses the technical, health, regulatory, and social aspects of ground water withdrawals, water use, and water quality in the metropolitan area of Mexico City, and makes recommendations to improve the balance of water supply, water demand, and water conservation. The study came about through a nongovernmental partnership between the U.S. National Academy of Sciences' National Research Council and the Mexican Academies of Science and Engineering. The book will contain a Spanish-language translation of the complete English text.

Hydrologic science, an important, interdisciplinary science dealing with the occurrence, distribution, and properties of water on Earth, is key to understanding and resolving many contemporary, large-scale environmental issues. The Water Science and Technology Board used the opportunity of its 1997 Abel Wolman Distinguished Lecture to assess the vitality of the hydrologic sciences by the hydrologic community. The format included focus by lecturer Thomas Dunne on the intellectual vitality of the hydrologic sciences, followed by a symposium featuring several invited papers and discussions. Hydrologic Sciences is a compilation of the Wolman Lecture and the papers, preceded by a summarizing overview. The volume stresses a number of needs for furtherance of hydrologic science, including development of a coherent body of transferable theory and an intellectual center for the science, communication across multiple geo- and environmental science disciplines, appropriate measurements and observations, and provision of central guidance for the field.

Just below our feet is an environment that supports our infrastructure, yields water, provides for agriculture, and receives our waste. Our capacity to describe, or characterize, this environment is crucial to the solution of many resource, environmental, and engineering problems. And just as medical imaging technologies have reduced the need for exploratory surgeries, a variety of technologies hold the promise for rapid, relatively inexpensive noninvasive characterization of the Earth's subsurface. Seeing into the Earth examines why noninvasive characterization is important and how improved methods can be developed and disseminated. Looking at the issues from both the commercial and public perspectives, the volume makes recommendations for linking characterization and cost savings, closing the gap between the state of science and the state of the practice, and helping practitioners make the best use of the best methods. The book provides background on: * The role of noninvasive subsurface characterization in contaminant cleanup, resource management, civil engineering, and other areas. * The physical, chemical, biological, and geological properties that are characterized.* Methods of characterization and prospects for technological improvement. Certain to be important for earth scientists and engineers alike, this book is also accessible to interested lay readers.

Research Needs in Subsurface Science provides an overview of the subsurface contamination problems across the DOE complex and shows by examples from the six largest DOE sites (Hanford Site, Idaho Engineering and Environmental Laboratory, Nevada Test Site, Oak Ridge Reservation, Rocky Flats Environmental Technology Site, and Savannah River Site) how advances in scientific and engineering knowledge can improve the effectiveness of the cleanup effort. This report analyzes the current Environmental Management (EM) Science Program portfolio of subsurface research projects to assess the extent to which the program is focused on DOE's contamination problems. This analysis employs an organizing scheme that provides a direct linkage between basic research in the EM Science Program and applied technology development in DOE's Subsurface Contaminants Focus Area. Research Needs in Subsurface Science also reviews related research programs in other DOE offices and other federal agencies (see Chapter 4) to determine the extent to which they are focused on DOE's subsurface contamination problems.On the basis of these analyses, this report singles out the highly significant subsurface contamination knowledge gaps and research needs that the EM Science Program must address if the DOE cleanup program is to succeed.

In 1997, New York City adopted a mammoth watershed agreement to protect its drinking water and avoid filtration of its large upstate surface water supply. Shortly thereafter, the NRC began an analysis of the agreement's scientific validity. The resulting book finds New York City's watershed agreement to be a good template for proactive watershed management that, if properly implemented, will maintain high water quality. However, it cautions that the agreement is not a guarantee of permanent filtration avoidance because of changing regulations, uncertainties regarding pollution sources, advances in treatment technologies, and natural variations in watershed conditions. The book recommends that New York City place its highest priority on pathogenic microorganisms in the watershed and direct its resources toward improving methods for detecting pathogens, understanding pathogen transport and fate, and demonstrating that best management practices will remove pathogens. Other recommendations, which are broadly applicable to surface water supplies across the country, target buffer zones, stormwater management, water quality monitoring, and effluent trading.

Environmental indicators, such as global temperatures and pollutant concentrations, attract scientists' attention and often make the headlines. Equally important to policymaking are indicators of the ecological processes and conditions that yield food, fiber, building materials and ecological "services" such as water purification and recreation. This book identifies ecological indicators that can support U.S. policymaking and also be adapted to decisions at the regional and local levels. The committee describes indicators of land cover and productivity, species diversity, and other key ecological processes--explaining why each indicator is useful, what models support the indicator, what the measured values will mean, how the relevant data are gathered, how data collection might be improved, and what effects emerging technologies are likely to have on the measurements. The committee reviews how it arrived at its recommendations and explores how the indicators can contribute to policymaking. Also included are interesting details on paleoecology, satellite imagery, species diversity, and other aspects of ecological assessment.Federal, state, and local decisionmakers, as well as environmental scientists and practitioners, will be especially interested in this new book.

In the past decade, officials responsible for clean-up of contaminated groundwater have increasingly turned to natural attenuation-essentially allowing naturally occurring processes to reduce the toxic potential of contaminants-versus engineered solutions. This saves both money and headaches. To the people in surrounding communities, though, it can appear that clean-up officials are simply walking away from contaminated sites. When is natural attenuation the appropriate approach to a clean-up? This book presents the consensus of a diverse committee, informed by the views of researchers, regulators, and community activists. The committee reviews the likely effectiveness of natural attenuation with different classes of contaminants-and describes how to evaluate the "footprints" of natural attenuation at a site to determine whether natural processes will provide adequate clean-up. Included are recommendations for regulatory change. The committee emphasizes the importance of the public's belief and attitudes toward remediation and provides guidance on involving community stakeholders throughout the clean-up process.The book explores how contamination occurs, explaining concepts and terms, and includes case studies from the Hanford nuclear site, military bases, as well as other sites. It provides historical background and important data on clean-up processes and goes on to offer critical reviews of 14 published protocols for evaluating natural attenuation.

Environmental problems in coastal ecosystems can sometimes be attributed to excess nutrients flowing from upstream watersheds into estuarine settings. This nutrient over-enrichment can result in toxic algal blooms, shellfish poisoning, coral reef destruction, and other harmful outcomes. All U.S. coasts show signs of nutrient over-enrichment, and scientists predict worsening problems in the years ahead. Clean Coastal Waters explains technical aspects of nutrient over-enrichment and proposes both immediate local action by coastal managers and a longer-term national strategy incorporating policy design, classification of affected sites, law and regulation, coordination, and communication. Highlighting the Gulf of Mexico's "Dead Zone," the Pfiesteria outbreak in a tributary of Chesapeake Bay, and other cases, the book explains how nutrients work in the environment, why nitrogen is important, how enrichment turns into over-enrichment, and why some environments are especially susceptible. Economic as well as ecological impacts are examined.In addressing abatement strategies, the committee discusses the importance of monitoring sites, developing useful models of over-enrichment, and setting water quality goals. The book also reviews voluntary programs, mandatory controls, tax incentives, and other policy options for reducing the flow of nutrients from agricultural operations and other sources.

Reducing flood damage is a complex task that requires multidisciplinary understanding of the earth sciences and civil engineering. In addressing this task the U.S. Army Corps of Engineers employs its expertise in hydrology, hydraulics, and geotechnical and structural engineering. Dams, levees, and other river-training works must be sized to local conditions; geotechnical theories and applications help ensure that structures will safely withstand potential hydraulic and seismic forces; and economic considerations must be balanced to ensure that reductions in flood damages are proportionate with project costs and associated impacts on social, economic, and environmental values. A new National Research Council report, Risk Analysis and Uncertainty in Flood Damage Reduction Studies, reviews the Corps of Engineers' risk-based techniques in its flood damage reduction studies and makes recommendations for improving these techniques. Areas in which the Corps has made good progress are noted, and several steps that could improve the Corps' risk-based techniques in engineering and economics applications for flood damage reduction are identified.The report also includes recommendations for improving the federal levee certification program, for broadening the scope of flood damage reduction planning, and for improving communication of risk-based concepts.

Groundwater is a basic resource for humans and natural ecosystems and is one of the nation's most important natural resources. Groundwater is pumped from wells to supply drinking water to about 130 million U.S. residents and is used in all 50 states. About 40 percent of the nation's public water supply and much of the water used for irrigation is provided by groundwater. Despite the importance of groundwater as one of our most precious natural resources, an organized, effective program to provide an ongoing assessment of the nation's groundwater resources does not exist. With encouragement from the U.S. Congress, the USGS is planning for a new program of regional and national scale assessment of U.S. groundwater resources, thus helping bring new order to its various groundwater resources-related activities. The Survey's senior scientists requested advice in regard to the design of such a program. In response, the committee undertook this study in support of developing an improved program relevant to regional and national assessment of groundwater resources.This report is a product of the Committee on USGS Water Resources Research, which provides consensus advice on scientific, research, and programmatic issues to the Water Resources Division (WRD) of the U.S. Geological Survey (USGS). The committee is one of the groups that work under the auspices of the Water Science and Technology Board of the National Research Council (NRC). The committee considers a variety of topics that are important scientifically and programmatically to the USGS and the nation, and it issues reports when appropriate. This report concerns the work of the WRD in science and technology relevant to assessments of groundwater resources on regional and national scales. The USGS has been conducting scientific activity relevant to groundwater resources for over 100 years and, as summarized in Appendix A, today groundwater-related work occurs throughout the WRD.

Aquifer storage and recovery (ASR) is a process by which water is recharged through wells to an aquifer and extracted for beneficial use at some later time from the same wells. ASR is proposed as a major water storage component in the Comprehensive Everglades Restoration Plan (CERP), developed jointly by the U.S. Army Corps of Engineers (USACE) and the South Florida Water Management District (SFWMD). The plan would use the Upper Floridan aquifer (UFA) to store as much as 1.7 billion gallons per day (gpd) (6.3 million m3/day) of excess surface water and shallow groundwater during wet periods for recovery during seasonal or longer-term dry periods, using about 333 wells. ASR represents about one-fifth of the total estimated cost of the CERP. Aquifer Storage and Recovery in the Comprehensive Everglades Restoration Plan examines pilot project from the perspective of adaptive assessment, i.e., the extent to which the pilot projects will contribute to process understanding that can improve design and implementation of restoration project components. This report is a critique of the pilot projects and related studies.

In 1988, the U.S. Army Corps of Engineers began an investigation of the benefits and costs of extending several locks on the lower portion of the Upper Mississippi River-Illinois Waterway (UMR-IWW) in order to relieve increasing waterway congestion, particularly for grain moving to New Orleans for export. With passage of the Flood Control Act of 1936, Congress required that the Corps conduct a benefit-cost analysis as part of its water resources project planning; Congress will fund water resources projects only if a project's benefits exceed its costs. As economic analysis generally, and benefit-cost analysis in particular, has become more sophisticated, and as environmental and social considerations and analysis have become more important, Corps planning studies have grown in size and complexity. The difficulty in commensurating market and nonmarket costs and benefits also presents the Corps with a significant challenge. The Corps' analysis of the UMR-IWW has extended over a decade, has cost roughly $50 million, and has involved consultations with other federal agencies, state conservation agencies, and local citizens.The analysis has included many consultants and has produced dozens of reports. In February 2000, the U.S. Department of Defense (DOD) requested that the National Academies review the Corps' final feasibility report. After discussions and negotiations with DOD, in April 2000 the National Academies launched this review and appointed an expert committee to carry it out.

Americans drink many gallons of tap water every day, but many of them question the safety of tap water every day as well. In fact, devices have been created to filter tap water directly before reaching cups. It's true; however, that the provision and management of safe drinking water throughout the United States have seen triumphs in public health since the beginning of the 20th century. Although, advances in water treatment, source water protection efforts, and the presence of local, state, and federal regulatory protection have developed over the years, water in the United States still contain chemical, microbiological, and other types of contaminants at detectable and at times harmful levels. This in addition to the growth of microbial pathogens that can resist traditional water treatment practices have led to the question: Where and how should the U.S. government focus its attention and limited resources to ensure safe drinking water supplies for the future? To deal with these issues the Safe Drinking Water Act (SDWA) Amendments of 1996 Safe included a request that the U.S.Environmental Protection Agency (EPA) publish a list of unregulated chemical and microbial contaminants and contaminant groups every five years that are or could pose risks in the drinking water of public water systems. The first list, called the Drinking Water Contaminant Candidate List (CCL), was published in March 1998. The main function of the CCL is to provide the basis for deciding whether to regulate at least five new contaminants from the CCL every five years. However, since additional research and monitoring need to be conducted for most of the contaminants on the 1998 CCL, the list is also used to prioritize these related activities. Classifying Drinking Water Contaminants for Regulatory Consideration is the third report by the Committee on Dinking Water Contaminants with the purpose of providing advice regarding the setting of priorities among drinking water contaminants in order to identify those contaminants that pose the greatest threats to public health.The committee is comprised of 14 volunteer experts in water treatment engineering, toxicology, public health, epidemiology, water and analytical chemistry, risk assessment, risk communication, public water system operations, and microbiology and is jointly overseen by the National Research Council's (NRC'S) Water Science and Technology Board and Board on Environmental Studies and Toxicology. In this report the committee needed to readdress its second report as well as explore the feasibility of developing and using mechanisms for identifying emerging microbial pathogens for research and regulatory activities. The promotion of public health remains the guiding principle of the committee's recommendations and conclusions in this report.

Recognizing the importance of wetland protection, the Bush administration in 1988 endorsed the goal of a /no net lossa of wetlands. Specifically, it directed that filling of wetlands should be avoided, and minimized when it cannot be avoided. When filling is permitted, compensatory mitigation must be undertaken; that is, wetlands must be restored, created, enhanced, and, in exceptional cases, preserved, to replace the permitted loss of wetland area and function, such as water quality improvement within the watershed. After more than a dozen years, the national commitment to a /no net lossa of wetlands has been evaluated. This new book explores the adequacy of science and technology for replacing wetland function and the effectiveness of the federal program of compensatory mitigation in accomplishing the nationa (TM)s goal of clean water. It examines the regulatory framework for permitting wetland filling and requiring mitigation, compares the mitigation institutions that are in use, and addresses the problems that agencies face in ensuring sustainability of mitigated wetlands over the long term.Gleaning lessons from the mixed results of mitigation efforts to date, the book offers 10 practical guidelines for establishing and monitoring mitigated wetlands. It also recommends that federal, state, and local agencies undertake specific institutional reforms. This book will be important to anyone seeking a comprehensive understanding of the a /no net lossa issue: policy makers, regulators, environmental scientists, educators, and wetland advocates.

In the quest to reduce costs and improve the efficiency of water and wastewater services, many communities in the United States are exploring the potential advantages of privatization of those services. Unlike other utility services, local governments have generally assumed responsibility for providing water services. Privatization of such services can include the outright sale of system assets, or various forms of public-private partnershipsa "from the simple provision of supplies and services, to private design construction and operation of treatment plants and distribution systems. Many factors are contributing to the growing interest in the privatization of water services. Higher operating costs, more stringent federal water quality and waste effluent standards, greater customer demands for quality and reliability, and an aging water delivery and wastewater collection and treatment infrastructure are all challenging municipalities that may be short of funds or technical capabilities. For municipalities with limited capacities to meet these challenges, privatization can be a viable alternative.Privatization of Water Services evaluates the fiscal and policy implications of privatization, scenarios in which privatization works best, and the efficiencies that may be gained by contracting with private water utilities.

In this century, the United States will be challenged to provide sufficient quantities of high-quality water to its growing population. Water is a limiting resource for human well-being and social development, and projections of population growth as well as changing social values suggest that demands for this resource will increase significantly. These projections have fueled concerns among the public and water resources professionals alike about the adequacy of future water supplies, the sustainability and restoration of aquatic ecosystems, and the viability of our current water resource research programs and our institutional and physical water resource infrastructures.With the goal of outlining a roadmap to guide policymakers, the Water Science and Technology Board (WSTB) held a series of discussions at several of its meetings in 1998-2000 about the future of the nation's water resources and the appropriate research needed to achieve their long-term sustainability. From those discussions, the board produced this report, the objectives of which are to:draw attention to the urgency and complexity of water resources issues facing the United States in the twenty-first century;broadly inform decision makers, researchers, and the public about these issues and challenges;identify needed knowledge and corresponding water resources research areas that should be emphasized immediately and over the long term; anddescribe ways in which the setting of the water research agenda, the conduct of water research, and investments devoted to such research should be improved in the next few decades.This report discusses major research questions related to the critical water issues that face the nation. It lays out an interdisciplinary research portfolio for the next 20 years and recommends agenda-setting processes that can maximize the nation's ability to prioritize and conduct water resources research.

Over the last 30 years, water quality management in the United States has been driven by the control of point sources of pollution and the use of effluent-based water quality standards. Under this paradigm, the quality of the nation's lakes, rivers, reservoirs, groundwater, and coastal waters has generally improved as wastewater treatment plants and industrial dischargers (point sources) have responded to regulations promulgated under authority of the 1972 Clean Water Act. These regulations have required dischargers to comply with effluent-based standards for criteria pollutants, as specified in National Pollutant Discharge Elimination System (NPDES) permits issued by the states and approved by the U.S. Environmental Protection Agency (EPA). Although successful, the NPDES program has not achieved the nation's water quality goals of "fishable and swimmable" waters largely because discharges from other unregulated nonpoint sources of pollution have not been as successfully controlled.Today, pollutants such as nutrients and sediment, which are often associated with nonpoint sources and were not considered criteria pollutants in the Clean Water Act, are jeopardizing water quality, as are habitat destruction, changes in flow regimes, and introduction of exotic species. This array of challenges has shifted the focus of water quality management from effluent-based to ambient- based water quality standards. Given the most recent lists of impaired waters submitted to EPA, there are about 21,000 polluted river segments, lakes, and estuaries making up over 300,000 river and shore miles and 5 million lake acres. The number of TMDLs required for these impaired waters is greater than 40,000. Under the 1992 EPA guidance or the terms of lawsuit settlements, most states are required to meet an 8- to 13-year deadline for completion of TMDLs. Budget requirements for the program are staggering as well, with most states claiming that they do not have the personnel and financial resources necessary to assess the condition of their waters, to list waters on 303d, and to develop TMDLs.A March 2000 report of the General Accounting Office (GAO) highlighted the pervasive lack of data at the state level available to set water quality standards, to determine what waters are impaired, and to develop TMDLs. This report represents the consensus opinion of the eight-member NRC committee assembled to complete this task. The committee met three times during a three-month period and heard the testimony of over 40 interested organizations and stakeholder groups. The NRC committee feels that the data and science have progressed sufficiently over the past 35 years to support the nation's return to ambient-based water quality management. Given reasonable expectations for data availability and the inevitable limits on our conceptual understanding of complex systems, statements about the science behind water quality management must be made with acknowledgment of uncertainties. This report explains that there are creative ways to accommodate this uncertainty while moving forward in addressing the nation's water quality challenges.

Based on a colloquium sponsored by the Water Science and Technology Board, this book addresses the need for research toward the problems of water management during drought episodes. It covers such topics as the causes and occurrence of drought, drought management options, acceptable risks for public systems, and legal and institutional aspects of drought management.

The Clean Water Act (CWA) requires that wetlands be protected from degradation because of their important ecological functions including maintenance of high water quality and provision of fish and wildlife habitat. However, this protection generally does not encompass riparian areasa "the lands bordering rivers and lakesa "even though they often provide the same functions as wetlands. Growing recognition of the similarities in wetland and riparian area functioning and the differences in their legal protection led the NRC in 1999 to undertake a study of riparian areas, which has culminated in Riparian Areas: Functioning and Strategies for Management. The report is intended to heighten awareness of riparian areas commensurate with their ecological and societal values. The primary conclusion is that, because riparian areas perform a disproportionate number of biological and physical functions on a unit area basis, restoration of riparian functions along Americaa (TM)s waterbodies should be a national goal.

The U.S. Geological Survey (USGS) established the National Water Quality Assesment (NAWQA) program in 1985 to assess water quality conditions and trends in representative river basins and aquifers across the United States. With this report, the NRC's Water Science and Technology Board has provided advice to USGS regarding NAWQA five separate times as the program evolved from an unfunded concept to a mature and nationally--recognized program in 2002. This report assesses the program's development and representative accomplishments to date and makes recommendations on opportunities to improve NAWQA as it begins its second decade of nationwide monitoring.

The Missouri River Ecosystem: Exploring the Prospects for Recovery resulted from a study conducted at the request of the U.S. Environmental Protection Agency and the U.S. Army Corps of Engineers. The nationa (TM)s longest river, the Missouri River and its floodplain ecosystem experienced substantial environmental and hydrologic changes during the twentieth century. The context of Missouri River dam and reservoir system management is marked by sharp differences between stakeholders regarding the rivera (TM)s proper management regime. The management agencies have been challenged to determine the appropriate balance between these competing interests. This Water Science and Technology Board report reviews the ecological state of the river and floodplain ecosystem, scientific research of the ecosystem, and the prospects for implementing an adaptive management approach, all with a view toward helping move beyond ongoing scientific and other differences. The report notes that continued ecological degradation of the ecosystem is certain unless some portion of pre-settlement river flows and processes were restored.The report also includes recommendations to enhance scientific knowledge through carefully planned and monitored river management actions and the enactment of a Missouri River Protection and Recovery Act.

Nearly thirty years ago the Florida Keys were designated as an Area of Critical State Concern. The state recognized that Monroe County contained many valuable natural, environmental, historical, and economic resources that required thoughtful management. In 1996, as a result of many years of discussion, negotiation, and litigation, the Florida Administration Commission issued an Executive Order requiring the preparation of a "carrying capacity analysis" for the Florida Keys. To fulfill this requirement, the U.S. Army Corps of Engineers and the Florida Department of Community Affairs jointly sponsored the Florida Keys Carrying Capacity Study (FKCCS). The key component of this study is a carrying capacity analysis model (CCAM) that provides a technical tool for state and local jurisdictions to "determine the ability of the Florida Keys ecosystem, and the various segments thereof, to withstand all impacts of additional land development activities." This National Research Council (NRC) report provides a critical review of the Florida Keys Carrying Capacity Study: Test Carrying Capacity Analysis Model, First Draft, hereafter referred to as the Draft CCAM.This independent review offers critical commentary in order to assist the sponsors and contractors in making final adjustments to their report and the Carrying Capacity Analysis Model.

The Committee on Hydrologic Science (COHS) of the National Research Council (NRC) is engaged in studying the priorities and future strategies for hydrologic science. In order to involve a broad community representation, COHS is organizing workshops on priority topics in hydrologic science. These efforts will culminate in reports from the NRC on the individual workshops as well as a synthesis report on strategic directions in hydrologic science. The first workshop-Predictability and Limits-to-Prediction in Hydrologic Systems-was held at the National Center for Atmospheric Research in Boulder, Colorado, September 21-22, 2000. Fourteen technical presentations covered basic research and understanding, model formulations and behavior, observing strategies, and transition to operational predictions.
