Jian Li, PhD, is Professor and Director of the Spectral Analysis Laboratory of the Department of Electrical and Computer Engineering at the University of Florida. Petre Stoica, PhD, is Professor of System Modeling in the Information Technology Department at Uppsala University, Sweden.
