ANTHONY FORSTER is Professor of Politics and International Relations and Director of the Governance Research Centre at the Department of Politics, University of Bristol. He has published widely on the EU's Common Foreign and Security Policy and on civil-military relations. - TIMOTHY EDMUNDS is a Lecturer in Defence Studies at King's College London and the Joint Services Command and Staff College. He has published widely on issues of civil-military relations in postcommunist Europe and security sector reform in Croatia and Yugoslavia. - ANDREW COTTEY is Jean Monnet Chair in European Political Integration and a Lecturer in the Department of Government, University College Cork. He has published widely on European and international security issues.
