Donald D. Barry is professor emeritus at Lehigh University. He is the author of Russian Politics: The Post-Soviet Phase.Howard R. Whitcomb is emeritus professor of political science at Lehigh University. He is the co-author of Judicial Administration: Text and Readings.

Recent cases and other developments since the last edition 15 years ago provide a substantial update to Barry and Whitcomb's introductory administrative law text, useful to law students as well as those studying public management.
