JOAN DEBARDELEBEN is Director of the Centre for European Studies and a Professor in the Institute of Russian, European, and Eurasian Studies at Carleton University, Canada. Recent publications include Soft or Hard Borders: Managing the Divide in an Enlarged Europe, editor (2005); and The Democratic Dilemmas of Multilevel Governance; Legitimacy Representation and Accountability in the European Union, co-editor with Achim Hurrelmann (2007).
