Richard D. Bingham is Professor of Public Administration and Urban Studies at Cleveland State University where he is also a Senior Research Scholar of the Urban centre. He has published widely in economic development and is founding editor of Economic Development Quarterly. Zhongcai Zhang is Director of Market Research atabase Marketing at Ohio Savings Bank. Prior to his current position, he was Senior Research Associate at the centre for Urban Studies, School of Architecture and Planning at the University of Buffalo. He has published in Economic Development Quarterly, Industry Week, Journal of the American Planning Association, and Urban Affairs Review.
