A highly scholarly book attacking a complex problem area that is not susceptible to the traditional quantitative methods. It is helpful to the communication process that Richards has been able to use both governmental and corporate examples to illustrate his approach and technique. His comprehensive bibliography is another useful contribution for the interested reader and scientist. His work can reasonably be termed pioneering and path-breaking.
