Governance of Elementary and Secondary Education

The present state of governance in elementary and secondary education examined from the federal level on down. Reviews federal and state attempts to influence local education, investigates old and new funds in state governance and the workings of state governance structures, and considers educational governance at the local level) giving special attention to teacher organizations. Also defines needed changes in governance, offering specific proposals aimed at all three levels. Co-published with the Aspen Institute.
