Valfriheten i hemtjänsten skulle öka kvaliteten och gynna småföretagande. Men samtidigt släpptes fuskare och kriminella in i hjärtat av den svenska välfärden.
Hemtjänstmaffian är ett granskande reportage om hur delar av äldreomsorgen har lämnats över till bedragare som i åratal har mjölkat kommunerna på skattepengar. Trots en växande kontrollapparat fortsätter fusket. Samtidigt pressar den orättvisa konkurrensen personalens arbetsvillkor också i den kommunala hemtjänsten.

Författarna Karl Martinsson och Mira Klingberg Hjort, som till vardags jobbar på Arbetet och Kommunalarbetaren, tilldelades 2021 års pris för "Bästa avslöjande" på Fackförbundspressens dag för sina granskande artiklar som ledde fram till boken.
