Threats to peace and stability are real and will likely continue into the foreseeable future. Likewise, globalization and its proliferation has made it increasingly difficult in knowing whether one is a friend or foe. This is particularly true when turning to the relationship of the five permanent members of the United Nations Security Council (UNSC); the relationships are not as clear as was the case two decades ago. Intelligence professionals the world over would be remiss in their assessments if they fail to take into account the position of each in the context of contemporary issues. Countries can be aligned on one issue and yet diametrically opposed on others. This research looks to enhance what Ernest Boyer refers to as scholarship of integration and uses the Federal Qualitative Secondary Data Case Study Triangulation Model and a variation of a model referred to as the York Intelligence Red Team Model-Modified (YIRTM-M) to conduct the analysis. More pointedly, this book looks at issues from the U.S. perspective to see how the YIRTM-M can be applied to advance its own interests on the world stage and to better understand when each can be seen as a friend or foe.

This study turned the tables on a conventional understanding of the four instruments of national power (diplomacy, information, military and economic measures/D.I.M.E.) to see how potential adversaries could use these against the national security interests of Canada and the United States. Moreover, this particular work focuses on qualitative research regarding cyber threats that have continually beleaguered these nations by malevolent actors mostly over the last five years. This study also affords consideration to how nefarious individuals, non-state actors, or nation states can implement the instruments of national power through the application of a new model named the York Intelligence Red Team Model-Cyber (YIRTM-C) using sources guided by the Federal Qualitative Secondary Data Case Study Triangulation Model to arrive at results.

Through the analysis of secondary data sources such as scholarly and government reports, policy documents, press releases and interviews, the author analyzes the five case studies—Australia, Canada, New Zealand, UK, and the USA—to determine how and why nations use the PISE variables to shape favorable homeland security outcomes, to determine what the points of homeland intersectoral collaboration are among the ‘Five Eyes’ nations. In so doing, Weaver determines that although the ‘Five Eyes’ countries have concerns about homeland security and each, individually, identifies threats and hazards, they do also employ collaborative measures to build resilience and increase efforts to prepare for anticipated security breaches.

The United States has been a significant actor on the global stage and the world’s sole hegemony since the end of the Cold War in December 1991. That stated, things have changed in recent years as this nation’s economy has slowed, as it attempts to remain engaged globally, and as other nations like China have grown their economies at a faster rate. It is becoming increasingly clear that the United States might become a waning power especially when taking this in consideration to the military industrial congressional complex with investments in military equipment and systems that are complex, underperform, and those that are beleaguered by significant cost overruns. As underscored above, this country is facing significant challenges regarding, not just the deficit in spending, but more importantly, rising debt especially in the context of the current tax code in the United States. Illegal immigration is another concern as a domestic issue, as is the solvency of social security and the lack of ability for it to pay out to retirees at present rates in future years. Term Limits for members of Congress are another challenge. Other issues are more focused on individuals, and these include the likes of credit card debt, the lack of home ownership, significant student loans, the need for a personal investment strategy, a need for a grounding in personal finances, as well as creating conditions to elevate the importance of technical skills. This book looks to address these issues through sections focused on background information, problem identification, fixes, and concluding remarks.
