Ever since its foundation in 2002, the Guantanamo Bay Detention Facility has become the symbol for many people around the world of all that is wrong with the 'war on terror'. As a result of the work assembling the documents, memoranda, and reports that constitute the material in The Torture Papers the question of the rationale behind the Bush administration's decision to condone the use of coercive interrogation techniques in the interrogation of detainees suspected of terrorist connections was raised. The condoned use of torture in any society is questionable but its use by the United States, a liberal democracy that champions human rights and is a party to international conventions forbidding torture, has sparked an intense debate within America. The Torture Debate in America captures these arguments with essays from individuals in different discipines. This volume is divided into two sections with essays covering all sides of the argument from those who embrace absolute prohibition of torture to those who see it as a viable option in the war on terror and with documents complementing the essays.

At the invitation of the New America Foundation and the New York University Center for Law and Security, a group of individuals regarded as authorities on international terrorism and Al Qaeda were brought together at a meeting held in the United States Senate office building. This volume contains the presentations that were made at this meeting. They constitute a valuable synopsis of current knowledge on Al Qaeda and the policies in place to counter threats of future terrorist attacks. The papers in this book will contribute to understanding how Al Qaeda has evolved from a movement to an ideology, what influence it has on Middle East stability and what continued threat it is to the United States, Europe, and other areas of the world.
