The political process focuses on the ways that people come together to engage in collective decision making in a variety of contexts. The central elements of the political process include: the formation of rules, the subsequent interactions that take place within those rules, and the evolution of rules over time. Scholars working in the area of Virginia political economy—e.g., James Buchanan and Gordon Tullock—emphasize the importance of applying the tools of economics to non-market settings, including politics. Scholars in this tradition focus on both politics and economics to understand the formation of political rules—constitutional political economy—as well as the subsequent play within those rules—public choice. Understanding entrepreneurship as alertness to potential profit opportunities and the activities involved with bringing those opportunities to life and public policy as laws, regulations, and activities of government, this volume analyzes the intersection of the two to show how public policy influences entrepreneurship. Arguably one limitation of Hayek’s social philosophy is that he, as some of his contemporaries quipped, does not know the words “for example.” This means that much of his work on social philosophy is relatively abstract and hard to approach. This might also explain why it has taken so long for scholars to fully appreciate the breadth and depth of his social philosophy. Toward a Hayekian Theory of Social Change remedies the lack of more practical studies of Hayek’s theory of social change by bringing together several scholars from different social science disciplines who relate Hayek’s theory of social change to empirical phenomena and methodological debates within their respective disciplines.
