Energy plays a vital role in economic and social development. The analysis of energy issues and policy options is therefore a vital area of study. This book presents a hierarchical modelling scheme intended to support energy planning and policy analysis in developing countries. The authors introduce the concept of 'Integrated National energy Planning' (INEP), and examine the spreadsheet models, optimization models, and linear planning models which energy planners use. Environmental considerations are also introduced into the analysis. Techniques are then applied to two important energy subsectors, electricity and fuelwood, before problems of integration and policy implementation are discussed. Throughout the book, the authors examine actual practice in developing countries. Illustrative case material is drawn from Egypt, West Africa, Sudan, Pakistan, Colombia, India, Sri Lanka and Morocco. This book will be of interest to students and practitioners of energy planning, and to those concerned with the wider development implications of energy policy.

Originally published in 1988, this book analyses the position of nuclear power. Much of public concern about nuclear power is focused on issues of safety. Whilst clearly of great important, the related questions of economic and technological performance of nuclear power also need to be addressed. This book sets out to explore the realities of nuclear power using as its basis the detailed and exhaustive evaluation of the programmes in the USA, Canada, France and the Federal Republic of Germany. Earlier international comparative analyses identified large, consistent differences between countries (and sometimes within countries) in the performance of nuclear power. These differences cannot be satisfactorily explained in terms of simple variables such as the type, size or maker of the reactors involved. One possible explanation lies in the institutional structure surrounding nuclear power, including utilities, the vendors and economic safety regulations, which vary widely. It is this particular thesis that this book sets out to test. This book will be of value to anyone with an interest in nuclear power and its organisation.

This book provides a comprehensive study of coal in the energy market up until the mid-1980s. It looks at the economics of coal production, the reasons for past decline and the prospects for the industry at the time. The study shows that while much of the loss of market was unlikely to be recovered, coal will have continuing importance - primarily because of remaining competitive in the generation of electricity. This 1987 book looks in detail at the production and consumption trends, the pattern of international trade, the coal market in the major regions, and at how public policy influenced the development of coal. It also looks at different forms of regulation in the coal market - from state regulation of private producers, to direct state intervention and ownership - and their implications. It examines the likely future trends, and draws conclusions for policy towards coal.

After a century of exponential growth, the international oil industry suddenly slowed down in the 1970s, faltered during the 1980s, and by 1991 was just about back to its 1979 level. That break in trend of its dominance in world energy became clear in 'the OPEC decade' from 1973 onwards, gaining a surge of riches for oil-exporting countries. This book, which was originally published in 1993, is a descriptive analysis of influences in the world oil trade. It is concerned with a central unchanged paradox of the industry - its preoccupation with maximising the production of high-cost rather than low-cost oil. It follows the rise and decline of OPEC monopoly power in the crude market, and shows how growth in the international oil business has almost ceased since the late seventies, exploring the reasons behind this slowdown. The author has had twenty-five years of practical experience in petroleum economics.

This book was first published in 1988. It looks at the history of OPEC, and the political and economic events that have shaped the organisation and the world economy since its creation in 1960. It covers the background to its establishment, the years in which it struggled to find a role, and the critical years of 1970-73 which revolutionised attitudes and structures in the oil industry. It deals with the success and failure of OPEC as an international player in the post-1973 period, and the effect of the Iranian revolution and the Iran-Iraq war on the organisation, and its efforts to run a cartel in the 1980s. A final chapter looks at post-1985 OPEC and its expectations for the immediate future.

This book, sponsored by the Stockholm Environment Institute and first published in 1992, presents a detailed analysis of changes in world energy use over the past twenty years. It considers the future prospects of energy demand, and discusses ways of restraining growth in consumption in order to meet environmental and economic development goals. Based on a decade of research by the authors and their colleagues at Lawrence Berkeley Laboratory in collaboration with the Stockholm Environment Institute, it presents a wealth of information on energy use and the forces shaping it in the industrial, developing, and formerly planned economies. The book provides an invaluable overview of the potential for improving energy efficiency, and discusses the policies that could help realize the potential. While calling for strong action by governments and the private sector, the authors stress the importance of considering the full range of factors that will shape realization of the energy efficiency potential around the world.

Two years of intense and often dramatic negotiations culminated in the signing of a Framework Convention on Climate Change at the Earth Summit in Rio de Janeiro, Brazil. This compelling book reconstructs the dynamics of those negotiations, based on eye-witness accounts. The main contributors, each a principal player in the drama, have been selected to reflect the perspectives of the most important interest groups and institutions involved in the negotiations, including the OECD, oil-importing developing nations, private industry and non-governmental organisations. These individual accounts are integrated into an edited volume that provides a multi-dimensional assessment of the negotiating process, focusing on the competitive and co-operative interactions among nations, regional alliances, international institutions, corporations and non-governmental organisations.
