The ascendancy of technocratic personnel and their imposition of neo-liberal economic policies have come to define Latin American politics in the 1980s and 1990s. This book is the first comparative analysis of these events and their implications for the future of democracy on the continent. Individual chapters discuss the rise to power of these technocrats in Mexico, Chile, Argentina, Brazil, and Peru as well as the historical antecedents of expert rule in the 19th and early 20th centuries.

This is the second and final volume in a collection of studies on the role of the state in capital accumulation in Latin America. Volume one included a general historical and conceptual introduction and case studies on Brazil, Chile and Mexico. This present volume covers the remaining countries of South America (with the exception of Paraguay). The countries discussed offer a range of experiences within a broad common framework of problems and policy responses. The 1980s have witnessed a strong revival of interest in the issue of the role of the state in economic development in the Third World in general. In the case of Latin America, the debate has tended to focus on the possibilities of an export orientated strategy as a means to overcome foreign sector imbalances in the economies of the area and as a solution to the crisis provoked by the growth of their foreign debt. This volume contains a number of case studies which take up these issues in different degrees, while the final chapter discusses them as they apply to all ten countries covered in both volumes. The chapters concerned with the case studies demonstrate the crisis of the model of growth and accumulation implemented in

As a result of the regional debt crisis, most governments of Latin America in the 1980s entered into a process of profound policy change, from an import substitution oriented strategy to a focus upon export-promotion, with an emphasis upon market liberalization. According to mainstream economic theory, the effect of this shift would be to favour agriculture. This book, with contributors from Latin America and Europe, surveys the results on agriculture of a decade of policy change.

This New Economic Model is distinguished from its predecessor, in force before the 1980s debt crisis, by an emphasis on market forces and export-led growth. This book explores the main features of the New Economic Model in Latin America and, through analysis of the reform process and case studies, examines its impact on income distribution and poverty.
