This book describes the impact of modernization on the organization and sustainability of Urban Water Systems in Europe (UWSEs). Bolognesi explains that the modernization of UWSEs was a regulatory shock that began in the 1990s and was put into action with the EU Water Framework Directive in the year 2000. This process sought to reorganize water governance in order to achieve certain sustainability goals, but it fell short of expectations.Modernization and Urban Water Governance provides an update on the organization and sustainability of UWSEs, while drawing from a comparative analysis of German, French, and English water models and an institutionalist explanation of the current situation. With a focus on transaction costs, property rights allocation and institutional environments, this book argues that the modernization of UWSEs tends to depoliticize these systems and make them more resilient but also limits their potential for sustainable management.Thisbook will be relevant to those wishing to understand the real impacts of water reform in Europe according to national contingencies.

This edited volume provides a critical discussion of particular trends that are widely recognised to influence water management by comparing them with what is actually happening in the field. Among others, these trends include water security, adaptive or integrative management, and the water-energy-food nexus, which are often presented as essential means to reaching more sustainable and resilient water use. However, the extent to which these trends have managed to structure concrete practices in water management remains uncertain. Informed by empirically grounded research, each chapter of this work engages with a particular approach, concept or theory. The Rhône has long been viewed essentially as a tool for energy production, heavily canalized and exploited by a series of dams and nuclear power plants – with the result that those who live along this great river have simply turned away. Basing their work on a detailed analysis of the history and the current management of the Rhône, the authors explore the challenges linked with transboundary river basin governance including relevant international water law, appropriation of river and river resources by Nation States. Finally, they discuss a diverse range of institutional architectures and outlines several solutions that might cope with the growing complexity of transboundary management of a major river. With the consequences of climate change and biodiversity loss becoming more and more apparent, both the protection of water resources and water-related ecosystems as well as protection from water, that is flood protection policies, have become increasingly important. This book explores the latest applications of network analysis concepts and measures to the study and practice of water governance. Given the holistic complexity of water governance, it covers individual water governance aspects such as flood protection and fisheries, as well as overarching concepts like integrated water management and social-ecological interactions. The book provides an overview of current water governance issues, network analytic concepts as well as implications for practice. The main body of the text is made up of eight case studies by world-leading environmental governance scholars, each of which addresses one water-related challenge by applying a variety of networkapproaches. By comparing their political decision-making processes, this book explores the factors behind their differences. Adaptation to the changing climate is critical to human society and water is the principal medium through which climate change will affect us. Due to high levels of industrialization and population density, flood control is a high priority in both countries’ adaptation plans. While South Korea has maintained its engineering-oriented flood control policy for river management, Germany has turned its direction from its long-standing technical approach to more nature-based solutions. The evidence of this study indicates that policy change and stability is the result of discourse and institutional interaction, and thus emphasizes the validity of discursive institutionalism. This book will clearly explain why certain policies are adopted for water management and will be an invaluable contribution to the expanding literature on the socio-political aspects of climate change adaptation.
