This book is an attempt to analyse the political, security and terrorism trends in South Asia and propose prognostications in the short term. It is third in the series of such trend analysis on the region based on the building blocks of reviews in 2006 and 2007 and has the backing of legacy. Each chapter of the book covers the countries of the region including China arranged in alphabetical order with India in the end with its many segments, such as terrorism law and order, Naxalism, Kashmir and North East separately. The trends are based on a prognosis of scenarios based on trajectory of events in the past and structural biases of each state including Impact of regional and global influences both benevolent and malign. While the technique may not be perfect, it is simple and hopefully accurate enough to provide the pitfalls in the Years ahead.

In Part 2 manifestation of policies into capacities in terms of strategic systems, integration and jointness, army, navy and air force capability and counter terrorism infra structure has been examined. Part 3 covers the defence industrial base and in the concluding Part 4 a summary of assessment of national security readiness has been provided.

National Security Lecture - National Security Challenges for India in the Next Decade By Admiral Sureesh Mehta, Chairman Chiefs of Staff Committee & CNS National Security Seminar - Conflicts in the North East (Based on Seminar Conducted at USI) The aim of the National Security Series conducted by United Service Institution is to bring into focus contemporary issues that have an overarching bearing on national security. This is the Eleventh volume of the Annual Security Series. The Annual Security Lecture 2008 dealt with "National Security Challenges for India in the Next Decade." It was delivered by Admiral Sureesh Mehta, PVSM, AVSM, ADC, Chairman Chiefs of Staff Committee and Chief of the Naval Staff. The theme of the National Security Seminar 2008 was: "Conflicts in the North East." It covered: an overview of the insurgencies in the North East; external linkages, demographic changes, geopolitical developments in the neighbourhood and their impact; and the need to achieve politico military synergy and importance of the North East in pursuit of India's 'Look East Policy'. It was a very wide canvas and included wide ranging issues.The panelists and the participants included many personalities who had first hand experiences of the situation in the North East from the very top level (governor/army/corps commanders) down to company commanders and officers from civil administration as well as Central Police. Indian policy on nuclear disarmament has been one of long standing support and approval of measures leading to it. The first decade of 21st century has seen a resurgence of support for global nuclear disarmament. A cascade of nuclear disarmament proposals has emerged from different sources. There has been little interaction between India and Europe on nuclear issues. The seminar on Nuclear Non-Proliferation and Disarmament held in June 2010 in New Delhi was one such attempt to build awareness on Indian and European perspectives on nuclear disarmament. This book is based on the seminar held in New Delhi. The position of Germany and Poland were of special interest to the discourse and this volume offers an excellent insight into it.

The current paradigm of violence in South Asia is based on militancy and strategic terrorism drawing from extremist ideologies, be it religion, ethnicity or sub nationalism across the region. While frequently fundamentalism is said to be the core of conflict in South Asia, there are many diverse threads to instability. The arc of insecurity and intensity of violence is extending each day, manifesting in different forms, be it Mumbai 26/11, Lahore 3/3, Marriott bomb attacks or air borne suicide strike in the heart of the capital Colombo. This book attempts to examine the overall threat emanating from non state actors in South Asia, with particular reference to India and suggest a joint framework to neutralise the same. The book examines contemporary and future security environment in South Asia and the threats and challenges. The phenomenon of Non State actors has been examined in detail to include armed Groups as Al-Qaeda, Lashkar e Tayyaba, Jaish e Mohammed, as well as Naxalites in the hinterland.Each facet of these to include Leadership Structure, Organisation, Political, Military, Judicial functions, Religious, Funding, Charity and aid arm, Media and Networking with other non state actors has been covered in detail.

Terrorism is a kind of war, which is launched from hideouts by employing speed, surprise and indiscriminate violence. Assassinations, killing of innocent people including women and children, and invisibility, are at the heart of the strategy of the terrorists. It is an organized system of intimidation and coercion by use of violence that does not obey the rules of war to achieve political or religious ends. This book brings out the terrorist groups involved in South Asia in detail and India in particular. Terrorist affected areas in South Asia and the effect of Terrorism has also been discussed in detail. The Naxal movement in India has also been covered in detail. In the last chapter the author has also recommended some Counter Terrorism measures and strategy for South Asia as well as for India.

Northeast India comprises of seven states - Assam, Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland and Tripura. This region has been the theatre of insurgency and ethnic-based armed conflicts for more than half a century making the region one of South Asia's most disturbed areas. The instability in Northeast India is characterized by two distinct factors - ethnic clashes among the indigenous groups and political movement against the Union Government. The conflicting dynamics in the Northeast ranges from insurgency for secession to insurgency for autonomy, from terrorism to ethnic clashes, to problems of continuous inflow of migrants and the fight over resources. Moreover, vested interests and inter tribal and inter factional rivalry have led militant groups to continually clash among themselves, plunging the region in a vicious cycle of militancy, social violence and lack of economic growth. These armed conflicts have given impetus to small arms proliferation, narcotics trade and a parallel economy. The democratic deficits and how the Central Government and the states have addressed these concerns are of interest.The location of the region, politically and geographically, has a fundamental bearing on it and its people who aspire for different goals and how they try to reach these goals. The region shares borders with four countries: Myanmar, Bhutan, Bangladesh and Tibet/China and is connected to the Indian mainland by a narrow stretch of land. This adds to the trans - border ramifications to the conflicts. To address these issues CSA with the help of Centre for Northeast Studies and Policy Research, Guwahati engaged a few experts who have contributed papers which were presented at the Seminar in New Delhi in July 2010 and the same stand published through this book.
