The Arms Trade Treaty

Andrew Clapham is Professor of International Law at the Geneva Graduate Institute. He was the first Director of the Geneva Academy between 2006 and 2014. Prior to joining the Institute in 1997, he was the Representative of Amnesty International at the United Nations in New York. Andrew has worked as Special Adviser on Corporate Responsibility to High Commissioner for Human Rights Mary Robinson, and Adviser on International Humanitarian Law to Sergio Vieira de Mello, Special Representative of the UN Secretary-General in Iraq. He served as a member of the UN Commission on Human Rights in South Sudan from 2017 to 2023.Stuart Casey-Maslen is Head of the IHL in Focus Project at the Geneva Academy of International Humanitarian Law and Human Rights. He also leads the Academy's work on weapons, including the Arms Track Project that describes the conduct of armed and police forces in arms importing States (https://armstrack.ch). Stuart is Visiting Professor at the University of Johannesburg in South Africa.Dr Paul Holtom heads the Conventional Arms and Ammunition Programme at the United Nations Institute for Disarmament Research (UNIDIR) where he conducts research into the illicit trade, diversion, and uncontrolled proliferation of conventional arms. Paul has authored several publications on the international arms trade and conventional arms control, with a recent focus on the ATT, weapons and ammunition management, and the diversion of conventional arms and ammunition. Paul holds a PhD in Russian and East European Studies from the University of Birmingham.Sarah Parker has been Manager of Research and Innovation at the International Organization for Standardization (ISO) since 2022. She was previously Senior Policy Officer at the Arms Trade Treaty Secretariat in Geneva. From 2011 to 2016, she was Senior Researcher at the Small Arms Survey. Sarah holds an LL.M in Law from the University of Sydney and an LL.B in Law from the University of Edinburgh.
