GORDON DANIELS is Reader in History at Sheffield University. He has written widely on the history of British attitudes, and the Allied Reform of Postwar Japan. - CHUSHICHI TSUZUKI was formerly a Professor at Hitosubashi University, Tokyo and the International University of Japan. He has written extensively on nineteenth and twentieth century British and Japanese political and social thought.
