Keith B. Payne, Ph.D., is a policy analyst specializing in areas of U.S. and Soviet strategic and defense policy, international security affairs, and Soviet foreign policy. He is currently Director of National Security Studies, the National Institute for Public Policy.

CHOICE The author is a proponent of the Strategic Defense Initiative, but he marshals the arguments against it as well as those for it in a fair manner. The result is a comprehensive summary of the current debate presented in a form easily understandable to the nonspecialist. Foreign Affairs ...the most thorough political discussion to date of the Strategic Defense Initiative, and it is not lacking in technical commentary...worth reading.
